  • This past week there was a sharp rise in the number of terrorist attacks and casualties, as well as in the number of rocks, Molotov cocktails and bottles of paint thrown at Israeli vehicles driving on the roads in Judea and Samaria. Six terrorist attacks were carried out, killing seven civilians and wounding five. The most serious attack occurred near a synagogue in the Neve Yaakov neighborhood of Jerusalem on Friday night, January 27, 2023, when a Palestinian from east Jerusalem shot and murdered seven Israeli civilians. The following morning a 13 year-old Palestinian boy shot and wounded a father and son. Palestinians in Judea, Samaria and the Gaza Strip celebrated the terrorist attacks. The Palestinian Authority (PA) did not condemn even the critical attacks. Ten Palestinians were killed in Israeli security force counterterrorism activities in the Jenin refugee camp. Most of them were Palestinian terrorist operatives.
  • The Palestinian Islamic Jihad (PIJ) in the Gaza Strip fired five rockets at Israel to avenge the Israeli activity in Jenin. Three were intercepted by the Iron Dome aerial defense system, one fell in an open area in Israel, one fell inside the Gaza Strip. In response to the Israeli Air Force attacked Hamas terrorist targets, during which anti-aircraft missiles were fired at the Israeli planes by Hamas operatives. The Iranian foreign minister spoke with Isma’il Haniyeh, head of Hamas’ political bureau, and expressed Iran’s support for the Palestinians, inviting him to visit Iran.
  • The Palestinians are making preparations for Mahmoud Abbas’ meeting with Antony Blinken, the American Secretary of State. In a pre-meeting with the head of the CIA, Mahmoud Abbas demanded the United States pressure Israel to stop its unilateral actions. A Palestinian political commentator criticized the PA leadership for not leading the “popular resistance” [popular terrorism], which he claimed was being led instead by the Palestinian public.
Shooting attack in the Neve Yaakov neighborhood of Jerusalem[1]
  • On Friday night, January 27, 2023, a Palestinian carried out a shooting attack near the synagogue in the Neve Yaakov neighborhood in northern Jerusalem. He murdered seven civilians and wounded three. The terrorist was Khairy Musa Alqam, 21 years old, from the a-Tor neighborhood in east Jerusalem. He had no security record; he was killed while trying to flee. The Palestinian terrorist organizations, led by Hamas and the PIJ, welcomed and praised the attack, calling it the “natural response” to Israel’s activities against the Palestinians. So far the PA has not condemned the attack.

Shooting attack in the Silwan neighborhood of east Jerusalem
  • On Saturday morning, January 28, 2023, a shooting attack was carried out in the Silwan neighborhood of east Jerusalem, wounding a father and son. The shooter was shot and wounded by the son. He was Mahmoud Muhammad Aliwat, 13 years old, a student in the 8th grade in the al-Faraqan Boys’ School in Shuafat.

Vehicular ramming attack near Hebron
  • On January 30, 2023, IDF fighters engaged in operations near Hebron saw a vehicle which aroused their suspicions, and they ordered the driver to halt for inspection. When a soldier approached the vehicle the driver ran over his foot and tried to drive away. The force shot at the vehicle, which stopped when it ran into a pole. The driver was evacuated for medical treatment and later died. The IDF is investigating the event (IDF spokesman’s Twitter account, January 30, 2023).
  • The ministry of health in Ramallah reported the death of Nassim Nayef Salman Abu Fouda, 26 years old, from Hebron. His body was wrapped for burial in a Hamas flag (Wafa, January 30, 2023).

Attempted shooting attack at Kedumim, east of Qalqilya
  • Shortly before midnight on January 28, 2023, suspicious movement was noticed on the road encircling the settlement of Kedumim, east of Qalqilya. Local security personnel arrived at the site and found a Palestinian armed with a gun trying to infiltrate the settlement; he was shot and killed (IDF spokesman’s Twitter account, January 28, 2023).
  • He was Karim Ali Ahmed Salman, 18 years old, from the village of Qusin, west of Nablus (Wafa, January 30, 2023; Watan News Agency, January 29, 2023). Na’el Salman, head of the Qusin local council, a relative, said Karim Salam was the oldest of three brothers and had graduated from high school this past year and joined a preparatory course for the Palestinian police force (al-Araby al-Jadeed, January 29, 2023). The Fatah branch in Qusin issued a mourning notice for him, stating he was a Fatah operative (Ahmad Samha’s Facebook page, January 29, 2023).

Shooting attack at the Almog Junction, Jordan Valley
  • On January 28, 2023, an armed Palestinian drove to a restaurant at the Almog Junction in the Jordan Valley. He shot one bullet and fled. No casualties were reported. Israeli security forces searched the area for him (IDF spokesman’s Twitter account, January 28, 2023).

  • On January 25, 2023, a Palestinian armed with a knife went to an IDF position near Kedumim, east of Qalqilya and tried to stab an IDF fighter. He was shot and killed. No Israeli casualties were reported (IDF spokesman’s Twitter account, January 25, 2023).

  • The ministry of health in Ramallah reported the death of ‘Aref Abd al-Nasser ‘Aref Lahluh, 20 years old, from the Jenin refugee camp. His body is reportedly being held by Israel (Wafa, January 25, 2023). Hamas claimed him as one of its “jihad fighters” [terrorist operatives] (Hamas website, January 25, 2023).

Counterterrorism activities in the Jenin refugee camp[3]
  • On the morning of January 26, 2023, Israeli security forces entered the Jenin refugee camp to detain wanted PIJ terrorist operatives who had been involved in shooting at IDF forces and were planning a showcase terrorist attack for the near future. During the activity the forces were met with strong resistance which included massive gunfire. In the ensuing exchange of fire nine Palestinians were killed, three of them PIJ operatives. A fourth PIJ operative who was wounded died two days later. Two of the terrorists killed were al-Aqsa Martyrs’ Brigades (AAMB) operatives, one of them also a Palestinian policeman. The number of Palestinian casualties was exceptional, and an IDF officer noted it was high because of the level of threat facing the forces, not because of a change in IDF policy. In response to the activity the PA announced it was ending security coordination with Israel.
  • Mai al-Kayla, PA minister of health, visited the wounded in hospitals and met with hospital directors to become acquainted with their requirements. She also visited the mourning tents erected in the Jenin refugee camp, accompanied by ‘Atta Abu Armila, the secretary of the Fatah branch in Jenin (ministry of health in Ramallah Facebook page, January 27, 2023). Two days later she met with Akram Rajoub, the governor of the Jenin district, and other local leaders to discuss the public health situation and medical needs in light of the district’s “emergency situation” (ministry of health in Ramallah Facebook page, January 29, 2023).

Confrontations during the demolition terrorist Uday al-Tamimi’s family house
  •   On January 25, 2023, Israeli security forces operating in the Shuafat refugee camp demolished the house where the family of Uday al-Tamimi lived. He was the terrorist operative who carried out a shooting attack at the Shuafat Crossing on October 8, 2022, killing an IDF soldier. He was shot and killed 11 days later while attempting a shooting attack at the entrance of Ma’aleh Adumim. Following the demolition of the house riots broke out, during which Palestinians shot at the Israeli soldiers and threw IEDs at them. The forces saw an armed Palestinian aiming his gun at them, and shot and killed him. An examination later revealed the gun was a resembling an improvised Carlo machinegun (Israel Police Force Twitter account, January 25, 2023). Two police were wounded in the riot (Ynet, al-Qastel, Silwanic and Shehab, January 25, 2023).

  • The Palestinian fatality was Muhammad Ali Abd Muhammad Ali, 16 years old. Hamas issued a mourning notice for him on what it called “The day of defending the fortress of the shaheed, Uday al-Tamimi” (al-Aqsa TV, January 25, 2023).

  • The Palestinian terrorist organizations condemned the demolition the al-Tamimi family house. Monther al-Hayek, Fatah spokesman in the Gaza Strip, claimed Israel had not learned its lesson from the political failure of demolishing houses, adding that the violation of Palestinian rights would not bring security or stability. Hamas spokesman Abd al-Latif al-Qanua said destroying the houses of Uday al-Tamimi and other shaheeds would “not destroy the courage of the revolutionary youth or stop the Palestinian intifada.” The Popular Front for the Liberation of Palestine called the demolition of houses a “continuing crime” to which the Palestinians would respond with more “resistance” [terrorism] (al-Quds, January 25, 2023).

  • On January 25, 2023 in the east Jerusalem neighborhood of Silwan, an Israeli police force came to carry out detentions. Two Palestinians attacked the policemen with fireworks and Molotov cocktails. The force shot and wounded them; they were taken to the Shaarei Tzedek Hospital for medical treatment. They had a box cutter, a Hamas flag and fireworks in his possession (Israeli media, January 25, 2023).
  • Two days later it was reported that one of the wounded, Wadia Aziz Abu Ramouz, 16 years old, had died (Wafa, January 28, 2023). He attended the boys high school in Ras al-Amoud (school Facebook page, January 28, 2023). He was apparently a Fatah operative. The Fatah branch in Jerusalem held a symbolic funeral for him (his body is being held by Israel), and the family erected a mourning tent hung with a notice from the Fatah branch in Silwan (Facebook page of the PA Jerusalem district, January 28 and 29, 2023).

Rocket and mortar shell fire into Israel
  • On the night of January 27, 2023, five rockets were fired at Israel from the Gaza Strip. The first two were fired at around midnight; sirens were sounded in the Ashqelon area along the coast, directly to the north of Gaza. The rockets were intercepted by the Iron Dome aerial defense system. After Israeli Air Force aircraft attacked Hamas terrorist targets in response to the rocket fire, three more were fired. One was intercepted by the Iron Dome, one fell in an open area and one fell inside the Gaza Strip. No casualties or damage were reported. The rockets were fired by PIJ operatives (PIJ website, January 27, 2023).
  • In response to the rocket fire IDF aircraft attacked targets in the Gaza Strip, including an underground facility for the manufacture of rockets and a Hamas military base designated by the IDF as one of the organization’s most important centers for terrorist activity (IDF spokesman, January 27, 2023). The Izz al-Din Qassam Brigades, Hamas military-terrorist wing, claimed they fired anti-aircraft missiles at the planes attacking the Gaza Strip (Izz al-Din Qassam Brigades Telegram channel, January 27, 2023).
  • The Palestinian media reported that a number of Hamas military wing posts were attacked, including one east of Beit Hanoun in the northern Gaza Strip, and one in the al-Maghazi refugee camp in the central Gaza Strip. No casualties were reported, however, the attack on the post in the refugee camp damaged the local electric grid (Safa, January 27, 2023).

IDF UAV intercepted over the Gaza Strip
  • On January 27, 2023, Hamas’ military-terrorist reported its operatives had successfully intercepted an IDF UAV and “retrieved secret information.” The Hamas media outlets published pictures of it (Hamas Telegram channel, January 27, 2023). The IDF spokesman reported that the UAV had fallen during an operational activity (IDF spokesman’s Twitter account, January 29, 2023).

Iranian foreign minister calls Isma’il Haniyeh
  • Hossein Amir-Abdollahian, the Iranian foreign minister, spoke on the phone with Isma’il Haniyeh, head of Hamas’ political bureau, to discuss the recent events in Judea, Samaria and Jerusalem. Amir-Abdollahian expressed solidarity with the Palestinian people in light of the “slaughter” Israel carried out in Jenin, and praised the Palestinian “resistance” [terrorist organizations], which did not hesitate to react. He also invited Haniyeh to visit Iran. Haniyeh thanked him for Iran’s stance relating to to the Palestinian cause and claimed the policies of the Israeli government were detrimental to Jerusalem and al-Aqsa. He added that expanding the settlements and annexing lands would not break the will of the Palestinians (Hamas website, January 29, 2023).

  • The al-Wafaa Hospital in Gaza reported the death of Nayef Khaled Nayef al-Awadat, ten years old, from the al-Hussaina region in western al-Nuseirat. He was wounded in an Israeli attack on August 6, 2022 (Operation Breaking Dawn), near the house of his grandfather in Abasan al-Jadeeda, east of Khan Yunis (al-Medan Center for Human Rights website, January 26, 2023). His death brought the number of fatalities in Operation Breaking Dawn to 53.
Mahmoud Abbas meets with CIA director
  • Before the arrival of Secretary of State Antony Blinken, Mahmoud Abbas met with CIA Director William Burns, who apparently came to prepare Blinken’s visit. Mahmoud Abbas told him about the “dangerous developments” and Israel’s “aggression” against the Palestinian. He said the United States had to intervene and pressure the government of Israel to stop implementing unilateral measures and to abide by signed agreements.

Muhammad Shtayyeh visits the EU in Brussels
  • While visiting in Brussels, PA Prime Minister Muhammad Shtayyeh met with Josep Borrell, the EU’s foreign minister. Shtayyeh asked for the EU to pressure Israel to stop implementing its unilateral measures, end its “violations of the Palestinians’ rights” and demand it respect the historical status quo of al-Aqsa mosque (Muhammad Shtayyeh’s Facebook page, January 24, 2023).

UNRWA institutions in Judea, Samaria and the Gaza Strip on strike
  • On January 23, 2023, more than 3,500 UNRWA employees in the PA territories began an open-ended strike to demand back wages, hire more workers and give employees tenure, and to protest the termination of Jamal Abdallah, the chairman of the Arab Workers Union in Judea and Samaria, who was fired because of previous protests. On January 30 a general strike of all UNRWA institutions was called in the Gaza Strip in solidarity with the protest in Judea and Samaria (Palestine Online, January 30, 2023).

Reactions to the decisions made by Israel’s political-security cabinet
  • Following the terrorist attacks in Jerusalem, the Israeli political-security cabinet voted on the following: the immediate sealing of the houses of terrorists who carried out the terrorist attacks in Jerusalem in preparation for demolition; revoking the right to national security funds and other privileges received by terrorism-supporting families of operatives who carry out attacks; revoking their Israeli ID cards; revoking Israel civilian gun-carrying permits; increasing the presence of police and soldiers; increasing the number of detentions and carrying out targeted operations to collect illegal firearms (Facebook page of the Israeli prime minister’s office, January 29, 2023).
  • The PA foreign ministry strongly condemned the cabinet decisions, claiming they were “gross violations” of international law and the Geneva Conventions. According to the ministry, they were collective punishment and a continuation of Israel’s policy of attacking the Palestinian presence in Jerusalem to empty the city of its “original residents.” The ministry also claimed the measures were a clear indication of the government’s crises, which it was attempting to project onto the Palestinians (PA foreign ministry website, January 29, 2023).
  • At the weekly government meeting Muhammad Shtayyeh said the government was deeply concerned by what the Israeli cabinet’s planned measures against the Palestinians, especially against the residents of Jerusalem, and viewed them as a violation of international law and the Geneva Conventions. He said the decisions reflected the extent of the government’s current crisis, which it was trying to project onto the Palestinians through killing, oppression, collective punishment, a policy of demolishing houses and giving the settlers a free hand to commit “more crimes” against the Palestinians (Wafa, January 30, 2023).
  • Muhammad Hamada, Hamas spokesman for Jerusalem affairs, said in a statement that the Israeli policy of demolishing the houses of Palestinians in Jerusalem, including those of “resistance fighters” [terrorist operatives], and the threat of “crimes and violations” against the prisoners and their families, were a “Zionist crime” in every sense of the word, and its collective punishment would not break the will of the “struggling” Palestinians or their firm stance. He said the measures would not provide Israel with a legitimate presence on Palestinian land or bring the settlers security (Hamas Telegram channel, January 29, 2023).
  • PIJ figure Anwar Abu Tahe issued a press release claiming the decision to confront Israel was an existential, ideological, Palestinian decision not related to any organization or leader, regardless of how important. He said every new measure instituted by the Israeli government would only serve to increase the Palestinians’ determination to confront and “resist” [attack] Israel (PIJ website, January 29, 2023).

  • Nasser al-Laham, a well-known political commentator and editor-in-chief of the Ma’an Palestinian news website, recently wrote two op-ed columns harshly criticizing the Palestinian leadership for not being in the forefront of activities against Israel. In a column published on January 29, 2023, he wrote he would expect the leaders of the [allegedly] “non-violent popular resistance” [i.e., the Palestinian leadership] not to conduct negotiations or carry VIP documents and not to dissociate themselves from the public by living in luxurious houses or driving in secured motorcades. He recommended the Palestinians think seriously about how to protect their children, who are killed in the streets daily, and realize that today their leaders use their positions of command to explain why Palestinian children have to die (Ma’an, January 29, 2023). In a previous column published on January 18, 2023, he wrote that “the third intifada has already begun and the blood of [Palestinian] men and children runs in the streets.” He said that usually a leadership leads the people to progress or to make positive changes, but not in “Palestine,” where the people lead and the leadership sits and thinks about what to do (Ma’an, January 18, 2023).
Reactions to demolishing illegally-built houses in east Jerusalem
  • On January 29, 2023, Itamar Ben-Gvir, the Israeli minister of national security, announced that police forces, in cooperation with the Jerusalem municipality, had begun demolishing 14 houses built illegally in east Jerusalem (Itamar Ben-Gvir’s Twitter account, January 29 and 30, 2023). The forces and Jerusalem municipality bulldozers first went to the Jabal Mukaber neighborhood and from there to other neighborhoods in east Jerusalem (Israeli media, January 29, 2023). In response to the activity a general strike was called and Palestinians began rioting in protest, blocking the entrances to the neighborhood and burning tires (QudsN Twitter account, January 31, 2023).

The government of Israel vs. the PA minister of Muslim endowments
  • The Israeli media reported that at the January 29, 2023, government meeting, a number of ministers demanded the detention of Hatem al-Bakri, the PA minister of Muslim endowments, for inciting Palestinians to murder Jews. They said the PA minister, who on Thursdays distributes a circular for the Friday sermons to be given in the mosques, gave instructions to support the murder of Jews (Israeli News Agency Kan website, January 30, 2023)
  • In response al-Bakri, who is currently visiting Qatar, gave an interview to an Israeli Kan news correspondent claiming what he wrote was not “incitement.” He claimed they were “a peace-loving people who opposed murder, terrorism and all those things.” However, he refused to condemn the terrorist attacks in Jerusalem (Kan website, January 30, 2023). The PA government related to the issue at its weekly meeting, where it condemned the [alleged] racist incitement campaign against PA Prime Minister Muhammad Shtayyeh and the minister of Muslim endowments, and similar incitement campaigns against Palestinian TV and its employees. According to the PA government, the campaigns are part of Israeli government policy to “terrorize” the Palestinians and attack their right to defend their land and property against “increased organized political terrorism” (Wafa, January 30, 2023).
Rocks, Molotov cocktails and other attacks
  • In Judea, Samaria and east Jerusalem Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The more prominent events were the following:[4]
    • January 30, 2023: Rocks were thrown at an Israeli bus near Zubeidat (north of Jericho). No casualties were reported; the bus was damaged.
    • January 30, 2023: Rocks were thrown at an Israeli vehicle between Shufa and Einav (southeast of Tulkarm). No casualties were reported; the vehicle was damaged.
    • January 30, 2023: Rocks were thrown at an Israeli vehicle in Hawwara (south of Nablus). No casualties were reported; the vehicle was damaged.
    • January 30, 2023: Rocks were thrown at an Israeli bus near Bayt Ummar (north of Hebron). No casualties were reported; the bus was damaged.
    • January 29, 2023: Rocks were thrown from a passing car at an Israeli vehicle near the Ma’aleh Lavona Junction (north of Ramallah) No casualties were reported; the vehicle was damaged.
    • January 29, 2023: Rocks were thrown at an Israeli vehicle in Hawwara (south of Nablus). No casualties were reported; the vehicle was damaged.
    • January 29, 2023: Four Molotov cocktails were thrown at an Israeli vehicle on the Husan bypass road near the Beitar Illit Junction (west of Bethlehem). No casualties or damage were reported.
    • January 28, 2023: Rocks were thrown at an Israeli vehicle near the entrance to the settlement of Migdalim (southeast of Nablus). No casualties were reported; the vehicle was damaged.
    • January 28, 2023: Rocks were thrown at an Israeli vehicle in Uja (north of Jericho). No casualties were reported; the vehicle was damaged.
    • January 28, 2023: Rocks were thrown at an Israeli vehicle near Luban al-Sharqia (northeast of Ramallah). No casualties were reported; the vehicle was damaged.
    • January 28, 2023: Rocks were thrown at an Israeli vehicle between Migdalim and Aqraba (southeast of Nablus). Two Israelis were injured.
    • January 28, 2023: Rocks were thrown at an Israeli vehicle near al-Aroub (northeast of Hebron). No casualties were reported; the vehicle was damaged.
    • January 28, 2023: Rocks were thrown at an Israeli bus between al-Aroub and Bayt Ummar (north of Hebron). No casualties were reported; the bus was damaged.
    • January 27, 2023: Rocks were thrown at an Israeli vehicle near Hebron. No casualties were reported; the vehicle was damaged.
    • January 27, 2023: Rocks were thrown at an Israeli bus near the Ma’aleh Amos Junction (southeast of Bethlehem). No casualties were reported; the bus was damaged.
    • January 27, 2023: A bottle of paint was thrown at an Israeli bus in Hawwara (south of Nablus). No casualties were reported; the bus was damaged.
    • January 26, 2023: Rocks were thrown at an Israeli bus south of Givat Asaf (west of Ramallah) No casualties were reported; the bus was damaged.
    • January 26, 2023: Rocks were thrown from a passing car at an Israeli vehicle between Ma’aleh Ephraim and Patza’el (Jordan Valley). No casualties were reported; the vehicle was damaged.
    • January 26, 2023: Rocks were thrown at an Israeli vehicle between Tapuah and Ariel. No casualties were reported; the vehicle was damaged.
    • January 26, 2023: Rocks were thrown at Israeli vehicles, including a bus in Hamza (northeast of Jerusalem). No casualties were reported; vehicles were damaged.

    • January 26, 2023: Molotov cocktails were thrown at an Israeli vehicle between arial and the Gitai Avishar Junction (northwest of Salfit). No casualties or damage were reported.
    • January 26, 2023: Molotov cocktails were thrown and fireworks were shot at an IDF post in the western part of Kiryat Netafim (northwest of Salfit). No casualties or damage were reported.
    • January 26, 2023: Rocks were thrown at an Israeli vehicle near the Einabus traffic circle (south of Nablus). No casualties were reported; the vehicle was damaged.
    • January 26, 2023: Rocks were thrown at an Israeli vehicle near Birzeit (north of Ramallah). No casualties were reported; the vehicle was damaged.
    • January 26, 2023: Rocks were thrown at Israeli vehicles including a bus carrying children between the settlements of Yakir and Emanuel (east of Qalqilya). No casualties were reported; the bus and other vehicles were damaged.
    • January 26, 2023: Rocks were thrown at an Israeli vehicle at the Aqraba Junction between Tapuah and Migdalim. Two IDF soldiers were wounded by flying glass; the vehicle was damaged
