  • This past week Palestinian terrorists carried out four attacks in Judea and Samaria: a shooting attack targeting an IDF post in Hawwara (south of Nablus) in which two soldiers were seriously wounded, and three shooting attacks without casualties, in Avnei Hefetz, (south east to Tulkarm), near the village of Ya’bad (southwest of Jenin) and at the Adam Junction (north of Jerusalem). The attackers were not apprehended. Israeli security forces continued their counterterrorism activities, detaining terrorist operatives and seizing weapons. Their activities focused on the Tulkarm region, where the commander of the Tulkarm Battalion was killed, and on the Aqabat Jabr refugee camp (near Jericho).
  • The Gaza Strip remained relatively calm. IDF forces intercepted a Hamas UAV flying over the Gaza Strip. Hamas leader Khalil al-Haya said in an interview that the battle against Israel was reaching its final confrontation, and that Israel’s weaknesses were being revealed day after day. According to reports, Iran is distributing Ramadan aid in the Gaza Strip.
  • Palestinian Authority (PA) Prime Minister Muhammad Shtayyeh continued meeting with foreign diplomats to gain support for the Palestinian issue. The repeal of the Disengagement Law[1] was met with Palestinian condemnations and concern of the expansion of the settlements.
  • In preparation for Land Day[2] on March 30, calls were issued to Palestinians to join mass protest activities to be held near the settlements and IDF roadblocks, and to boycott products made in Israel throughout the month of Ramadan. In the Gaza Strip, terrorist operatives are planning to erect return camps near the border in the eastern Gaza Strip.
Shooting attack at Avnei Hefetz
  • On the morning of March 26, 2023, residents of Avnei Hefetz (southeast of Tulkarm) reported hearing gunfire. Israeli security forces found bullet holes in an external wall of one of the houses. No casualties were reported (Israeli media, March 26, 2023).

  •   On the evening of March 25, 2023, shots were fired at an IDF post in Hawwara in a drive-by shooting. Two soldiers were seriously wounded. According to IDF sources, an automatic weapon was used. The vehicle used in the attack drove away before the soldiers could return fire. Israeli security forces initiated a search for the shooter and closed the southern entrance to Nablus. In IDF assessment the shooter escaped to the nearby village of Bayta (Israeli media, March 25, 2023). It was the third shooting attack in Hawwara in less than a month.

  • The Abu Ali Mustafa Brigades, the military-terrorist wing of the Popular Front for the Liberation of Palestine (PFLP), issued an exceptional claim of responsibility for the attack. It said that the fighters of the “resistance” [anti-Israeli terrorism] struck a “Zionist force” on the main street of Hawwara, south of Nablus. The claim called on all Palestinians of the “resistance front” to stand shoulder to shoulder to wage a comprehensive confrontation (Abu Ali Mustafa Brigades Telegram channel, March 25, 2023).
  • Maher Muzher, a member of the PFLP’s Central Council, claimed the attack proved the Palestinians were closer to “victory and liberation.” He said the activities [attacks] were stopping the “Zionist criminals” who wanted to kill Palestinians and claim there was no Palestinian people. He urged all arms-bearing Palestinians to confront the “enemy and settlers,” claiming it was the only way to end the “Zionist maltreatment” of the Palestinians (PFLP website, March 25, 2023). Marwan Abu al-Nasr, a member of the PFLP’s Central Committee, said the Abu Ali Mustafa Brigades’ claim of responsibility was meant to send the message that “the Zionist occupation” understood only the language of “resistance,” and the attack in Hawwara was a Ramadan present for the Palestinians (Abu Ali Mustafa Brigades Telegram channel, March 25, 2023).
  • Hamas spokesman Hazem Qassem claimed “resistance’s” third strike on the IDF in Hawwara inside a month proved the inability of Israel, its army and its security forces to deal with the “resistance” in Judea and Samaria. He added that the “resistance” in Judea and Samaria could keep surprising “the occupation,” which would no enjoy security as long as it carried out targeted killings, attacked the holy sites and continued the “occupation and settlements” (Hamas website, March 25, 2023). Hamas spokesman Abd al-Latif al-Qanua said the attack was part of the ongoing response to Israel’s crimes, the most recent of which was the killing of Amir Abu Khadija, commander of the Tulkarm Battalion. He claimed the attack proved the “resistance” continued and its attacks would escalate (Hamas website, March 25, 2023).
  • Palestinian Islamic Jihad (PIJ) spokesman Tareq Salami claimed the “resistance” had again proved it ability to surprise the enemy and humiliate its army by shooting at its soldiers and settlers. He claimed the new activity was part of the price Israel would pay for killing “resistance” commanders and operatives, the “invasion” of the holy sites and “aggression” against the Palestinians and their land (PIJ website, March 25, 2023).

Counterterrorism Activities
  • This past week the Israeli security forces continued intensive counterterrorism activities in Judea and Samaria, detaining Palestinians suspected of involvement in terrorism and confiscating large quantities of weapons:
Tulkarm
  • On the morning of March 23, 2023, Israeli security forces entered the village of Shufa (southeast of Tulkarm) to detain Amir Abu Khadija, commander of the Tulkarm Battalion of the al-Aqsa Martyrs’ Brigades (AAMB), who was recently involved in several local shooting attacks. The forces surrounded the house where he was hiding, and when they entered he shot at them. They returned fire, killing him. A terrorist operative who was with Abu Khadija surrendered and was taken for interrogation. An M-16 assault rifle and other weapons were found in the house (Israeli media, March 23, 2023).

  • The ministry of health in Ramallah reported the death of Amir Imad Abu Khadija, 25 years old (ministry of health in Ramallah Facebook page, March 23, 2023). He was born in Tulkarm went to the local elementary and high schools, and got a degree in sports from the Palestine Technical University (Khadourie) in Tulkarm. After graduation he joined the PA presidential guard. He resigned and worked as a truck driver for a factory that made building stones. Three years ago he was detained and incarcerated in Israel for a year. Several months ago he became a wanted terrorist after he joined the ranks of the “resistance” in Tulkarm. At a press conference on February 22, 2023, he read the declaration of the founding of the Tulkarm Battalion (aljazeera.net, March 23, 2023).
  • The Tulkarm Battalion – Rapid Response of the AAMB issued a mourning notice for him stating he was one of its founders and commanders (Tulkarm Battalion – Rapid Response Telegram channel, March 23, 2023).   • Hamas claimed that killing “resistance” operatives would not stop them (Hamas website, March 23, 2023). The PIJ said in a statement that the blood of the “resistance” fighters would only increase the “fire of uprising spreading to every arena, regardless of the number of shaheeds” (PIJ website, March 23, 2023). Ahmed al-Mudallal, a member of the PLO’s Executive Committee, said Israeli leaders’ recent statements about “resistance” activities during Ramadan had led them to develop a phobia of Ramadan and with the “cowardly killing” of a “resistance fighter” who was a Tulkarm Battalion commander, Israel had “lit the fuse to an explosion and was playing with fire [sic], and would turn the month of Ramadan into a curse” (Paltoday, March 23, 2023).
The Aqabat Jabr refugee camp
  •   On March 27, 2023, the Israeli security forces operated in the Aqabat Jabr refugee camp (southwest of Jericho) and detained Wa’el Abd al-Hafez Awidat al-Mukaiti, 50 years old, from the camp. He was suspected of helping to conceal the terrorist squad that carried out the shooting attack at the Almog Junction on January 28, 2023, and of encouraging others to carry out attacks. During the activity the forces surrounded his house, hailed him, telling him to leave, and fired their weapons until he emerged from the house and surrendered. He was taken for interrogation. Dozens of local residents rioted, throwing rocks at the soldiers (Israeli media, March 27, 2023). The director of the Jericho hospital reported that five Palestinians had been wounded in the riot (al-Hayat al-Jadeeda, March 27, 2023). Awidat is a Hamas-affiliated former prisoner and the father of two terrorist operatives who were killed on February 6, 2023.

Palestinian killed in Nablus
  • On March 28, 2023, medical sources reported the death of Amir Muhammad Ghalb Loulah, 23 years old, form the village of Zawata (west of Nablus). He died after having been wounded during an Israeli security force activity in Nablus on February 22, 2023 (Safa, March 28, 2023).
  • According to his Facebook page, he was a taxi driver. Two posts on his Facebook page indicate he supported the PFLP or was one of its operatives. On October 17, 2018, he posted a commemoration of the anniversary of the assassination of Israel Tourism Minister Rehavam Ze’evi (murdered by a PFLP terrorist operative), and on January 11, 2019, he updated his profile picture with a PFLP flag. The PA gave him a full military funeral (Ma’an, March 28, 2023).

Mapping the house of a terrorist operative
  • Before dawn on March 22, 2023, Israeli security forces operated in the Askar refugee camp in the eastern part of Nablus to map the house of Abd al-Fatah Kharousha, who carried out the shooting attack in Hawwara on February 26, 2023, killing two Israeli brothers. The house was mapped in preparation for demolition in accordance with Israel security procedure. During the activity armed Palestinians attacked the forces with gunfire and IEDs. The forces returned fire (IDF spokesman, March 22, 2023). The Lion’s Den network claimed responsibility for shooting at the soldiers and throwing locally-manufactured IEDs (QudsN Twitter account, March 22, 2023).

  •  According to the Palestinian media, on March 24, 2023, the first Friday of Ramadan, about 100,000 Muslim worshippers congregated on the Temple Mount (Wafa, March 24, 2023). According to reports from the Israeli police force, the total number was about 50,000. The prayers were held in relative calm, but afterwards several hundred Palestinians organized a march through the Temple Mount compound, chanting praise for Muhammed Deif, the commander of Hamas’ military-terrorist wing, the “resistance” in the Gaza Strip, Jenin and Nablus, the Lion’s Den and the Tulkarm Battalion, and swearing oaths to protect al-Aqsa mosque. According to the Palestinian media, Israeli security forces on the Temple Mount removed Palestinian flags and posters, including one bearing the Lion’s Den’s logo (QudsN Twitter account, March 24, 2023). The gathering of young Palestinians at the Damascus Gate in the evening, an event held every Ramadan, passed without particular incident.

  • On the night of March 25, 2023, after the Ramadan prayers, several hundred Palestinians barricaded themselves on the Temple Mount, contrary to a previous agreement with the waqf. According to the police, information had been received that Palestinians in the Temple Mount compound were planning to riot in the morning in preparation for visits to the site. After most of the Palestinians disobeyed the police and refused to leave, the police were forced to enter the Temple Mount to remove them (Israeli media, March 26, 2023).
  • Their removal prompted angry reactions. Nabil Abu Rudeineh, spokesman for Mahmoud Abbas, and Sheikh Akrama Sabri, chairman of the Supreme Islamic Council, called it an “Israeli provocation” and affront to the sensibilities of Muslim worshippers during Ramadan (Wafa, March 26, 2023). Muhammad Hamada, Hamas spokesman for Jerusalem affairs, claimed praying and spending the night in the al-Aqsa precinct were a “right” of the Palestinian people and they would defend the right at all times and with all means at their disposal, and no pressure or “terrorism” would remove them. He called on the Palestinians in Jerusalem, Judea and Samaria and inside Israel to enlist in the defense of al-Aqsa against the “attacks” of Israel and the settlers (Hamas website, March 26, 2023). Hamas spokesman Abd al-Latif al-Qanua claimed Israel had desecrated the sanctity of Ramadan and al-Aqsa, denied the Palestinians their freedom of worship, and the “storming” of al-Aqsa and attempts to remove the worshippers staying the night were all a dangerous escalation whose consequences would be borne by Israel and its government (QudsN, March 26, 2023).
Preparations for marking Land Day
  • Nationalist and Islamic forces called on the population to participate in events marking Land Day, part of the PA’s “popular resistance” [popular terrorism]. The public is requested to participate, especially in areas surrounded by settlements and military roadblocks. They called for March 30 and 31 to be declared “days of popular rage” as an expression of “resistance” to the “occupation” and the settlers, and to defend the land. They also called for an enlargement of the boycott of Israeli-manufactured goods, especially during Ramadan, and a refusal to sell them in Palestinian markets (Ma’an, March 27, 2023).
  • Plans are also being made in the Gaza Strip to mark Land Day immediately after the noon prayers with activities near the border security fence in the eastern part of Gaza City to support the [so-called] “right of return” (Palestine Online, March 26, 2023).

UAV intercepted
  • On March 22, 2023, a Hamas UAV flying in the skies over the Gaza Strip was intercepted by IDF forces. It did not penetrate Israeli airspace or pose a threat to the residents of the Israeli communities near the Gaza Strip (IDF spokesman’s Twitter account, March 22, 2023).

  • Interviewed by al-Jazeera TV, Khalil al-Haya, a member of Hamas’ political bureau and head of its office of Arab-Islamic relations, claimed the “resistance,” led by Hamas’ military wing, was capable of deterring Israel, and they were prepared to return to the model of the Sword of Jerusalem[4] whenever necessary. He claimed the combat had created many political “equations” on the ground and Israel had to take them into consideration. Every round of fighting with Israel, he added, had its own particular circumstances, however, the Sword of Jerusalem was very difficult. Israel, he claimed, had been surprised by the long range of Hamas’ rockets.
  •   Al-Haya said he was certain that the confrontation with Israel was reaching its final stage, and that signs of Israel’s weakness were appearing daily. He claimed worms were beginning to eat Israel, its external international support and its internal structure. He added that Israel’s existence was threatened and the Palestinians’ faith in “resistance” to Israel was strong, as could be seen in Judea, Samaria, the Gaza Strip and among Israeli Arabs (Hamas website and al-Jazeera TV, March 26, 2023).

Distribution of Iranian aid in the Gaza Strip for Ramadan
  • On March 11, 2023, the al-Ansar Charity Association Society in the Gaza Strip reported aid would be distributed to the families of Gazans killed in the second intifada, Operation Protective Edge, Operation Guardian of the Walls and the return marches. The aid is being funded by the Palestinian branch of the Iranian Shaheed Foundation (al-Nasser Facebook page, March 11, 2023). According to another announcement, the “donor” [Iran] had decided that aid would not be given to families of shaheeds younger than 15 and older than 60 (al-Ansar Facebook page, March 11, 2023).
  • According to the Iran Press website, Nasser al-Sheikh Ali, in charge of media information for the al-Nasser society, the aid from Iran would be given to families of shaheeds for Ramadan. He said the sum of $2 million would be distributed among 7,400 families (Iran press website in Arabic, March 13, 2023).[5]

  • Anti-Iranian Palestinian Internet surfers posted a picture of the fast-breaking meal distributed in the Gaza Strip and paid for by the Imam Khomeini Aid Committee (Twitter accounts of Muneir al-Jaabari and Sheikh Majdi al-Mughrabi, March 25, 2023). Majdi al-Mughrabi is a Salafist Sunni sheikh from Rafah who opposes Iranian intervention in the Arab world, especially in the Gaza Strip, and tore up pictures of Qassem Soleimani hung in Gaza two years ago. He harshly criticized the aid from Iran, saying that the food distributed without being asked for in Gaza was like the food given by [Christian] missionaries to starving Muslims in the poor, hungry countries in Africa and Asia. He said the food was cheap and political, and its intention was to improve the image of murderous infidels. It was food filched and stolen from the money of Muslims and mixed with blood [of Sunni Muslims] in Ahvaz [a Sunni Arab region, most of which is in Iran] (Sheikh Majdi al-Mughrabi’s Twitter account, March 25, 2023).

  • PA Prime Minister Muhammad Shtayyeh continued meeting with foreign diplomats to gain support for the Palestinian goal of the recognition of a Palestinian state and to ensure the PA’s continued receipt of financial aid:
    • On March 22, 2023, he met with René Troccaz, the French consul in Jerusalem. Shtayyeh welcomed the announcement of the French foreign ministry condemning the most recent statements of Israeli finance minister Bezalel Smotrich during his visit to France, in which he refuted the existence of Palestinian history. He called on France and the rest of the world to take steps against the Israeli leadership’s incitement against the Palestinians. Shtayyeh also called on France to recognize a Palestinian state (Muhammad Shtayyeh’s Facebook page, March 22, 2023).
    • On the same day Shtayyeh met with Stefan Emblad, the World Bank representative to the PA. They examined increasing mutual cooperation, and Emblad briefed Shtayyeh on a number of PA projects in the fields of health, water, information technology, local authorities and vocational training, which had received authorization from the World Bank (Wafa, March 26, 2023).

Palestinian prisoners in Israel call off their hunger strike
  • The hunger strike of Palestinian security prisoners, which was supposed to be held by about 2,000 prisoners and begin on the first day of Ramadan, was called off after “understandings” were reached the Israeli Prison Service. The PA commission for prisoners and released prisoners, and the Palestinian prisoners’ club announced that an agreement had been reached that would “end the punishment and arbitrary measures used against the prisoners” (PA commission for prisoners and released prisoners’ Facebook page, March 22, 2023). The emergency committee of security prisoners in Israeli jails claimed in an announcement that the prisoners had “forced the Zionist enemy” to stop the measures it used against them, thanks to the Palestinians’ unity and support (emergency committee’s Facebook page, March 23, 2023).
  • The Israel Prison Service said in response that as part of the security system concept they had recently acted to prevent the security prisoners from holding a hunger strike. The Prison Service would preserve the security prisoners’ status quo and it had been made clear to them what they would lose if they began a hunger strike (Kan TV website, March 22, 2023; Israel Hayom, March 23, 2023).
  • The Palestinians viewed the cancellation of the strike as a success for the “struggle” and called for it to be copied for use against other systems in Israel. The main reactions were the following:
    • Isma’il Haniyeh, head of Hamas’ political bureau, claimed the prisoners had “written a glorious page in their firm stance and in breaking the will of the occupation,” and had triumphed by virtue of instilling fear of their battle before it even began. Israel was afraid, he continued, that it would find itself in a confrontation with a beginning but no end. He added that the “victory” reflected the future of the final confrontation between Israel and the Palestinians (Hamas website, March 23, 2023).
    • Zaher Jabarin, head of Hamas’ office of shaheeds, the wounded and prisoners, claimed the prisoners had won a new victory and had “humbled” the prison guards and proved again they had rights and a great ability to stand firm and realize their rights (Hamas website, March 23, 2023). Interviewed by Sawt al-Aqsa Radio, he said the prisoners “victory” was a lesson for Palestinians everywhere and for anyone who delayed the establishment of a united, national leadership that would lead the Palestinian “struggle.” He said the prisoners’ battle laid the foundations for the final battle that would be waged against Israel in the future, and called on the Palestinians to take the joint operations room of the “resistance” in the Gaza Strip as a model (Sawt al-Aqsa Radio, March 23, 2023).
    • The PIJ issued an announcement supporting every measure taken by the prisoners to deal with the prison service, its actions and policies. It issued a press release stating it would continue supporting the prisoners and warned Israel not to “manipulate” the issue of the prisoners, their demands and their rights (PIJ website, March 23, 2023).
The repeal of the Disengagement Law
  • On the night of March 20, 2023, the Knesset repealed the Disengagement Law. It would now be possible for Israelis to return to territories evacuated in northern Samaria 18 years ago as part of the 2005 disengagement. Repealing the law will legalize the status of the students in the Homesh yeshiva, who are currently holding an outpost in contravention of the law passed in 2005, which led to its evacuation (Israeli media, March 21, 2023). Following United States criticism of the repeal the Israeli prime minister’s office said there was no plan to establish new settlements in the regions in question (Israeli media, March 22, 2023).
  • The repeal of the Disengagement Law prompted angry reactions from the Palestinians, who regarded it as a violation of international resolutions and a new takeover of areas evacuated by Israel in the past.
    • Nabil Abu Rudeineh said repealing the law was a violation of international law and of UN Resolution 2334, which condemned settlement in Judea and Samaria. He claimed Israel continued opposing international law and worked to hamper international efforts to prevent escalation. He called on the international community to exert pressure on Israel to prevent it from taking unilateral action (Wafa, March 21, 2023).
    • Muhammad Shtayyeh, during his meeting with the French consul, said the law enabled the return of four settlements, which meant a new occupation of territories in Judea and Samaria (Muhammad Shtayyeh’s Facebook page, March 22, 2023).
    • Rawhi Fatouh, chairman of the Palestinian National Council, said the repeal was a violation of every international resolution which determined that the settlements in occupied Palestinian territories were illegal (Wafa, March 21, 2023).
    • Hamas spokesman Jihad Tahe claimed it was an effort made by the “fascist government of the occupation” and the settlers to establish new outposts and steal and “Judaize” Palestinian land, and proved again the disregard of the “gang ruling Israel” for all commitments and agreements. He claimed the “resistance” and the Palestinians’ firm stance would respond (Hamas website, March 21, 2023).
    • A Hamas spokesman called on the PA to stop all forms of security coordination with Israel and to join the Palestinian “revolution and struggle for freedom.” He also called on the international community to take responsibility and stop the gross violations of international law and UN resolutions (Hamas website, March 21, 2023).
Ceremony organized by Hamas at al-Najah University
  • On March 22, 2023, the Islamic Bloc, Hamas’ student faction at al-Najah University in Nablus, organized a ceremony to mark the 19th anniversary of the killing of Sheikh Ahmed Yassin, the founder of the Hamas movement and its first leader. The ceremony, whose theme was “Ahmed Yassin’s path,” drew a large audience, among them families of shaheeds and prisoners. Plaques were presented to the families of shaheeds (Islamic Bloc in the West Bank website, March 23, 2023; Islamic Bloc of al-Najah University Telegram channel, March 22, 2023).

Palestinian claim of “Price Tag” action in Sinjil
  •   The Palestinian media reported that before dawn on March 26, 2023, Israeli settlers set fire to the house of a Palestinian family in Sinjil, north of Ramallah. According to the claim, four settlers threw Molotov cocktails at the house of Ahmed Maher Awashra, 35 years old, while he and his family of six were in the house, and local residents successfully helped them leave the house unharmed (Wafa and Shehab, March 26, 2023). A police inspection revealed the fire was caused by an electrical fault and not by arson (Israeli media, March 26, 2023).

Rocks, Molotov cocktails and other attacks
  • In Judea, Samaria and east Jerusalem Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The more prominent events were the following:[6]
    • March 28, 2023: Rocks were thrown at an Israeli vehicle near Sinjil (northeast of Ramallah). On March 26, 2023, and March 23, 2023, Rocks were thrown at Israeli vehicles in the same area. No casualties were reported; vehicles were damaged.
    • March 26, 2023: Rocks were thrown at an Israeli vehicle near Rahelim (south of Bethlehem). No casualties were reported; the vehicle was damaged.
    • March 26, 2023: Rocks and a paint bottle were thrown at an Israeli vehicle in Hawwara (south of Nablus). On March 26, 2023, rocks were thrown at an Israeli vehicle in the same area. No casualties were reported; the vehicles were damaged.
    • March 24, 2023: Five Molotov cocktails were thrown at an Israeli bus and other vehicles on the Husan bypass road (west of Bethlehem). No casualties or damage were reported.
    • March 23, 2023: Rocks were thrown at an Israeli vehicle east of Ateret (north of Ramallah). No casualties were reported; the vehicle was damaged.
    • March 23, 2023: Molotov cocktails were thrown at an Israeli vehicle west of Halhul (north of Hebron). No casualties or damage were reported.
    • March 22, 2023: Rocks were thrown at an Israeli bus west of Anatot (north of Jerusalem). No casualties were reported; the bus was damaged.
    • March 22, 2023: Rocks were thrown at an Israeli vehicle in Nahal Qana between Yakir and Emmanuel (northwest of Salfit). No casualties were reported; the vehicle was damaged.

[2] Israeli Arabs mark Land Day on March 30 to commemorate the riots of 1976 in the area of Karmiel, in the north, protesting the decision of the Israeli government to expropriate land.
