- This past week Palestinian terrorists carried out three attacks: two shooting attacks without casualties (south of Nablus and south of Tulkarm) and one vehicular ramming attack in Hawwara (south of Nablus) in which an IDF soldier was injured. Israeli security forces continued counterterrorism activities, focusing on Nablus, Jenin and Hebron. A security force activity in the Balata refugee camp exposed a laboratory for the manufacture of IEDs and explosives. During the activity three Palestinians were killed in an exchange of fire with the forces.
- The Flag March held on Israel’s Jerusalem Day passed without exceptional incident. Palestinians launched a media campaign calling for Palestinian flags to be waved and hung on houses. The visit of Israeli minister of national security Itamar Ben-Gvir to the Temple Mount was widely condemned in the Palestinian, Arab and international media. Sources in the Palestinian Authority (PA) warned that such activity was liable to “ignite the Middle East.” At the weekly PA government meeting, Prime Minister Muhammad Shtayyeh rejected Israel’s sovereignty over the Temple Mount, claiming the Israeli narrative was false.
- The Gaza Strip has been relatively quiet since Operation Shield and Arrow ended on May 13, 2023. Efforts are being made in the Gaza Strip, including by Mohammed al-Emadi, chairman of Qatar’s National Committee for the Reconstruction of Gaza, currently visiting Gaza, to estimate the damage. The Palestinian Islamic Jihad (PIJ), which regards the operation as a Palestinian success story, held rallies in the Gaza Strip, Jenin, Lebanon and Syria to commemorate its shaheeds.
- Mahmoud Abbas attended an Arab League conference in Jeddah, Saudi Arabia, and called for Israel to be prosecuted for its “activities against the Palestinians.” The PA received $103 million from the World Bank and donor countries for investment in water and local authority management. Hamas’ Islamic Bloc won the student council elections in al-Najah University in Nablus for the first time since 2006.
Shooting attack near the Tapuah Junction
- On the evening of May 22, 2023, an Israeli vehicle was attacked with gunfire on the road between the Tapuah Junction and the Migdalim Junction (south of Nablus). Two bullet holes were found in the vehicle. No casualties were reported. IDF forces searched the area for the shooters (IDF spokesman’s Twitter account, May 22, 2023).

Vehicular ramming attack in Hawwara
- On the evening of May 21, 2023, in Hawwara, south of Nablus, a Palestinian aimed his vehicle at two IDF soldiers and hit one of them. The other soldier shot at the vehicle but it drove off in the direction of Nablus. IDF forces pursued the vehicle but it has not yet been located (IDF spokesman, May 21, 2023). Palestinian sources reported many roadblocks were erected and a large number of IDF forces deployed in the region (Ma’an, May 21, 2023). It was the fourth terrorist attack in the Hawwara area in the past months.

Shooting attack near the village of Irtah
- On the night of May 21, 2023, armed Palestinians shot at an IDF post near the village of Irtah (south of Tulkarm). An IDF force at the site identified the suspects, shot at them and hit their vehicle. A search of the area located several empty bullet casings (IDF spokesman’s Twitter account, May 21, 2023).

Israeli worshippers enter the Tomb of Joseph in Nablus
- On the night of May 16, 2023, Jewish worshippers entered the Tomb of Joseph in Nablus, secured by the IDF. Before they arrived Palestinians identified the IDF deployment and reported concentrations of Israeli forces at the entrances to Nablus. The soldiers’ presence was reported on the Palestinian social networks, and the Palestinian public was called on to go into the streets to confront the IDF forces (Ma’an, May 17, 2023).
- When the forces entered, securing the Israelis, Palestinians shot at them and threw IEDs, rocks and Molotov cocktails. The IDF forces returned fire (IDF spokesman’s Twitter account, May 16, 2023). Palestinian medical sources in Nablus reported six Palestinians had been wounded in clashes with IDF forces in Nablus and eighty Palestinians had inhaled teargas.

Counterterrorism Activities
- This past week the Israeli security forces continued intensive counterterrorism activities in Judea and Samaria, focusing on Nablus, Hebron and Jenin. They detained Palestinians suspected of involvement in terrorist activities and confiscated large quantities of weapons. Three Palestinians were killed in exchanges of fire with the security forces,
The Balata refugee camp in Nablus
- On the night of May 21, 2023, IDF forces operated in the Balata refugee camp in Nablus to locate weapons. During the activity a laboratory for the manufacture of weapons was exposed and destroyed. IEDs, tens of kilograms of explosives and weapons were found. Three Palestinians wanted for terrorist activities were detained. During the activity armed Palestinians shot at the IDF forces. The forces returned fire, killing three Palestinian shooters (Israeli media and the IDF spokesman’s Twitter account, May 22, 2023).

- The ministry of health in Ramallah reported three Palestinians killed and six wounded, one of them seriously (ministry of health in Ramallah Facebook page, May 22, 2023). The al-Aqsa Martyrs’ Brigades (AAMB) issued a mourning notice claiming the three as the Balata refugee camp operatives. A general strike was declared in Nablus (QudsN Twitter account, May 22, 2023).

- Senior figures PA, Hamas and PIJ figures condemned the killings:
- Nabil Abu Rudeineh, spokesman for Mahmoud Abbas, claimed the IDF activity in the Balata refugee camp was “a genuine slaughter,” the continuation of a “comprehensive war” against the Palestinians (Wafa, May 22, 2023).
- Hussein al-Sheikh, secretary of the PLO’s Executive Committee, condemned the government of Israel which, he claimed, allowed the IDF to commit “crimes” against the Palestinians every day, the most recent of which was the killing and “destruction” in Balata. He claimed the government of Israel had declared open war on the Palestinians through “killing, demolishing buildings, the settlements and desecrating the holy sites” (Dunia al-Watan, May 22, 2023).
- Hamas claimed the killing was a “despicable crime” but would not influence the Palestinian desire to react to Israel’s actions (Hamas Telegram channel, May 22, 2023). The PIJ praised the “resistance” fighters [terrorist operatives] and called for escalation, claiming the “resistance” [terrorist organizations] were prepared to avenge their deaths (PIJ Telegram channel, May 22, 2023).
Hebron
- On the night of May 21, 2023, Israeli security forces operated in Hebron, detaining a Palestinian wanted for suspicion of involvement in terrorist activities. Dozens of crates of fireworks were located and seized. As the forces left Hebron Palestinians threw rocks at them and they responded with riot control measures (IDF spokesman’s Twitter account, May 21, 2023).
- On the afternoon of May 20, 2023, IDF forces identified five Palestinians who tried to cross the security fence in the Hebron region. A security check revealed an M-16 assault rifle in the duffle bag of one Palestinian. The rifle was seized that the Palestinians were taken for interrogation (IDF spokesman’s Twitter account, May 20, 2023).
House of terrorist demolished in Ni’lin
- On the night of May 22, 2023, Israeli security forces entered Ni’lin (west of Ramallah) to demolish the house of Mu’ataz al-Khawaja, who carried out a shooting attack on a street in Tel Aviv on March 9, 2023, killing one Israeli civilian and wounding two others. During the activity Palestinians rioted against the forces, throwing an IED, shooting fireworks, burning tires and throwing rocks (IDF Twitter account, May 23, 2023). The Palestinians reported four people were seriously wounded by Israeli security force fire (Ma’an, May 23, 2023).

The Flag March in Jerusalem
- On the evening of May 18, 2023, the traditional Flag March was held to mark Israel’s Jerusalem Day. Thousands of marchers wove through the streets of west Jerusalem and the Old City of east Jerusalem. Despite the threats which preceded the march, it took place with relative quiet and no exceptional events. The Arab media covered the events, with al-Jazeera and al-Mayadeen TV beginning the day with live reporting from Jerusalem (al-Jazeera, May 18, 2023). The Palestinian media also followed the events, beginning in the early morning when Israeli visitors entered the Temple Mount compound. They posted videos documenting the visits, stressing the presence of Israeli politicians.

- Notices were published before the march, especially on the Palestinian social networks, calling on the Palestinian public to wave Palestinian flags. Palestinians issued threats to Israel, including threats to fire rockets, if the marchers “attacked” al-Aqsa mosque. In response to the threats, the Egyptian mediator reportedly attempted to calm the terrorist organizations in the Gaza Strip to prevent escalation (al-Akhbar, May 18, 2023). The Palestinian social networks also posted notices threatening that an attack on al-Aqsa mosque would “explode” the situation. PA Prime Minister Muhammad Shtayyeh posted a notice to his Facebook page claiming the Flag March did not give Israel any legal status in Jerusalem, and calling it a provocation aimed at changing the character of Jerusalem (Muhammad Shtayyeh’s Facebook page, May 18, 2023).

- On the same day the Palestinians held several activities. In Ramallah there was a “Palestinian flag march.” In the Silwan neighborhood of east Jerusalem and in many other locations in Judea and Samaria Palestinian flags were hung on buildings. A “Palestinian flag march” was also held in Gaza City, and in the eastern part of the city near the border security fence hundreds of Palestinians burned tires, waved Palestinian flags and confronted IDF forces. Reportedly, IDF forces shot teargas canisters at the demonstrators (Twitter account of photojournalist Hassan Aslih, May 18, 2023). Palestinian flags were also put on the Israel- Lebanon border (QudsN Twitter account, May 18, 2023).

Israel’s national security minister visits the Temple Mount
- On the morning of May 21, 2023, Itamar Ben-Gvir, Israel’s national security minister, visited the Temple Mount under heavy security guard (Israeli media, May 21, 2023). The visit was widely condemned, and warnings and threats were issued by representatives of the PA, Hamas and the PIJ, and there were condemnations from Saudi Arabia, Egypt, Jordan, Qatar, Turkey and the United States:
- Mahmoud al-Habash, Mahmoud Abbas’ advisor for religious affairs and Islamic relations and supreme judge of the Sharia courts of the PA, said the continual visits of “settlers,” especially Ben-Gvir, would ignite the Middle East, and the Israeli government would be responsible (Quds, May 21, 2023).
- Muhammad Hamada, Hamas spokesman for Jerusalem affairs, called Ben-Gvir’s visit “barbaric” and claimed al-Aqsa mosque was in “great danger” because of “the failing government of Israel and the arrogance of its extreme right ministers” (Safa, May 21, 2023).
- Ahmed al-Mudallal, a member of the PIJ’s Executive Committee, claimed the actions of the Israeli government in Jerusalem and al-Aqsa mosque were a “dangerous provocation” meant to enforce “Zionist” sovereignty (Quds Press, May 21, 2023).

- At the beginning of the weekly PA government meeting, PA Prime Minister Muhammad Shtayyeh claimed that neither the Flag March nor Israeli government meetings held in the tunnels of the Western Wall gave Israel any legitimacy for its “acts of aggression” against Jerusalem and the holy sites. He added that Israeli sovereignty over Jerusalem was baseless, its narrative was false and not based on history, [archaeological] ruins, or objective scientific arguments. He claimed Israel’s [alleged] ongoing aggression against Jerusalem, the Islamic holy sites and al-Aqsa mosque, and the Israeli government meeting in the tunnels of the Western Wall were deliberate and methodological, and objections had to be made locally, in the Arab world, and internationally (Wafa, May 22, 2023). He appointed Palestinian foreign minister Riyad al-Maliki to monitor “the dangers to al-Aqsa mosque” from the tunnels Israel dug under its foundations, and to appeal to UNESCO for a commission to be sent and for the necessary steps to be taken to “protect al-Aqsa mosque from collapse” (Wafa, May 22, 2023).

Rebuilding the Gaza Strip
- Jawad al-Agha, deputy minister of public works and housing in the Gaza Strip, held a press conference where he said the damages [incurred during Operation Shield and Arrow] were estimated at $10 million. However, he said, mapping the damages would be completed in three weeks, at which time he expected the sum to be much higher. He claimed 103 dwelling units had been completely destroyed and more than 2,800 had been partially damaged, 140 of which were unfit for human habitation, and more than 200 families (more than 1,000 people) were homeless[2] (al-Ra’i, May 16, 2023). The ministry of education in Gaza reported that 23 schools and 21 kindergartens had been damaged (al-Ra’i, May 18, 2023).

The PIJ compensates Palestinians harmed by Operation Shield and Arrow
- Given the estimates, the PIJ said it would distribute $10,000 to the owners of houses damaged during the fighting. In the meantime, $5,000 would be distributed to families of shaheeds from all the organizations. According to PIJ spokesmen, it was the least they could offer residents who “stood firm” (Dunia al-Watan, May 14, 2023).
- A “knowledgeable source” in the PIJ reported that as soon as the operation began the organization appointed ad hoc committees to provide $5,000 for every dwelling completely destroyed. According to the source, as soon as mapping the severely damaged buildings has been completed, financial reparations will be made. The source added that the PIJ had also given $5,000 to the family of every Gazan killed as well as a sum of money to everyone wounded according to the degree of injury (palsawa, May 17, 2023).
Mohammed al-Emadi visits the Gaza Strip
- On May 19, 2023, Mohammed al-Emadi, chairman of Qatar’s National Committee for the Reconstruction of Gaza, entered the Gaza Strip through the Erez Crossing (Ma’an, May 19, 2023). He met with Thomas White, the UNRWA director in the Gaza Strip. They discussed Gaza’s humanitarian situation and al-Emadi said Qatar would continue its efforts for calm and would provide the Palestinians with a variety of aid. He thanked White for UNRWA’s efforts to help the residents of the Gaza Strip and its contribution to ameliorating the humanitarian situation. White thanked Qatar for its support and continuing aid for UNRWA, especially given the agency’s financial difficulties (Qatar’s National Committee Facebook page, May 22, 2023).
- While in the Gaza Strip al-Emadi also met with Tor Wennesland, special UN envoy to the Middle East peace process. They discussed cooperating to prevent the situation from deteriorating further, ways to preserve regional calm and mechanisms to end provocations which could have a negative effect on the Middle East (Qatar’s National Committee Facebook page, May 22, 2023).

The PIJ summarizes Operation Shield and Arrow
- The PIJ held several activities to summarize Operation Shield and Arrow and commemorate its operatives who were killed.[3] During the events senior figures in the organization stressed the [Palestinian] “victory and achievements” of the operation.
- On May 17, 2023, a “condolence meeting” was held in Beirut. Ziyad al-Nakhalah, PIJ secretary general, gave a speech in which he said the ceasefire agreement achieved at the end of the operation was “unprecedented” because the Palestinians had formulated it “word by word.”
- He added that the fighting had been waged militarily and politically, and both had been carried out well, “forcing Israel to accept a strong [ceasefire] agreement” (Dunia al-Watan, May 17, 2023). A video of his speech was issued, in which he claimed the PIJ had given Israel an ultimatum regarding the wording of the ceasefire agreement, according to which the organization would leave the negotiations if Israel did not accept the PIJ’s conditions (al-Manar, May 17, 2023).

- Saleh al-‘Arouri, deputy head of Hamas’ political bureau, who was present at the meeting, said the PIJ’s military operatives had borne the weight of the battle, fought bravely and made it clear to Israel that the blood of the Palestinian people was “not cheap.” He also said that despite the fact that “resistance” commanders and founders had been killed, the movement had not been weakened or regressed, but had only become stronger, claiming Hamas and the organizations in the field were “brothers.” Regarding Tareq Izz al-Din [one of the three PIJ commanders killed in the initial strike of Operation Shield and Arrow], he said they had been friendly when they were in jail together and also after they had been released [Dunia al-Watan, May 17, 2023).
- On May 19, 2023, memorial rallies were held in al-Katiba Square in Gaza City, Jenin, Lebanon and Syria. Reportedly, at the rally in Gaza thousands of participants waved PIJ flags and pictures of the organization’s leaders and operatives who had been killed. Salah al-Bardawil, a member of the Hamas’ political bureau, gave a speech in which he claimed the PIJ’s military wing had determined a “deterrent equation” against Israel. He claimed the alleged “equation” had been one of the achievements of Operation Guardian of the Walls [May 2021], during which the “Palestinian resistance” had “taught Israel a lesson” (Shehab website, May 19, 2023).

Terrorist tunnel in the southern Gaza Strip
- The Hamas-affiliated website Safa published documentation of operatives from the National Resistance Brigades, the military-terrorist wing of the Democratic Front for the Liberation of Palestine (DFLP), in a terrorist tunnel in the southern Gaza Strip. According to the website, they continue making preparations [for the next round of fighting] (Safa, May 19, 2023).

Mahmoud Abbas attends an Arab League conference in Jeddah
- On May 10, 2023, Mahmoud Abbas, heading a delegation of the PA leadership, arrived in Jeddah, Saudi Arabia, to attend an Arab League conference (Wafa, May 18, 2023). Attention was focused on Syrian President Bashar Assad, who was present for the first time since Syria had been expelled from the Arab League in 2011 because of the Syrian Civil War. The guest of honor, who was also a focus of attention, was Ukrainian President Volodymyr Zelenskyy.
- Most of the people who gave speeches related to the Palestinian issue. Mohammed bin Salman al-Saud, the Saudi Arabian crown prince, who hosted the meeting, said the Palestinian issue was fundamental for Arabs and Muslims, and Saudi Arabia supported the Palestinians and the establishment of an independent Palestinian state with the 1967 borders (al-Quds al-Arabi, May 19, 2023).
- Mahmoud Abbas gave a speech accusing Israel of violating agreements and UN resolutions, and called for its prosecution. He also called on the West to appeal to the International Court of Justice regarding the legality of Israel’s control of the Palestinian territories and its [alleged] “apartheid.” He declared the PA would continue its “struggle” against “oppression and the desecration of the holy sites” (Wafa, May 19, 2023).
- In its summary announcement, the Arab League stated that it strongly condemned the “violations and attacks on Palestinian lives and property.” It also stressed the importance of increasing efforts to reach a comprehensive solution and creating genuine hope for peace. In addition, the Arab League called for east Jerusalem and the holy sites to be protected from Israel’s attempts to change Jerusalem’s “historical demography and identity” (Ma’an, May 19, 2023).

Muhammad Shtayyeh meets with foreigners to vilify Israel
- PA Prime Minister Muhammad Shtayyeh met with an American delegation (of uncertain composition). He said the international community, and even the United States, called for the two-state solution, but Israel did not want the solution and systematically acted to destroy it. He called on the American administration to exert pressure on Israel and ensure Palestinian elections would be held in east Jerusalem. He also held a meeting with a delegation from the German parliament, where he verbally attacked Israel and called on Germany to take an active part in solving the Palestinian issue and recognize a Palestinian state (Wafa, May 16, 2023).

Help for the PA’s water sector and local authorities
- On May 17, 2023, three agreements were signed in Muhammad Shtayyeh’s presence for financial support for the PA. The agreements total $103 million and come from the World Bank and donor states. The first agreement, for $51 million, is for the PA’s water sector, for the development of a water and sewage system for Jenin, maintenance of the sewage purification plant in Hebron and other projects. The second and third agreements, totaling $52 million, are for the ministry of local authorities, the fund for development and loans for the municipalities, for which Germany will donate $30 million and the World Bank $22 million (Muhammad Shtayyeh’s Facebook page, May 17, 2023).

Student council elections in al-Najah University
- In the student council elections held in al-Najah University in Nablus for the 2022-2023 academic year, the Islamic Bloc, Hamas’ student faction, won a close victory of 40 of the 81 seats. The Shabiba, Fatah’s student faction, won 38 seats, and the Popular Front for the Liberation of Palestine’s faction won three seats. The DFLP faction did not receive a sufficient number of votes for a seat. Votes were cast by about 70%, or 15,480, of the 22,169 eligible students. It was the first election held in the university since 2017 and the first victory for the Islamic Bloc 2006 (Safa and the al-Najah University website, May 16, 2023). Until now most of the student councils in the universities in Judea and Samaria have been controlled by the Fatah faction.
- The Shabiba congratulated the Islamic Bloc on its victory, stressing its willingness to sit on a united student council (al-Awda, the Telegram channel of Fatah’s media information and cultural commission, May 16, 2023).

- Hamas congratulated the Islamic Bloc on its victory with a media announcement. Senior Hamas figures also expressed satisfaction with the Islamic Bloc’s win:
- Senior Hamas figure and chairman of the Palestinian Legislative Council Aziz Dweik said the election results were a reflection of the will of the Palestinians, and the events at the university were a celebration of democracy, in which the students expressed their support for the principles for which they live and die as martyrs for the sake of Allah. He said the time had come for people to be given the opportunity to express their opinions far from the politics of fear (Shehab Twitter account, May 16, 2023).
- Husam Badran, a member of Hamas’ political bureau, said the Islamic Bloc’s victory was a reward for their adherence to the “resistance” and the Palestinians’ fundamental principles (Shehab, May 16, 2023).
Rocks, Molotov cocktails and other attacks
- In Judea, Samaria and east Jerusalem Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The more prominent events were the following:[4]
- May 22, 2023: Rocks were thrown at an Israeli vehicle near Luban al-Sharqiya (northeast of Ramallah). No casualties were reported; the vehicle was damaged.
- May 21, 2023: Rocks were thrown at an Israeli bus near Turmus Aya (northeast of Ramallah). No casualties or damage were reported.
- May 20, 2023: Rocks were thrown at an Israeli bus near Hawwara (south of Nablus). No casualties or damage were reported. On May 18 and 16, 2023, as well, rocks were thrown at Israeli vehicles. No casualties were reported; vehicles were damaged.

- May 18, 2023: Rocks were thrown at an Israeli vehicle near Rantis (northwest of Ramallah). No casualties were reported; the vehicle was damaged.
- May 18, 2023: Rocks were thrown at an Israeli vehicle between the settlements of Einav and Avnei Hefetz (southeast of Tulkarm). No casualties were reported; the vehicle was damaged.
- May 18, 2023: Rocks were thrown at an Israeli vehicle near Beit Horon (southwest of Ramallah). No casualties were reported; the vehicle was damaged.
- May 18, 2023: Rocks were thrown at an Israeli vehicle near Bethlehem’s southeast junction. No casualties or damage were reported.
- May 18, 2023: Rocks were thrown at an Israeli vehicle near Hizma (north of Jerusalem). No casualties or damage were reported.
- May 18, 2023: Rocks and a Molotov cocktail were thrown at an Israeli bus near the Paduel interchange (northwest of Ramallah). No casualties or damage were reported.
- May 18, 2023: Rocks were thrown at an Israeli bus near Teqoa (southeast of Bethlehem). No casualties or damage were reported.
- May 17, 2023: Rocks were thrown at an Israeli vehicle near Ayn Bubin (northwest of Ramallah). One passenger was injured and the vehicle was damaged.
- May 17, 2023: Rocks were thrown at an Israeli vehicle near the Yitzhar Junction (south of Nablus). No casualties were reported; the vehicle was damaged.
- May 16, 2023: Rocks were thrown at an Israeli bus near the settlement of Rimonim (northwest of Jericho). No casualties were reported; the bus was damaged.
- May 16, 2023: Rocks were thrown at an Israeli vehicle near the al-Aroub refugee camp (north of Hebron). No casualties were reported; the vehicle was damaged.
- May 16, 2023: Rocks were thrown at an Israeli vehicle near Bayt Ummar (north of Hebron). No casualties or damage were reported.
- May 16, 2023: Rocks were thrown at an Israeli vehicle near al-Khader (west of Bethlehem) No casualties or damage were reported.
