- This past week Palestinians carried out five terrorist attacks: a double vehicular ramming attack at the Nebi Musa and the Almog Junctions in the Jordan Valley, in which five IDF soldiers were wounded; a shooting attack near Kiryat Arba, in which one civilian was killed and three were wounded; a shooting attack near Bani Na’im, no Israeli casualties reported; a shooting attack in Hawwara (near Nablus), no Israeli casualties reported; and a stabbing attack near al-Funduq (east of Qalqilya), in which one civilian was injured. Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles on the roads in Judea and Samaria.
- In the meantime, the Israeli security forces continued counterterrorism activities in Judea and Samaria. Four operatives of the Lion’s Den terrorist network, including a commander, surrendered to the Palestinian Authority (PA) security forces. The Lion’s Den claimed they had surrendered of their own accord and that the network’s operations were unaffected.
- The Gaza Strip was relatively quiet. The funds from Qatar were distributed to 100,000 needy families. The Hamas administration monitoring committee allotted funds for the development of a reception hall for workers at the Beit Hanoun roadblock (the Palestinian side of the Erez Crossing) to facilitate the crossing of local residents.
- Senior Hamas figures met with a Taliban delegation from Afghanistan to discuss the possibility of increased cooperation.
- Mahmoud Abbas met with the Mufti of the PA and Jerusalem. PA Prime Minister Muhammad Shtayyeh conducted official visits in Indonesia and Singapore.
Double vehicular ramming attack
- On the afternoon of October 30, 2022, a Palestinian rammed his vehicle into a group of IDF soldier waiting at a bus stop near the Nebi Musa Junction (southwest of Jericho). From there he drove east 9 kilometers and attacked a group of soldiers waiting near the Almog Junction (south of Jericho). He was shot and killed by a policeman and civilian. Five soldiers were wounded (IDF spokesman’s Twitter account, October 30, 2022).

- The Palestinian media reported the hit-and-run driver was Barakat Musa Yunes Awda, 47 years old, married and father of three, from al-E’izariya, southeast of Jerusalem (Twitter account of photojournalist Hassan Aslih, October 30, 2022). According to Sami Abu Ghalia, head of Fatah in al-E’izariya, Awda worked as a driver and was a member of the village branch of Fatah. He was detained by Israel several times (al-Araby al-Jadeed, October 30, 2022). On October 31, 2022, a general strike was declared in al-E’izariya in mourning for his death (Wafa, October 31, 2022).

- The Palestinians praised the attack, calling it “the heroic action in Jericho.” Hamas claimed the “heroic combined attack” proved Israel should expect pain and suffering, and get used to seeing its soldiers lie bleeding on the ground. Hamas called on the Palestinian public to join the “worthy actions” against Israel and the settlers. The Palestinian Islamic Jihad (PIJ) claimed the attack had been carried out in response to the call to “turn up the flames of the intifada” (PIJ Telegram channel, October 30, 2022).
Shooting attack near Bani Na’im
- On October 29, 2022, an IDF force at the Bani Na’im Junction (east of Hebron) was attacked in a drive-by shooting. The force returned fire. No Israeli casualties were reported. A search was instituted for the shooter (IDF spokesman’s Twitter account, October 29, 2022).
Shooting attack near Kiryat Arba
- On October 29, 2022, a Palestinian carried out an attack out near Kiryat Arba, shooting at a father and son who had been shopping in a Palestinian store located between Kiryat Arba and Hebron. He shot at them as they returned to their vehicle. The father was mortally wounded and died; the son was wounded and survived. The terrorist also shot at the rescue service which arrived and critically wounded a volunteer medic. A member of the security forces shot and killed the terrorist. Three Israeli civilians were wounded.
- The terrorist was Muhammad Kamal al-Jaabari, 35 years old, a Hamas operative from Hebron. He was married and the father of two, and worked teaching Islam at a school in Hebron (Safa, October 30, 2022). His brother Wa’el was sentenced to prison after being convicted of killing two IDF soldiers during the second intifada. He was released in the Gilad Shalit prisoner exchange deal and expelled to the Gaza Strip. His brother Nabil was detained by the Israeli security forces after the attack near Kiryat Arba.

- News of the attack led to an outbreak of festivities in Hebron. Local residents shot fireworks and distributed pastries and candy to passersby in the streets while others broke into song and danced. Festive processions were also held in the Gaza Strip (Paldf Twitter account, October 29, 2022). Palestinian sources said the attack in Hebron symbolized the expansion of attacks from northern Samaria to the south, and claimed the attack would influence the results of the Israeli elections.

- The terrorist organizations in the Gaza Strip, headed by Hamas and the PIJ, rushed to praise “the heroic act of sacrifice in Kiryat Arba.” Hamas issued a mourning notice for Muhammad al-Jaabari (Paldf Twitter account, October 30, 2022). A symbolic funeral was held for him in the Gaza Strip near the house of his brother Ahmed, a senior Hamas terrorist who died in a targeted killing during Operation Pillar of Defense, and a mourning tent was erected (Telegram channel of journalist Hassan Aslih, October 30, 2022). Hamas spokesman Hazem Qassem said the attacks proved the “resistance” [Palestinian terrorism] could surprise Israel and strike a severe blow. He added that Hebron was a “reservoir of the uprising” (Hamas Telegram channel, October 29, 2022). The PIJ’s announcement noted the “unity of the arenas from north to south” (PIJ Telegram channel, October 29, 2022).

Shooting attack in Hawwara
- On the night of October 27, 2022, an IDF post at the Hawwara roadblock (south of Nablus) was attacked in a drive-by shooting. An IDF force identified the source of the gunfire and another vehicle driving in tandem with it, and shot at both; the drivers escaped into Nablus. There were apparently four terrorists involved. Two who were killed and two who escaped. A search revealed empty shell casings. The IDF forces began a search for the terrorists (IDF Twitter account, October 28, 2022).
- The ministry of health in Ramallah reported the deaths of Imad Abu Rashid, 47 years old, and Ramzi Sami Zabara, 35 years old. The ministry also reported that a third Palestinian had been wounded and his condition was stable. The two were from the Askar refugee camp and were operatives in the PA’s civil defense force. Abu Rashid was an officer (Wafa October 28, 2022). According to reports, Ramzi Zabara was the brother of prisoner Rami Zabara, who is serving a 20-year term. His brother Bashar Zabara was killed on January 11, 2004 (PA TV Facebook page, October 28, 2022). Both terrorists were given a military-style funeral by the PA.

- The Palestinian media related to their deaths as Israeli “executions.” Nabil Abu Rudeineh, spokesman for Mahmoud Abbas, reported they condemned the Israel’s “crime” at Hawwara and claimed Israel was responsible for the “explosion on the ground” and “killing Palestinians who were operatives in the PA security forces” (Wafa, October 28, 2022). He added that Israel had to “immediately stop exploiting Palestinian blood for its internal political needs.” PA Prime Minister Muhammad Shtayyeh called the government of Israel responsible for the “crime” and demanded the international community provide the Palestinians with protection (Muhammad Shtayyeh’s Facebook page, October 28, 2022).
- Hamas expressed condolences for the death of the two Palestinian security force operatives and called on all the operatives bearing arms “to copy their actions in defending the Palestinian people [sic]” (Hamas Telegram channel, October 27, 2022). Hezbollah’s combat information unit issued a video praising “the Palestinian resistance in Judea and Samaria” and showing Hezbollah operatives saluting the Palestinian flag (Telegram channel of Hezbollah’s combat information unit, October 27, 2022).
Stabbing attack in al-Funduq
- On October 25, 2022, a Palestinian went to the village of Funduq, stabbed an Israeli civilian who exited a store and fled. The Israeli called for help; IDF forces administered first aid at the site and evacuated him to a hospital. A number of hours later the stabber was detained and taken for interrogation (IDF spokesman Telegram channel, October 25, 2022). According to Palestinian sources, the terrorist was Yunes Jalal Hilan, 19, from the village of Haji east of Qalqilya, and a student at al-Najah University (Wafa, October 25, 2022; Paldf Twitter account, October 26, 2022).

Stabbing attack prevented at the Qalandiya Crossing
- On October 25, 2022, Israeli security forces operating at the Qalandiya Crossing identified a suspicious Palestinian carrying a bag and approaching on foot with the vehicles passing through the crossing. They told him to halt. As they approached him he tried to flee but was apprehended. He threw the bag on the ground and the security forces detained him. A knife was found in the bag. According to the initial interrogation, he was planning to carry out a stabbing attack. (Israel Police Force spokesman’s unit, October 25, 2022).

Significant Terrorist Attacks in Judea and Samaria since January 2020[1]
Lion’s Den terrorist operatives surrendered to the Palestinian security forces
- After the funerals held for the Lion’s Den terrorist network’s operatives in Nablus, a number of operatives contacted the governor of the Nablus district and the heads of the PA security forces in Nablus and offered to surrender to the security forces in return for a promise of protection and a pardon agreement [similar to the agreement reached with wanted al-Aqsa Martyrs’ Brigades (AAMB) operatives in 2007]. On the night of October 26, 2022, Mahmoud al-Bana, one of the Lion’s Den’s commanders, and operatives Muhammad Ayash, Mujahed Akouba and Imad Juara and al-Hafi surrendered. Taysir al-Kharraz and Muhammad al-Khammash, who were wounded a month ago while preparing an IED, are in PA custody (Ma’an, October 27, 2022).
- The Nablus Battalion reported that high-ranking operative Mahmoud al-Bana had turned himself in to the PA security forces, following a decision made by the AAMB’s headquarters. He surrendered himself in agreement with governor of the Nablus district and a number of security force commanders in order to preserve the lives of “a large number of our fighters.” According to the report, Israel also exerted pressure on the PA (al-Mayadeen TV, October 27, 2022). “Amer Muhammad,” a Lion’s Den operative, said that despite the blows suffered by the network in recent days, it had a “shadow leadership” which had evaded the PA security forces and which Israel had not managed to attack. He claimed the shadow leadership was currently directing the Lion’s Den’s activities and the actions of its fighters (al-Akhbar, Lebanon, October 29, 2022).
- The Lion’s Den network rushed to respond to the reports. It said in a statement that they had not asked any official or security entity to accept any one of their operatives, and an operative who surrendered did so of his own volition. It also claimed that the network’s situation was good (Lion’s Den Telegram channel, October 28, 2022). According to another statement from “knowledgeable sources,” the wanted operatives’ decision to surrender was their own choice and no one had pressured them. One of their motivations was that some of them needed medical treatment which they could not receive because they were always being pursued (al-Quds, October 27, 2022).
- Mahmoud al-Bana also stated on his Facebook page that he had made his decision independently and that other operatives who had fought with them had been wounded and died, and he himself and others had been wounded a number of times. Therefore, he claimed, after consultations with others participating in the “struggle,” it had been settled with the PA security forces that he and a number of other operatives would turn themselves in to protect themselves from Israel. In response to criticism, he appealed to those who were sitting at home with their families and children and who had weapons, wondering where they were when the network was fighting the “occupation” (Mahmoud al-Bana’s Facebook page, October 26, 2022).

March in support of the Lion’s Den network
- To prove that the network was still active even though some operatives had surrendered, Lion’s Den operatives appealed to residents of Nablus to stand firm and pray for the “resistance” [terrorist organizations] because it was “preparing something [for the settlers] that would heal the hearts [of the residents of Nablus]” (Lion’s Den Telegram channel, October 28, 2022). On October 28, 2022, a march was held in the center of Nablus attended by about 150 Palestinians to show solidarity with the Lion’s Den (al-Araby al-Jadeed, October 29, 2022). The Palestinian social networks reported that three wanted Palestinians had joined the march without wearing masks. They were Usama al-Tawil and Husam Islim, operatives of Hamas’ military-terrorist wing, and Muhammad Tabanja, a Popular Front for the Liberation of Palestine operative (Twitter account of Dr. Fayiz Abu Shamala, October 29, 2022; Twitter account of Ra’ed Abu Jarad, October 29, 2022). Muhammad Tabanja is a released prisoner (al-Araby al-Jadeed, October 1, 2022).

Counterterrorism Activities
- This past week the Israeli security forces continued intensive counterterrorism activities in Judea and Samaria, detaining Palestinians suspected of involvement in terrorist activities and confiscating large quantities of weapons. During the activity against the Lion’s Den network in Nablus on October 26, 2022, the forces raided a number of buildings and detained three wanted terrorists who belonged to the network and other Palestinians suspected of involvement in terrorist activities. Among those detained was a brother of Ibrahim al-Nabulsi. Another was a terrorist suspected of involvement in shooting at an Israeli civilian vehicle in Hawwara on September 19, 2022 (IDF Twitter account, October 26, 2022). Palestinians reported the detention of Iyad al-Nabulsi, Ibrahim al-Nabulsi’s brother; Yahya Mubarak, the uncle of Adhem Mubarak (“the Chechen”) (killed by the Israeli security forces along with Muhammad al-Dakheil and Ashraf al-Mabslat on February 8, 2022); Sayif al-Badawi, and Karim Yasser Qadous from the village of Araq Burin (Wafa, October 26, 2022). According to various sources, Yahya Mubarak was an officer in the Palestinian preventive forces, holding the rank of general (al-Bawaba, October 26, 2022; Twitter account of Abo Mohamed, October 26, 2022).
- Ibrahim al-Nabulsi’s mother, in response to the detention of her son, condemned the PA’s helplessness and inability to protect her son and the continuation of maintaining security coordination with Israel. She also strongly criticized Ibrahim Ramadan, the governor of the Nablus district, who spoke out against the mothers of the shaheeds (Shehab, October 26, 2022).

Palestinian casualties
- The AAMB issued a mourning notice for Mashal Zahi Baghdadi, 27 years old, a terrorist in the Nablus Battalion and the Lion’s Den network in Nablus (al-Aqsa Martyrs’ Brigades Telegram channel, October 25, 2022).

- Hamas said that Hamdi Sabih Ramzi Qayam, 30 years old, and Hamdi Muhammad Sabri Sharaf, 35 years old, had been killed by the Israeli security forces in Nablus (Hamas website, October 25, 2022). Also killed was Ali Khaled Omar Antar who, according to Palestinian reports, along with Hamdi Sharaf, identified Israeli forces entering the area and shouted to warn other Lion’s Den operatives; they were shot and killed (Palestine Online, October 29, 2022; Twitter account of Ramadan al-Akhras, October 25, 2022).
Rocket and mortar shell fire into Israel
- Since the ceasefire of August 8, 2022 which ended Operation Guardian of the Walls, no rocket or mortar shell hits have been identified in Israeli territory.

- On October 26, 2022, the distribution of the monthly funds from Qatar’s National Committee for the Reconstruction of Gaza to 100,000 needy families began. According to Mohammed al-Emadi, chairman of Qatar’s National Committee for the Reconstruction of Gaza, the payments will be made by the UN at 300 distribution centers in the Gaza Strip (National Committee website, October 25, 2022). Aziza al-Kahlout, spokesperson for the ministry of social development in the Gaza Strip, related to the criteria for receipt of funds, stating that families who had received more than 31 payments would be stricken from the list (alresala.net, October 25, 2022).

- On October 23, 2022, the ministry of labor in Gaza announced it would close registration for work in Israel and would deal only with those who had registered by then (ministry of labor in Gaza Facebook page, October 23, 2022). On October 26, 2022, at its weekly meeting, the government monitoring committee decided to allot funds to develop a reception hall for workers at the Beit Hanoun roadblock (the Palestinian side of the Erez Crossing) (al-Ra’i news agency, October 26, 2022). Ihab al-Ghassin, deputy minister of labor in Gaza, praised the decision and said would facilitate the passage of workers to and from the Gaza Strip and relieve crowding (ministry of labor in Gaza website, October 26, 2022).
Senior Hamas figures meet with representatives of the Taliban
- Senior Hamas figures led by Isma’il Haniyeh, head of Hamas’ political bureau, met with representatives of the Taliban, one of whom was the spokesman for the government in Afghanistan. They discussed increasing cooperation and the need for all Muslims to unite for the sake of Jerusalem, al-Aqsa mosque and the “liberation of Palestine.” The Afghan spokesman expressed esteem for Hamas and the “Palestinian resistance” [terrorist organizations], and said they stood shoulder-to-shoulder with the Palestinian side and their “resistance.” Haniyeh expressed his esteem for the Taliban’s position on the Palestinian cause, claiming that the “liberation of Afghanistan” gave hope to the Palestinian people for “their liberation from oppression and the occupation” (Hamas website, October 26, 2022).

Courses given by national security and the ministry of the interior in the Gaza Strip are named after shaheeds
- Graduation exercises were recently held for training courses given by the ministry of the interior and national security in the Gaza Strip. Two of them were named for Palestinians who carried out terrorist attacks in Judea and Samaria:
- On October 25, 2022, the general department of training in the ministry of the interior and national security held a ceremony to celebrate the graduation of the third class of 1,200 officers and office workers. Their course was named for Uday al-Tamimi, who carried out the shooting attacks at the Shuafat Crossing and near Ma’aleh Adumim. Lieutenant Colonel Nasser Muslah, deputy minister of the interior, gave a speech where he said they named the course for Uday al-Tamimi to stress the connection between the [Palestinian] security forces and the “resistance” [terrorist organizations] (ministry of the interior in Gaza website, October 25, 2022).

- On October 31, 2022, a ceremony was held in the ministry of the interior to celebrate the graduation of non-commissioned officers, squad commanders and officers. The courses were named for Ahmed ‘Abed[2] and Ahmed al-Awneh.[3] Nasser Muslah said they had named the courses for the shaheeds to stress the unity of their objectives and path (ministry of the interior in Gaza website, October 31, 2022; ministry of the interior in Gaza Facebook page, October 31, 2022).
The Izz al-Din Qassam Brigades, Hamas military-terrorist wing, announces the death of two operatives
- On October 27, 2022, the Izz al-Din Qassam Brigades, Hamas’ military-terrorist wing, reported the death of Muhammad Awda Yusuf al-Talbani, 32 years old, a military wing operative from the al-Maghazi refugee camp in the central Gaza Strip. He died of wounds incurred during an attack on his house during Operation Guardian of the Walls, in the same attack that killed his wife and son (Izz al-Din Qassam Brigades website, October 27, 2022). On October 29, 2022, the Izz al-Din Qassam Brigades reported the death of Shakr Ibrahim Khalil Dabour, 29 years old from Beit Hanoun, who died of wounds incurred while working in a “resistance” [weapons smuggling] tunnel (Izz al-Din Qassam Brigades website, October 29, 2022).

Mahmoud Abbas meets with the Mufti of the PA and Jerusalem
- On October 27, 2022, Mahmoud Abbas met in his office in Ramallah with Sheikh Muhammad Hussein, the Mufti of the PA and Jerusalem, who updated him on conditions in Jerusalem. Mahmoud Abbas said all possible aid had to be given to the residents of east Jerusalem to strengthen their stance in view of Israel’s activities to “Judaize” and change Jerusalem’s character. He also said he would raise the issue of Jerusalem at the Arab summit meeting which is supposed to be held in Algeria next month (Wafa. October 27, 2022).

Muhammad Shtayyeh visits Indonesia and Singapore
- On October 24, 2022, Muhammad Shtayyeh began a series of visits to countries in southeast Asia. In Indonesia he met with Indonesian President Joko Widodo and members of his administration, including the minister of defense (Muhammad Shtayyeh’s Facebook page, October 24, 2022). On October 27, 2022, he went to Singapore, where he met with President Halimah Yacob (Muhammad Shtayyeh’s Facebook page, October 27, 2022). Muhammad Shtayyeh claimed they had agreed to strengthen relations and to exchange academic delegations, and a delegation of businessmen from Singapore would visit the PA territories in the near future (Muhammad Shtayyeh’s Facebook page, October 28, 2022).

Muhammad Shtayyeh continues promoting the plan for economic disengagement from Israel
- On October 30, 2022, Muhammad Shtayyeh Mediterranean with Farid al-Hajj, vice president of the World Bank for the Middle East and North Africa. They discussed political and economic developments in the Palestinian arena. Muhammad Shtayyeh updated al-Hajj on projections being carried out by the Palestinian government, including the construction of solar energy stations, water and fuel reservoirs, and flour silos. He said the projects were part of the PA’s program for gradual economic disengagement from Israel (Wafa, October 30, 2022).

Hussein al-Sheikh meets with EU representatives
- Hussein al-Sheikh, general secretary of the PLO’s Executive Committee, met with Sven Kühn von Burgsdorff, EU representative in the West Bank and Gaza Strip. They discussed Israel’s “escalation,” recent developments on the ground and the need for a political horizon (Hussein al-Sheikh’s Twitter account, October 26, 2022).

Anti-Israeli propaganda and incitement in the PA education system
- The Palestinian social networks reported that Muhammad Awda and Khalil Abu Shrakh, two physics teachers who belong to the PA educational administration in southern Hebron, gave a test to their 10th grade students at the al-Zahariya boys’ school. Rocks, Molotov cocktails and other attacks
- In Judea, Samaria and east Jerusalem Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The more prominent events were the following:[4]
- October 31, 2022: Rocks were thrown at an Israeli vehicle south of the Karmi Tsur Junction (north of Hebron). No casualties were reported; the vehicle was damaged.
- October 30, 2022: Rocks were thrown at an Israeli vehicle between the Tapuah Junction and Ariel (northeast of Salfit). No casualties were reported; the vehicle was damaged.
- October 30, 2022: Rocks were thrown at an Israeli bus near Umm Safa (north of Ramallah). No casualties were reported; the bus was damaged.
- October 29, 2022: An IED was thrown in a drive-by attack targeting a guard post in Nabi Saleh (northwest of Ramallah). No casualties or damage were reported.
- October 29, 2022: Rocks were thrown at an Israeli vehicle near the Ma’aleh Amos Junction (southwest of Bethlehem). One person was injured.
- October 29, 2022: Rocks were thrown at an Israeli bus near Jinsafut (east of Qalqilya). The driver was injured by flying glass; the bus was damaged.
- October 28, 2022: Rocks were thrown in a drive-by attack targeting an Israel vehicle near Wadi Haramiya (northeast of Ramallah). No casualties were reported; the vehicle was damaged.
- October 28, 2022: Rocks were thrown at an Israeli bus southwest of Bethlehem. No casualties were reported; the bus was damaged.
- October 27, 2022: Rocks were thrown at an Israeli bus between the al-Khader Junction and Beitar Illit (west of Bethlehem). No casualties were reported; the vehicle was damaged.
- October 27, 2022: Rocks were thrown at an Israeli vehicle near Bayt Ummar (north of Hebron). No casualties were reported; the vehicle was damaged.
- October 27, 2022: Rocks were thrown at an Israeli bus between the Tapuah Junction and Aqraba (southeast of Nablus). No casualties were reported; the vehicle was damaged.
- October 27, 2022: Rocks were thrown at an Israeli bus in Uja (north of Jericho) No casualties were reported; the bus was damaged.
- October 26, 2022: Rocks were thrown at an Israeli vehicle between Yakir Junction and Revava (northwest of Salfit). A rock was thrown through the front windshield, injuring three passengers.
- October 26, 2022: Rocks were thrown at an Israeli vehicle near al-Luban al-Sharqia (south of Nablus). No casualties were reported; the vehicle was damaged.
- October 25, 2022: Rocks were thrown at an Israeli bus on the Gush Etzion-Hebron road (north of Hebron). No casualties were reported; the bus was damaged.
- October 25, 2022: Rocks were thrown at Israeli vehicles between Ariel and Tapuah (northeast of Salfit). Two civilians were injured and several vehicles were damaged.
- October 25, 2022: Rocks were thrown at Israeli vehicles between the Te’enim Crossing and Avnei Hefetz (southeast of Tulkarm). No casualties were reported; four vehicles were damaged.
