  • This past week Palestinians carried out five shooting attacks in Judea and Samaria. They were at the Jalameh Crossing, where an IDF officer was killed; at the yeshiva of the settlement of Carmel, where an Israeli civilian was wounded; in Hawwara, where an Israeli vehicle was attacked, no casualties reported; and targeted two Israeli military posts. The Israeli security forces increased their counterterrorism activities throughout Judea and Samaria, detaining dozens of wanted Palestinians and confiscating large quantities of weapons. Members of a Hamas terrorist network were detained in Hebron and Nablus; they were planning mass-casualty attacks against Israeli civilians and security forces.
  • In the wake of the tension in Judea and Samaria, Egypt reportedly made efforts to calm the situation. According to reports, Egyptian General Intelligence mediated a meeting of senior Palestinian figures and Israeli security leaders. Hamas continued attempting to ignite the West Bank and declared it would continue the “struggle” [terrorist attacks] against Israel. On September 19, 2022, the Palestinian security forces in Nablus detained Musab Shtayyeh, a senior Hamas terrorist operative; his detention caused riots in Nablus.
  • The Gaza Strip remains relatively quiet. The Hamas delegation headed by Isma’il Haniyeh ended its visit to Russia, and a Hamas delegation headed by Khalil al-Haya went to Algeria to promote the internal Palestinian reconciliation. The Hamas leadership announced the renewal of relations with Syria after they ended because of the Syrian Civil War. Hamas held a civilian activity at the port of Gaza to protest the “siege” on the Gaza Strip and to demand possession of the gas Israel produces off the Gazan shore, echoing the threats of Hezbollah leader Nasrallah against the Israeli gas rigs off the coast of Lebanon.
  • Mahmoud Abbas arrived in New York to give a speech at the UN General Assembly. The Palestinian Authority (PA) representative to the UN claimed the speech would be “important and extraordinary.”
  • East Jerusalem residents protested using the Israeli in the Arab schools want to use only the Palestinian curriculum. The Palestinian minister of education, who is currently in New York, called on the international community for support for the Palestinian curriculum in east Jerusalem schools.
Shooting attack near Hawwara
  •  On the morning of September 19, 2022, an Israeli vehicle was attacking in a drive-by shooting near Hawwara, south of Nablus. No casualties were reported; the vehicle was damaged (IDF spokesman’s Twitter account, September 19, 2022). The Palestinian media reported that a network calling itself the “Lion Cubs” claimed responsibility for the attack.

Shooting attack in the settlement of Carmel
  • On September 15, 2022, shots were fired at the yeshiva in the settlement of Carmel, southeast of Hebron, wounding an Israeli civilian (IDF spokesman, September 15, 2022). Israeli security forces deployed to the site initiated a manhunt for the shooter, who had positioned himself outside the settlement and shot at the yeshiva building, which was close to the fence (Israeli media, September 15, 2022).

  • After the attack masked Palestinians distributed candy and pastries in the center of Hebron to celebrate the wounding of an Israeli and show their support and solidarity with the shooter (Paldf Twitter account, September 16, 2022). Fathi Hazem, the father of Raad Hazem, who carried out the shooting attack in Tel Aviv on April 7, 2022, posted a video to his Facebook page of young Palestinians celebrating the attack, waving Palestinian flags and blowing the horns of their vehicles. He wrote, “The giant of Hebron has risen up to open the gates of hell…” (Fathi Hazem’s Facebook page, September 15, 2022).

  • Fatah’s Facebook page posted a report of the attack. Palestinians responded with “May [the terrorist’s] hands be blessed,” “Allahu akbar,” and “V” [for victory] (Fatah Facebook page, September 15, 2022). Hamas and the Palestinian Islamic Jihad (PIJ) praised the attacks, saying the Hebron region had joined Nablus and Jenin in attacking Israel:
    • Hamas spokesman Abd al-Latif al-Qanua said Hebron had joined the line of fire against Israel. He claimed there would be more confrontations, and the “great Palestinian revolution” against Israel and the settlers would continue in every region and city of the West Bank (Abd al-Latif al-Qanua’s Twitter account, September 15, 2022).
    • Senior Hamas figure Abd al-Rahman Shadid called the attack the “natural response” to Israel’s actions, and claimed Israel could expect that as long as its [so-called] “crimes” continued, its “wounds” would deepen. He added that Hebron had risen for the sake of al-Aqsa mosque and the Cave of the Patriarchs, sending a message of fire and warning to Israel that the “explosion” was coming. He said the “Sword of Jerusalem” (the named Hamas gave Operation Guardian of the Walls, May 2021, which began with rocket fire from the Gaza Strip targeting Jerusalem) was still raised to defend al-Aqsa mosque and the holy sites (Hamas website, September 16, 2022).
    • PIJ spokesman Tareq Izz al-Din claimed the attack had restored to the Hebron region its true standing in “resistance” [terrorist] activities against Israel, and Hebron had proved the unity of the “resistance” [terrorist attack] arenas could not be divided. He said the “heroic activity,” from Hebron in the south to Jenin in the north, was one path called “resistance to the enemy” [indiscriminate terrorist attacks against Israeli civilians and soldiers] (Daffa_media Telegram channel [the PIJ’s Telegram channel], September 16, 2022).
  • Imad al-Din tweeted, “The sleeping lion has awoken.” He added that after the “occupation” had tried for years to destroy “military” [armed terrorist] activity in Hebron by constructing outposts, detaining jihad fighters [terrorists] and dealing with family problems, Hebron awoke to complete its resistance activities [terrorist attacks], which began with the first intifada and would not stop (Imad al-Din’s Twitter account, September 16, 2022).

Shooting attack targeting the Salem post
  • On September 15, 2022, shots were fired at a Border Police post northwest of Jenin. No casualties or damage were reported. Several shell casings were found nearby. The Salem Crossing was closed (News24, September 15, 2022).
Shooting attack at the Jalameh Crossing
  • On the night of September 13, 2022, IDF surveillance identified two suspects near the Jalameh Crossing north of Jenin. Initially they were not identified as armed. IDF forces deployed to the site and instituted protocol for detaining suspects. The two Palestinians were in fact armed with automatic weapons and an improvised machine gun, and they attacked the soldiers, who returned fire, killing them. An IDF officer was killed in the exchange of fire (IDF spokesman, Israeli media, September 14, 2022).[2]
Significant Terrorist Attacks in Judea and Samaria since January 2020[3]

Significant Terrorist Attacks in Judea and Samaria since January 2020

Egyptian mediation attempts
  • In the wake of increasing tensions in Judea and Samaria, Palestinian sources reported that senior officials in Egyptian General Intelligence were recently investing efforts to reduce tension, especially in areas under PA control. The sources claimed the Egyptians granted a request from Mahmoud Abbas to mediate with Israel to stop it from entering PA territories, which he claimed would damage and weaken the PA’s status in Palestinian eyes. According to the sources, the Egypt’s primary objective was to raise the PA’s standing and prevent the current situation from “exploding.” Reportedly, the Egyptians recently helped arrange a meeting between the Palestinians and Israel, attended by Hussein al-Sheikh, secretary general of the PLO’s Executive Committee, Majed Faraj, head of Palestinian general intelligence, and senior IDF officers (al-Araby al-Jadeed, September 15, 2022).
Stabbing attack prevented at the Tapuah Junction
  • On September 13, 2022, during Israeli security force operations, a Palestinian child holding a knife was identified near the Tapuah Junction, south of Nablus. The forces instituted protocol for detaining a suspect and fired into the air. The child threw the knife away, lay down on the ground and was detained (Israeli media, September 13, 2022).
Counterterrorism Activities
  • This past week the Israeli security forces continued intensive counterterrorism activities in locations in Judea and Samaria, detaining Palestinians suspected of involvement in terrorist activities and confiscating large quantities of weapons:
    • On September 19, 2022, Palestinians threw rocks at IDF forces conducting an activity in the village of Bidu,. A soldier was wounded and evacuated to for medical treatment (IDF spokesman’s Twitter account, September 20, 2022).
    •  On September 18, 2022, IDF surveillance identified two suspicious Palestinians attempting to enter Israeli territory near the Baqa Crossing, north of Tulkarm. IDF forces were deployed to the site and detained the suspects. One had an improvised Carlo machine gun in his backpack (IDF spokesman’s Twitter account, September 18, 2022).

  • On September 18, 2022, Israeli security forces confiscated weapons in the village of Jama’in, southwest of Nablus. A ballistics examination revealed that one of the weapons had been used in a shooting attack near Hawwara, south of Nablus, on September 8, 2022 (IDF spokesman’s Twitter account, September 18, 2022).
Guns confiscated in the village of Jama'in (IDF spokesman, September 18, 2022).

  •  On September 16, 2022, Israeli forces prevented the smuggling of guns near the village of Marj Najeh, east of Nablus. The soldiers located and confiscated a bag containing six handguns and a number of ammunition magazines; two suspects were detained (IDF Twitter account, September 17, 2022).

  • On the night of September 14, 2022, Israeli security forces operated in the village of Kafr Dan, northwest of Jenin, mapping for demolition the houses of the terrorists who had shot at IDF forces the night before. During the activity armed Palestinians rioted, throwing IEDs and Molotov cocktails, and shooting at the soldiers. The soldiers returned fire (IDF spokesman’s Twitter account, September 15, 2022), and reportedly killed Uday Terad Hashem Salah, 17 years old, from Kafr Dan (Wafa, September 15, 2022). The Fatah branch in the Jenin district issued a mourning notice for him, claiming he was one of their operatives. According to the notice, he was the son of an officer in the Palestinian security forces (Facebook page of Fatah’s bureau of information and culture, September 15, 2022).

  • Nabil Abu Rudeineh, spokesman for Mahmoud Abbas, condemned Uday Salah’s killing. The PA foreign ministry accused Israel of full and direct responsibility for “this and other crimes” carried out by IDF forces. The foreign ministry protested the silence of the international community and called for legal action against Israel.
  • Senior Hamas figure Isma’il Radwan claimed Israel had carried out “a new crime, an addition to its record of crimes,” and the “despicable crime” would not go unpunished or stop the “growing revolution” in Jenin and the West Bank. He said in response the Palestinians would escalate clashes with the IDF at the friction points (Dunia al-Watan, September 15, 2022). The PIJ claimed the “crime of the occupation” was [to take] revenge on the Palestinians to improve Israel’s image, which had been “punctured by the bullets of shaheeds Ahmed and Abd al-Rahman ‘Abed at the Jalameh Crossing” (PIJ website, September 15, 2022).
Apprehension of Hamas terrorist network planning attacks in Israel
  • During September 2022 the Israeli security forces detained Hamas terrorist operatives from the Hebron and Nablus areas who were planning mass-casualty attacks against Israeli civilians and security forces. The operatives were recruited through the social networks by Yahya ‘Amer Muhammad Abu Saifan, 26 years old, a resident of the Nuseirat refugee camp in the central Gaza Strip. He is an operative in the Izz al-Din Qassam Brigades, Hamas’ military-terrorist wing, and recruits young Palestinians personally and through the Internet. He gave the Hebron-Nablus terrorists instructions for manufacturing IEDs and carrying out attacks.
  • The terrorists detained by the IDF were Musab Haymoni, Ahmed Abu Daoud, Izz al-Din al-Din, Imad Abu Khalaf and Abdallah Qawasmeh from Hebron, and Maamoun Hanani and Kamal Hanani from Bayt Furiq, near Nablus. The forces confiscated materials and equipment for the manufacture of explosives, and weapons for a variety of terrorist attacks. The operatives received money to buy materials, practice shooting and manufacture IEDs (Israeli Security Agency spokesman’s unit, September 19, 2022)

Right: The seven detained Hamas terrorist operatives. At the top is Gazan Yahya Abu Saifan, who recruited the network; he was not detained. Left: The confiscated guns (Israeli Security Agency spokesman’s unit, September 19, 2022).
  • After the terrorists were detained Hamas spokesman Muhammad Hamada said Hamas neither confirmed not denied the Israeli report, but claimed the Palestinian “resistance” [terrorist attacks] would continue in the West Bank as long as the “occupation existed,” and they would seek to confront it in every way possible. He added Hamas’ presence in the West Bank had to be neither confirmed nor denied, and preparing a foundation for the “resistance” and the presence of operatives of Hamas’ military wing in the West Bank was part of the movement’s “resistance” project (al-Jazeera Mubasher website, September 20, 2022).
Israeli defense minister issues seizure warrants
  • Israeli Defense Minister Benny Gantz issued seizure warrants for 20 million shekels (about $5.8 million) which the PA transfers to 86 Palestinian terrorists. The PA deposits the funds in the bank accounts of security prisoners who were involved in terrorist attacks, released prisoners and the families of terrorists, who receive rewards for attacks carried out by their relatives. Among the terrorists are Rushdi Hamdan Abu Mukh, Walid Daqqa and Ibrahim Bayadseh, who killed IDF soldier Moshe Tamam in 1984 (Israel Hayom, September 19, 2022).
Palestinian security forces detain Hamas terrorist operative in Nablus
  • On September 19, 2022 in Nablus, Palestinian preventive security forces operating detained Musab Shtayyeh, 30 years old, a commander in Hamas military-terrorist wing and wanted by the IDF. Detained with him were Amid Tabila, also wanted by the IDF. Shtayyeh is a released prisoner who was detained three times and spent four years in Israeli jails. Wanted since June 2021, and IDF force raided the family’s house in the village of Salem, east of Nablus, several times before he was apprehended. He also survived several targeted killing attempts, the most recent on July 24, 2022, in which Muhammad al-Azizi and Abd al-Rahman Sabah (founders of the Lion Cubs network in Nablus) were killed (aljazeera.net, September 20, 2022; Safa, September 19 and 20, 2022).
  • Detaining Shtayyeh raised tensions in Nablus. The network calling itself the Lion Cubs warned the PA not to harm him or turn him over to Israel (Shehab, September 20, 2022). They also organized protests attended by dozens of armed Palestinians who chanted slogans condemning the PA’s security coordination with Israel. Palestinian security forces clashed with the demonstrators, and Fares Yayash, 53, was killed by PA security force fire. Talal Dweikat, spokesman for the Palestinian security forces, said that no Palestinian security forces were present when Yayash was killed and that “the circumstances of his death were unclear. He said they were waiting for the results of the autopsy (Wafa, November 20, 2022).
  • Hamas condemned the detention of Musab Shtayyeh and Amid Tabila, and demanded their release. Hamas called on the PA and its security forces to immediately stop their “unpatriotic policies” against “resistance” [terrorist] operatives and to stop providing Israel with security services at the expense of young Palestinians (Hamas website, September 20, 2022). PIJ spokesman Tareq Salami condemned the detentions and claimed national responsibility demanded the defense of the Palestinians and their “resistance” [terrorist activities], and the preservation of the path of confrontation with Israel and the settlers. He demanded the immediately release of all Palestinian detainees and that the policy of “detentions and persecution” be stopped (PIJ website, September 20, 2022). “The resistance [terrorist organizations] in Jenin” warned the PA not to harm Palestinian “fighters” in the West Bank. Operatives held a press conference where they threatened to abduct PA figures (Shehab, September 20, 2022).

Civilian activity in the port of Gaza
  • On September 13, 2022, the Palestinian organizations in the Gaza Strip held a civilian activity in the port of Gaza to demand their rights to “their natural resources,” primarily natural gas, and for the creation of a sea lane. The theme of the activity was “No waiving and no bargaining for rights and fundamental principles.” The event included a huge sign reading “Our gas is our right” hung at the port, and the laying of the corner stone for the sea lane. The sign threatened Israel, showing an Israeli gas rig through gun sight being attacked by rockets with terrorist UAVs the air above it. As part of the activity several boats, hung with Palestinian flags and signs with slogans about the Palestinians’ rights to their natural resources, sailed around. During the activity an Izz al-Din Qassam Brigades Shehab UAV circled in the sky (Palestine Online, September 13, 2022).
  • Suheil al-Hindi, a member of Hamas’ political bureau, gave a speech on behalf of the organizations in which he said the Palestinians would not waive their rights to their natural resources and gas, or to a sea lane linking the Gaza Strip to the rest of the world. He called on the international community to meet its responsibilities warning that silence in the face of Israel’s actions in Jerusalem, al-Aqsa mosque and the West Bank, the siege and the [so-called] “aggression” against the Gaza Strip, the theft of the Palestinians’ rights to gas and a sea lane would all lead to a regional “explosion.” He said the “resistance” [terrorist organizations] were prepared to cope with any aggression against the movement of boats and passengers through the sea lane, and warned Israel not to do anything that would obstruct the Palestinians’ freedom of movement. He also warned Israel not to continue “stealing” Palestinian gas and naval resources (Quds Press, September 13, 2022; the Chinese news agency Xinhua in Arabic, September 13, 2022). Apparently, Hamas has adopted the language of threats employed by Hezbollah leadership Hassan Nasrallah against the Israeli Karish oil rig.

The Hamas delegation visit to Russia
  • The Hamas delegation led by Isma’il Haniyeh ended its visit in Russia. While there they met with Russian government officials and with the president of the Republic of Tatarstan. On September 12, 2022, the delegation met with Kazem Jalali, the Iranian ambassador to Moscow (IRNA in Arabic, September 13, 2022). Isma’il Haniyeh, interviewed by the Arabic channel of Russia Today, said Iranian aid for the “resistance” [terrorist organizations] was unique because it was multidimensional and included military, financial and technical aid. He said Hamas was never ashamed to say Iran was at the spearhead of support for the “resistance.”

Hamas delegation visits Algeria
  • On September 18, 2022, a delegation of the Hamas leadership, headed by Khalil al-Haya, head of Hamas’ office of Arab and international relations, arrived in Algiers, the capital of Algeria. Hamas had been invited by the Algerian government to renew the dialogue for an internal Palestinian reconciliation. The visit was also intended to reinforce the connection between Hamas and Algeria and review developments in the Palestinian arena (Hamas website, September 18, 2022). In the meantime, a PA delegation is also expected to arrive, although it is unclear if the two delegations will meet.

Hamas renews relations with Syria
  • On September 15, 2022, Hamas issued an announcement with the headline “One nation against the occupation and aggression.” It condemned the repeated “Israeli aggression” against Syria, especially the recent attacks on the airports of Damascus and Aleppo, and noted that Hamas stood side by side with “its Syrian sister” to face Israel’s aggression. Reportedly, Hamas also voiced admiration for Syria, its leadership and people, for Syria’s standing side by side with the Palestinians. Hamas noted its own consistent position regarding the unity of Syria, its land and people, and its opposition to attacks against it. Hamas also noted its consistent strategy and effort to develop and strengthen its relations with its nation, its Arab-Islamic environment and with all those who support the Palestinian cause and “resistance” [desire to wipe Israel off the map]. Hamas stressed it continued fostering and developing firm relations with Syria as part of its decision to renew relations with “sister Syria” (Hamas website, September 15, 2022).
  • Hamas sources said the announcement had been issued following Hamas’ ongoing normalization of relations with Syria after years of estrangement and dealing with the barriers foreign elements had erected to the resolution of its disputes with Syria. The sources revealed that Hamas-Syrian leadership discussions began after Operation Guardian of the Walls in May 2021, sponsored by Hezbollah leader Hassan Nasrallah. The first stage was thawing the ice, and recently they had reached the stage of “building trust in preparation for renewing deeper, broader relations” (al-Akhbar, September 16, 2022).
Explosion in a post of the Izz al-Din Qassam Brigades, Hamas’ military-terrorist wing
  • On September 16, 2022, the social networks reported that seven Izz al-Din Qassam Brigades operatives had been admitted by the Indonesian Hospital in the northern Gaza Strip. They were wounded when a hand grenade exploded during training in the al-Jaabari post in the eastern part of Jabalia. According to the social networks, they were not seriously injured (SahemPress Facebook page, September 16, 2022; Twitter account of a Gazan calling himself Abu Hazifa bin Aliman, September 16, 2022).
Conference marking 17 years since the Israeli disengagement from the Gaza Strip and 29 years since the Oslo Accords
  • On September 14, 2022, the national Islamist organizations in the Gaza Strip held a conference whose theme was “By means of the resistance we will realize the dream and shatter the illusion.” It was held to mark the 17th anniversary of Israel’s disengagement from the Gaza Strip and the 29th anniversary of the signing of the Oslo Accords. Sheikh Nafez Azzam, a member of the PIJ’s political bureau, gave a speech in which he said the Palestinian “resistance” [terrorist organizations] had forced Israel to withdraw from the Gaza Strip and had broken its concept of security. He said the Palestinian people’s only options were jihad [terrorism], “resistance” [terrorism] and a firm stance. A speaker for the joint operations room of the Palestinian organizations gave a speech in which he said the Gaza Strip currently had a large army of fighters which advanced day by day towards the liberation of Palestine [the destruction of the State of Israel]. He said the joint operations room continued making preparations and planning for the “battle for liberation.” He also noted the right of the Palestinians to establish a secure sea lane to lift the [so-called] “siege” of the Gaza Strip (al-Ra’i news agency, September 14, 2022; PIJ website, September 14, 2022).

Hamas makes threats regarding the Temple Mount
  • On September 9, 2022, the Palestinian organizations in the Khan Yunis district in the southern Gaza Strip held a mass march in the district center in support of Jerusalem and al-Aqsa mosque. Muhammad Hamada, Hamas spokesman for Jerusalem affairs, gave a speech in which he claimed Israel continued its aggression against Jerusalem. He reiterated that the city of Jerusalem, whose heart was al-Aqsa mosque [sic], was the compass and focus of the conflict, and supporting and defending it were an obligation. He added that the Palestinians would not lay down their weapons, and believed the option of “resistance” [terrorist attacks] was the most effective in deterring Israel (Shehab, September 9, 2022).
  • Haroun Nasser al-Din, a member of Hamas’ political bureau and head of its ministry for Jerusalem affairs, said Hamas, through the mediating countries, had sent many strong messages to Israel about its ongoing violations of al-Aqsa mosque. He added that Hamas, along with friendly and negotiating countries, was monitoring the developments in al-Aqsa mosque “with concern” (al-Aqsa TV website, September 9, 2022).
