  • This past week Palestinians carried out two terrorist attacks: An Israeli bus was attacked with gunfire northeast of Ramallah and there was a stabbing attack in Hawwara, near Nablus, in which two Border Police fighters were wounded. Gunfire directed at the settlement of Karmei Tsur on December 6, 2022, is still under investigation. Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads in Judea and Samaria. The Israeli security forces continued counterterrorism activities in Judea and Samaria, detaining dozens of wanted terrorists and confiscating weapons. Five Palestinians were killed in exchanges of fire with Israeli security forces.
  • A rocket was fired at Israel from the Gaza Strip, falling in an open area in the western Negev. No casualties or damage were reported. In response the Israeli Air Force attacked Hamas terrorist targets in the Gaza Strip. Hamas’ military-terrorist wing shot at the planes. Hamas stressed it would not permit Israel to force a new “equation” on the Gaza Strip, and every Israeli attack would be responded to. This past week UNRWA reported that a tunnel had been discovered under one of its schools in Gaza, and sent Hamas a “strong protest.”
  • Senior Palestinian Authority (PA) figures continued their campaign to delegitimize the Israeli government currently being formed. Mahmoud Abbas called a Fatah meeting to focus on diplomatic and media activities against Israel. He also called on the EU not to cooperate with the new Israeli government. In the meantime, the PA is promoting its status in international bodies. Senior PA figures continue paying condolence calls on the families of Palestinians killed while carrying out terrorist attacks and in clashes with IDF forces.
  • The PA foreign minister, currently at a conference in The Hague, presented a document to the chief prosecutor of the International Criminal Court (ICC) describing “Israel’s crimes against Palestinian children.” Al-Jazeera TV appealed to the ICC to investigate and bring to trial those involved in the killing of Shireen Abu Akleh.
Stabbing attack in Hawwara
  • On December 2, 2022, a Palestinian terrorist armed with a knife tried to break into an Israel vehicle in Hawwara, south of Nablus. A man and his wife were in the vehicle at the time. When the Palestinian realized the door was locked he tried to smash the window with a rock. The driver, an IDF officer on leave, shot at the Palestinian and apparently wounded him. The terrorist, seeing a patrol of Border Police fighters, approached and stabbed two of them. The squad commander attacked the terrorist, who tried to take his weapon. The commander shot and killed him. Both the commander and a Border Police fighter were wounded (Israel Police Force Twitter account, December 2, 2022).
  • The PA’s news agency Wafa reported the Palestinian was Imad Mahdi Naif Muflah (also reported as Imad Adili), 23 years old, from the village of Usarin, southeast of Nablus (Wafa, December 2, 2022).
  • Imad Muflah was a released prisoner. At the age of 13 he was detained for the first time and was incarcerated for two years. According to reports, he customarily participated in clashes with Israeli security forces in the Bayta area and was wounded a number of times. His brother Samer was detained in 2020 and sentenced to three years in prison. There are dozens of posts on Imad Muflah’s Facebook page praising the “resistance” [anti-Israel terrorism]. There are also pictures of him reciting the al-Fatihah Qur’an Surah at the graves of Lion’s Den terrorist network operatives. His mother said that for years he had wanted to die as a shaheed, and since the death of his friend Jamal Dwikat[1] he never missed an opportunity to clash with IDF soldiers (Safa, December 4, 2022). The Fatah movement in Usarin issued a mourning notice for him, noting he belonged to its ranks.

  • Videos and pictures of his death were circulated on the Palestinian social media. Some of them were edited to show an innocent man “executed” by the Israelis. Mahmoud Abbas’ office issued an announcement stressing that “the cold-blooded execution” of Imad Muflah, “captured on camera,” was “a vile crime, one of the series of crimes carried out daily against the Palestinians” (Wafa, December 2, 2022). Mahmoud Abbas called Imad Muflah’s father to offer condolences and condemned the killing (Wafa, December 3, 2022). PA Prime Minister Muhammad Shtayyeh called for international intervention to “stop [Israel’s] aggression against the Palestinians,” and demanded that the ICC hasten bringing the “criminals” to trial (Wafa, Muhammad Shtayyeh’s Facebook page, December 2, 2022). Tor Wennesland, special UN envoy to the Middle East peace process, and Josep Borrell Fontelles, EU representative for foreign affairs, called for an investigation of the event. The call was praised by the PA (Hussein al-Sheikh’s Twitter account, December 2, 2022).
Israeli bus attacked by gunfire
  • On December 2, 2022, an Israeli bus was attacked by gunfire near Wadi Haramiya, northeast of Ramallah. No casualties were reported. The bus was damaged. IDF forces initiated a search for the shooters (IDF spokesman, December 2, 2022).

  • On the night of December 6, 2022, there were reports of gunfire targeting the settlement of Karnei Tsur, north of Hebron. Shell casings were found in a search conducted by IDF forces. No casualties or damage were reported (IDF spokesman’s Twitter account, December 6, 2022).
Significant Terrorist Attacks in Judea and Samaria since November 2020[2]

Significant Terrorist Attacks in Judea and Samaria since November 2020

Counterterrorism Activities
  • This past week the Israeli security forces continued intensive counterterrorism activities in Judea and Samaria, detaining Palestinians suspected of involvement in terrorist activities, including senior operatives, and confiscating large quantities of weapons (IDF spokesman’s Twitter account):
    • Before dawn on December 5, 2022, Yahya Bassem al-Sa’adi, a senior Palestinian Islamic Jihad (PIJ) terrorist operative, was detained in the Jenin refugee camp. The Palestinian media reported he was a released prisoner and son of Bassem al-Sa’adi, a senior PIJ operative who was detained on August 2022 in the Jenin refugee camp (Wafa, Filastin al-A’an, December 5, 2022).
    • On December 4, 2022, IDF forces at the Shuafat Crossing (northeast of Jerusalem) halted a vehicle for inspection. An M-16 assault rifle and ammunition magazine were found in the trunk. The driver, 21 years old and from the Shuafat refugee camp, was taken for interrogation.

  • On December 1, 2022, Israeli security forces operated in Wadi Burqin, near Jenin, to detain wanted Palestinian, among them Wissam Fayiz, a PIJ terrorist operative, who was in contact with the PIJ’s military-terrorist wing in the Gaza Strip. He was responsible for preparing the car bomb that exploded in Mevo Dotan. Three other terrorists were detained with him (Israel’s Kan 11 TV station, December 1, 2022). During the detention Palestinians shot at the forces, who responded with live fire, killing two PIJ terrorist operatives (see below). The forces also located and confiscated three M-16 assault rifles.

  • On December 2, 2022, Hamed Bassem Haraz, 22 years old, was detained in Nablus. A released prisoner, for the past several months he had been involved in shooting attacks targeting IDF forces in Nablus. A gun and military equipment were confiscated. During the detention Palestinians shot at the forces and threw IEDs. The forces responded with live fire. No Israeli casualties were reported.
  • On November 30, 2022, Israeli security forces operating in the village of Ya’bad, southwest of Jenin, detained Abd al-Ghani Harazallah, a local Hamas terrorist operative and released prisoner who was suspected of involvement in terrorist activities. During the detention the forces found an M-16 assault rifle and 50,000 shekels (about $14,600) suspected of being earmarked to fund terrorist activities. Palestinians shot at the forces and threw IEDs at them; the forces responded with live fire. In a rare occurrence, the Hamas military-terrorist wing claimed responsibility for shooting at the IDF forces (al-Aqsa, November 30, 2022).

  • On November 29, 2022, during an IDF activity to deliver orders to demolish buildings built illegally in the village of Mughayir, north of Ramallah, Palestinians threw rocks at the soldiers. They identified and shot at a Palestinian who threw a Molotov cocktail at them. An IDF soldier was wounded.
Palestinian fatalities
  • Five Palestinians were killed during security force activities this past week, some of them wanted operatives from terrorist organizations and networks.
Two Palestinians killed in Wadi Burqin
  • On December 11, 2022, IDF forces detained wanted Palestinians in Wadi Burqin, near Jenin. Two PIJ terrorist operatives were killed. The Jerusalem Brigades, the PIJ’s military-terrorist wing, issued a mourning notice for the deaths of field commander Muhammad Ayman al-Sa’adi (Abu al-Amin), 26 years old, a Jenin Battalion commander, and of senior commander Na’im Jamal Zubeidi, 27 years old (the Jerusalem Brigades’ Jenin Battalion Telegram channel, December 1, 2022). According to the notice, al-Sa’adi was one of the Jenin Battalion’s founders. Zubeidi was reportedly a released prisoner who was incarcerated for five years in Israeli prisons and released six months ago. He was an officer in the National Security apparatus and a cousin of Zakaria Zubeidi (aljazeera.net, December 1, 2022). PIJ leader Ziyad al-Nakhalah called the families and offered condolences (Jerusalem Brigades website, December 2, 2022).

Palestinian killed in the Dheisheh refugee camp
  • On December 5, 2022, Palestinians reported the death of Omar Yusuf Hassan Mana Farajeh, 22 years old, from the Dheisheh refugee camp, southwest of Bethlehem, during a clash with IDF forces (Wafa, December 5, 2022). The PFLP’s military-terrorist wing issued a mourning notice for him stating he was an operative in the organization and was always in the front line of the “confrontations” in the Dheisheh refugee camp, and was killed in an armed clash with IDF forces (PFLP website, December 5, 2022). He was reportedly a senior operative in the [so-called] Guardians of the Camp Battalions, a PFLP network in the Dheisheh refugee camp. In the past he was imprisoned in Israel for a year and a half (Facebook page of Muheisen Ranal, bethlahem.today Facebook page, December 5, 2022).

Palestinian killed in Mughayir

  • The ministry of health in Ramallah reported the death of Ra’ed Ghazi al-Nasan, 21 years old, from Mughayir, who died after having been shot by IDF forces (Wafa, November 29, 2022). A few minutes before he was shot he was documented in a video throwing rocks at IDF soldiers (QudsN Twitter account, December 3, 2022).
  • Al-Nasan was a second lieutenant in the Palestinian preventive security apparatus, a graduate of al-Istiqlal University (the Palestinian academy for security studies). His father Ghazi al-Nasan (Abu Iyad) was a lieutenant colonel in the Palestinian preventive security apparatus. In the past Ra’ed Ghazi al-Nasan was incarcerated in Israel. Two of his brothers are currently in Israeli prisons (Twitter account of Ahmed Jamal, Twitter account of “A prisoner is not a number,” December 29, 2022).
  • Interviews with relatives revealed that his grandfather Iyad al-Nasan was detained by Israel twice, once in 1969 and again in 1979. He was sentenced to life imprisonment and banished from the country as part of prisoner exchange deal in 1983. His father was incarcerated in Israel for almost nine years.
  • Fatah’s bureau of media information and culture issued a mourning notice for his death, stating he was a Fatah operative. The AAMB also issued a mourning notice for him stating he was one of its operatives (AAMB Panthers’ Telegram channel, November 29, 2022). A military funeral was held for him (Wafa, November 30, 2022). Muhammad Shtayyeh paid a condolence call to the family in Mughayir (Muhammad Shtayyeh’s Facebook page, November 30, 2022). Mahmoud Abbas called Ra’ed al-Nasan’s father and offered condolences (Wafa, November 30, 2022).

Rocket and mortar shell fire into Israel
  • On the evening of December 3, 2022, a rocket was fired at Israel from the Gaza Strip. It fell in an open area in the western Negev. Sirens were not sounded and no casualties were reported (Israeli media, December 3, 2022). It was the second rocket fired from the Gaza Strip since Operation Breaking Dawn in August 2022. No claim of responsibility was issued.
  • In response to the rocket fire, before dawn on December 4, 2022, Israeli Air Force aircraft attacked a number of Hamas terrorist targets in the southern Gaza Strip, including a military position, a facility for the manufacture of rockets and a terrorist tunnel (IDF spokesman’s Twitter account, December 4, 2022). The Palestinians reported an attack on the al-Qadisiya post of Hamas’ military-terrorist wing in the western part of Khan Yunis. Damage to the post was reported. An open area near the Gaza Strip’s destroyed airport in the eastern part of the Rafah district was also attacked (al-Araby al-Jadeed, al-Medan Center, Ma’an, December 4, 2022).

  •   According to Hamas’ military-terrorist wing, during the attack operatives fired anti-aircraft guns and launched surface-to-air missiles at the planes (Izz al-Din Qassam Brigades website, December 4, 2022). In response to the attacks on the aircraft the IDF attacked another Hamas military post (IDF spokesman’s Twitter account, December 4, 2022). According to reports, a post was attacked in the al-Amor neighborhood of the village of al-Fukhari in the eastern Khan Yunis district (Shams News Twitter account, Twitter account of Russia Today in Gaza, December 4, 2022). Hamas spokesman Hazem Qassem said the reaction of the Izz al-Din Qassam Brigades to Israeli “aggression” proved they would not allow the “equation” to be changed, and the “resistance” [terrorist organizations] would continue to defend Palestinians wherever they were (Hamas website, December 4, 2022).

  • An Egyptian source reported that contacts were being held between senior Egyptian General Intelligence officials and the Palestinian organizations to prevent an “escalation” (Dunia al-Watan, December 4, 2022). “Hamas sources” reported that during the contacts Hamas had emphasized it would not permit changes to be made in the “rules of confrontation,” and Israel would not be permitted to enforce new equations or determine when there would be an “escalation.” Hamas also warned that an attempt by the Israeli government to move the battle to the Gaza Strip because it could not cope with the “resistance” [terrorism] in Judea and Samaria would fail, as would the IDF’s effort to demonstrate its force before the formation of the new government (the Hezbollah-affiliated Lebanese newspaper al-Akhbar, December 5, 2022).
  • A Fatah-affiliated Tweeter using the name Ra’ed al-Karmi reported that a restraint force of Hamas’ security apparatus had detained a squad of PIJ operatives who tried to launch a rocket in response to Israel’s activities in Judea and Samaria (Twitter account of Ra’ed al-Karmi, December 1, 2022; Twitter account of @ALasfa1965, December 1, 2022). A Fatah-affiliated surfer using the name Abu Muhammad reported that according to eye witnesses there was unusual movement of the restraint force patrols along the Gaza Strip borders. He added that two weeks ago the restraint force issued identifying documents to owners of land near the border, instructed them to wear vests identifying themselves while working in the field and forbade them to plant tall trees (Twitter account of Abu Muhammad, December 1, 2022).
Hamas continues improving its rocket-launching capabilities
  • On the morning of December 1, 2022, Hamas test-fired three rockets towards the sea (Shehab, December 1, 2022). Ibrahim al-Madhoun,[3] a political commentator and Hamas operative who lives in Turkey, praised the Izz al-Din Qassam Brigades’ production and development teams. He said Hamas’ rocket launching capabilities were clearly advancing. Its rockets, he said, showed the Gaza Strip was making preparations, developing and planning so that Operation “Sword of Jerusalem” [the name Hamas gave to Operation Guardian of the Walls] would return, greater and stronger than what Israel thought or expected (Ibrahim al-Madhoun’s Twitter account, December 1, 2022).

The IDF and the ministry of defense have begun operations to evacuate the Karni Crossing
  • On December 4, 2022, the IDF and the ministry of defense began dismantling the Karni Crossing in the northern Gaza Strip. The Crossing will be replaced by the continuation of the ground barrier. For many years the Karni Crossing served as an entry point for goods into the Gaza Strip. In 2011 it was decided to halt its activity after a number of terrorist attacks were carried out nearby (IDF spokesman, December 4, 2022). Media in the Gaza Strip reported on the dismantling of the Crossing and published pictures of the operation (Dunia al-Watan, Shehab, December 4, 2022).

Tunnel discovered under UNRWA school
  • UNRWA reported it had recently identified a tunnel running under one of its schools in the Gaza Strip. The area was closed off and all measures necessary to ensure the safety of the school were taken, including permanently blocking the tunnel entrance. UNRWA complained to the relevant authorities, calling it a serious breach of the agency’s neutrality and a violation of international law. Moreover, claimed UNRWA, it exposed both children and agency workers to danger (UNRWA website, November 29, 2022). The UNRWA report did not reveal the school’s location, and a senior UNRWA official in the Gaza Strip refused to respond to questions about its location or relate to the issue (Amad, December 1, 2022). Hamas did not respond (France24 website, December 1, 2022).
  • It was not the first tunnel discovered under an UNRWA facility. On October 15, 2017, an UNRWA spokesman reported a tunnel under one of its schools in the Gaza Strip. The Facebook page of the Israeli Coordinator of Government Activities in the Territories in Arabic reported it had been found under the UNRWA boy’s middle school in Beit Hanoun in the northern Gaza Strip.[4] On June 9, 2022, an UNRWA spokesman reported that a section of a tunnel ran under two of its schools in the al-Maghazi refugee camp in the central Gaza Strip.[5] The terrorist organizations in the Gaza Strip, especially Hamas, customarily use civilian facilities for terrorist purposes, including those belonging to UNRWA, as was revealed in the past during IDF operations in the Gaza Strip.
Hamas logo for its 35th anniversary
  • Hamas published the logo designed for its 35th anniversary, which falls in December 14, 2022. Its slogan reads, “To Jerusalem…[we are] coming in a great flood,” and it contains a map of “Palestine” (from the Mediterranean Sea to the Jordan river and from Naqoura to Umm Rashrash [Eilat]) on the background of a kaffia. At the right is a rifle symbolizing violence as the “only option for liberation.” The Dome of the Rock is in the center, symbolizing Jerusalem, “the eternal capital” and objective of the “struggle” against Israel (Hamas website, December 5, 2022).

Palestinian achievements at the World Cup
  • The Palestinians were greatly satisfied with the support they received during the World Cup games inside and outside the stadium. For example, the Gazan political commentator Ahmed Abu Zuhri wrote an article for the Hamas-affiliated Shehab website claiming that Qatar revealed the status of “Palestine” in the hearts and souls of the Arab and Islamic masses, and also exposed the degree to which Israel was isolated and hated by the rest of the world. According to Abu Zuhri, the World Cup was “the greatest possible victory” for “Palestine” and its cause because the Arab and Islamic masses, along with free people all over the world, scored goals against Israel and made a number of achievements for “Palestine,” which had not been made before. Among the achievements were (Shehab, December 3, 2022):
  • The status of “Palestine” was raised and its presence was strengthened to the point where it became the most important and prominent issue in the activities and various aspects of the World Cup.
  • They struck a great blow to the path of normalization [of relations with Israel] and those who follow it, destroying [Israel’s] hopes and dreams of distorting facts and neutralizing the Palestinian cause, with the result that it would become a marginal issue for the Arab and Islamic masses.
  • The proved to Israel that it was ostracized, an invader in the Middle East and unwanted, forced it to disguise itself and destroyed its chances of exploiting the World Cup in any way.
  • They laid the foundation for a new path of support for the Palestinian cause because what happened was a turning point which would be continued politically and in the media.

Senior Palestinian figures continue campaigning to delegitimize the Israeli government
  • Senior Palestinian figures continue expressing concern over the formation of the new Israeli government and campaign to delegitimize it:
  • On December 4, 2022, at the start of the meeting of Fatah’s Revolutionary Council, whose theme was “Resistance to the occupation and settler colonization with every legitimate means,” Mahmoud Abbas said that in light of the absence of a political horizon the Palestinians had to focus on diplomatic, political and media activities in the international arena and to “struggle against the new fascist government of Israel.” He also said they would continue joining international organizations and work to receive full membership in the UN (Wafa, December 4, 2022).

  •  At a press conference held on November 30, 2022, after meeting with Egils Levits, the president of Latvia, Mahmoud Abbas called on the EU and its members not to have diplomatic relations with an Israeli government that did not recognize the two-state solution or signed agreements, and did not condemn violence and terrorism [sic]. He claimed that today there was no partner for peace in Israel who believed in the two-state solution based on international law. He called in the international community to condition its relations with Israel on the degree of its commitment to those principles, on halting all unilateral measures and on transferring the Palestinian tax funds it holds (Wafa, November 30, 2022).

Activity with International Criminal Court (ICC)
  • Palestinian foreign minister Riyad al-Maliki is currently attending the annual meeting of the ICC’s Assembly of States Parties meeting, which is being held in The Hague. On the first day of the meeting he gave the ICC’s chief prosecutor Karim Khan a document describing the “crimes” the PA alleges Israel carries out against Palestinian children.[6] He called on the ICC to complete its investigation and on the chief prosecutor to visit the Palestinian territories (PA foreign ministry Facebook page, December 5, 2022). Riyad al-Maliki gave a speech in which he claimed 2022 had been the bloodiest of the past 15 years. He alleged Israel committed “crimes” to establish its apartheid policies for the good of its settlements. As an example he gave the event in which Palestinian reporter Shireen Abu Akleh was killed (May 11, 2022), claiming Israel enjoyed immunity and that the perpetrators had not yet been tried (PA foreign ministry Facebook page, December 5, 2022). In the meantime, al-Jazeera TV appealed to the ICC to investigate the killing of Shireen Abu Akleh and bring those involved to trial. The request was lodged by a lawyer representing the TV station and accompanied by a “comprehensive file” they claimed had been composed over the past six months (Ma’an, December 6, 2022).
