- This past week Palestinians carried out six terrorist attacks in Judea and Samaria, four shooting and two stabbing attacks, one an attempted attack: shots were fired at an IDF force in Halhul (north of Hebron), at the settlement of Shaked, at a bus carrying soldiers north of Hebron and at IDF forces in Jaba; there was an attempted stabbing attack near Silwad and a stabbing attack in south of Hebron in which an Israeli civilian was wounded. Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads in Judea and Samaria. The Israeli security forces continued counterterrorism activities, detaining dozens of wanted terrorists and confiscating weapons. According to reports, five Palestinians were killed in clashes with Israeli security forces.
- The Gaza Strip remained relatively quiet. The Iranian foreign minister met with representatives of the Palestinian organizations in recent visits to Lebanon and Syria, where he expressed his country’s support for the Palestinian cause. With the appointment of a new IDF Chief of Staff, Hamas issued a video purporting to show Avera Mengistu, an Israeli held by Hamas for the past eight and a half years. The authenticity of the video is uncertain.
- In the wake of Israeli measures to counteract the Palestinian Authority’s (PA) unilateral steps in the international arena, the PA leadership has undertaken extensive diplomatic activity to have the measures revoked. Meetings were held with Hady Amr, deputy assistant secretary for Israeli and Palestinian affairs in the American State Department’s Bureau of Near Eastern Affairs, and the British minister of Middle East affairs. On January 18, 2023, the UN Security Council will hold a meeting to discuss the situation in the Palestinian territories. Mahmoud Abbas went to Cairo to participate in a tripartite summit meeting with the president of Egypt and king of Jordan to coordinate positions.
- Following the decision of the Israeli minister of national security to remove PLO flags from public places in Israel, Palestinians condemned Israel, claiming the objective was to “eradicate Palestinian identity.”
Drive-by shooting attack in Halhul
- On the afternoon January 17, 2023, a Palestinian opened fire at an IDF force checking vehicles in Halhul (north of Hebron). The force returned fire, killing the shooter. The submachine gun used to carry out the attack was found at the site. In IDF assessment, the Palestinian also carried out a shooting attack targeting an Israeli bus in the same area on January 15, 2023 (IDF Twitter account, January 17, 2023).
- The Palestinian media reported the death of Hamdi Abu Diya, 40 years old, a captain in the Palestinian police force in Bethlehem. A released prisoner, he was incarcerated in Israel for three years (Ma’an, January 17, 2023). A short time before the attack he posted a “last will and testament” to his Facebook page, noting the need to “struggle” against Israel because of its activities against the Palestinian (QudsN, January 17, 2023).

Shots fired at the settlement of Shaked
- On the evening of January 16, 2023, shots were fired at the settlement of Shaked in northern Samaria. No casualties were reported but one of the houses was damaged. It was the seventh time in recent weeks the settlement had been attacked (Israeli media, January 16, 2023).

Shots fired at an Israeli bus
- On January 15, 2023, shots were fired at an Israeli bus near Halhul (north of Hebron). No casualties were reported; the bus was damaged. IDF forces searched the area and found shell casings (IDF spokesman’s Twitter account, January 15, 2023).
Attempted stabbing attack near Ofra
- On the morning of January 15, 2023, an IDF force identified a suspicious Palestinian vehicle near Silwad (northeast of Ramallah). The driver refused to halt for a security check and the force responded with riot control measures. The fighters then tried to delay one of the passengers, who was armed with a knife. He resisted and a clash developed during which the Palestinian tried to grab one of the fighters’ weapons. He was shot and wounded, and died somewhat later (IDF spokesman’s Twitter account and Israel HaYom, January 15, 2023).
- The ministry of health in Ramallah reported the death of Ahmed Hassan Abu al-Jalil Kahala, 45 years old, from the village of Ramun (northeast of Ramallah). His sister said that Ahmed and his son Qusay, 18 years old, were going to their jobs at a construction site and were stopped at a military roadblock where there was an argument, after which he was “executed in cold blood” (Wafa January 15, 2023). Fatah’s media information and cultural commission issued a mourning notice for him stating he was a Fatah operative. Laila Ghannam, Ramallah and al-Bireh district governor, paid the family a condolence call (Facebook page of Fatah’s media information and cultural commission, January 15, 2023).
- The PA foreign ministry issued an announcement calling on the International Criminal Court (ICC) to end its silence and begin an investigation of Israel’s activities, and on the UN Security Council to lead an effort to enforce international legal principles on the situation in the PA territories and impose international sanctions on Israel’s “violations and crimes.” According to the announcement, Kahala had been killed “on instructions [sic] from Israel’s political leadership, which makes it easy for IDF soldiers to kill any Palestinian even if he does not pose a danger” (PA foreign ministry website, January 15, 2023).

Shooting attack in Jaba
- During an IDF force activity near the village of Jaba (southwest of Jenin) on January 14, 2023, Palestinians carried out a drive-by shooting targeting the force. In response the soldiers shot at the vehicle. A search of the vehicle revealed an M-16 assault rifle (IDF spokesman’s Twitter account, January 14, 2023).

- The Palestinian media reported that Izz al-Din Bassem Hamamra, 24 years old, and Amjad Adnan Khaliliya, 23 years old, both from Jaba, were killed (Wafa, January 14 2023). The Palestinian Islamic Jihad (PIJ) issued a mourning notice stating the two were operatives in the Jerusalem Brigades, the organization’s military wing (PIJ website, January 14, 2023). The Jerusalem Brigades/Jaba squads issued a mourning notice stating that Khaliliya was in charge of its engineering unit (Jerusalem Brigades’ Jenin Battalion/Jaba squads Telegram channel, January 14, 2023).

Stabbing attack south of Hebron
- On the evening of January 11, 2023, a Palestinian stabbed an Israeli civilian. The attack took place in Havat Yehuda, a farm south of Hebron. The Israeli, who owned the farm, was wounded. The Palestinian was shot and killed by an Israeli civilian at the site (IDF spokesman and Israeli media, January 11, 2023). According to reports, the owner of the farm had recently received death threats from Palestinians living nearby (Israeli media, January 11. 2023).
- Hamas welcomed the attack, noting the Palestinians would continue the “resistance” [terrorist attacks against Israeli civilians] until Israel had been “defeated.” The PIJ joined Hamas in congratulating the Palestinians in Judea and Samaria, claiming “the action was carried out in response to the occupation’s crimes” (Ma’an, January 11, 2023).
- The ministry of health in Ramallah reported the death of Sanad Muhammad Uthman Samamra, 18 years old, from al-Zahariya, (ministry of health in Ramallah Facebook page, January 11, 2023). The ministry claimed he was killed while herding sheep on his family’s land (Wafa, January 12, 2023). According to Sanad Samamra’s Facebook page, he idolized Ibrahim al-Nabulsi, a Lion’s Den network leader in Nablus (who was killed by Israel on August 8, 2022), and used al-Nabulsi picture as his own profile picture on his Facebook page. On January 12, 2023, Fatah declared a general strike in al-Zahariya in mourning for his death (Wafa, January 12, 2023).

Significant Terrorist Attacks in Judea and Samaria since December 2020[1]
Counterterrorism Activities
- This past week the Israeli security forces continued intensive counterterrorism activities in Judea and Samaria, detaining Palestinians suspected of involvement in terrorist activities and confiscating large quantities of weapons:
- Before dawn on January 16, 2023, IDF forces operated in the Dheisheh refugee camp (southwest of Bethlehem) to detain two wanted Palestinians. During the activity Palestinians threw IEDs and Molotov cocktails at the forces, who responded with live fire at armed Palestinians (Israeli media, January 16, 2023). The Popular Front for the Liberation of Palestine (PFLP) said the IDF activity against its operatives in the Dheisheh refugee camp would not weaken their determination to continue their “struggle” [attacks] against Israel (al-Quds, January 16. 2023).
- On the morning of January 12, 2023, IDF forces operated in the Old City of Nablus to detain wanted Palestinians. Five wanted Palestinians were detained, among them Iyad Abu al-Nasser Shbaro, 33 years old, a Lion’s Den operative who was suspected of carrying out a shooting attack. Two Carlo improvised machine guns and an IED were seized. During the activity armed Palestinians shot at the forces and threw IEDs; the forces returned fire (IDF Twitter account, January 12, 2023). Shbaro often posted praise for the Lion’s Den network and its shaheeds to his Facebook page, as well as other terrorist organization shaheeds.

- On the afternoon of January 12, 2023, IDF forces operating in Qabatiya (south of Jenin) detained Muhammad Kamil, who was involved in carrying out and planning terrorist attacks. An M-16 assault rifle was seized. A riot broke out after Palestinians threw rocks at the forces. In response the soldiers shot and wounded one of the riot leaders (IDF spokesman’s Twitter account, January 12, 2023).

- On the night of January 11, 2023, IDF forces operated in the Qalandia refugee camp (north of Jerusalem). They detained six wanted Palestinians and seized an M-16 assault rifle, spare rifle parts, ammunition and money used to fund terrorist activity. Palestinians threw rocks and cinder blocks at the forces from roofs. The forces responded with riot dispersal measures and live fire (IDF spokesman’s Twitter account, January 12, 2023).
- On January 11, 2023, IDF forces operated in the Balata refugee camp in Nablus to detain wanted Palestinians. During the activity armed Palestinians rioted; the forces shot at the armed rioters (IDF spokesman, January 11, 2023). Fatah’ al-Aqsa Martyrs’ Brigades (AAMB) reported that their operatives had exposed the presence of the Israeli forces and clashed with them (AAMB Telegram channel, January 11, 2023). The Lion’s Den network also claimed its operatives had clashed with the Israeli forces (Lion’s Den Telegram channel, January 11, 2023).
Palestinian fatalities
- This past week the Palestinians reported five Palestinians had been killed during Israeli security force activities in Judea and Samaria:
- In the Dheisheh refugee camp: on January 16, 2023, the ministry of health in Ramallah reported the death of Amr Lutfi Khamour, 14 years old, wounded in a clash with IDF forces who had entered the refugee camp. He was the brother of Palestinian prisoner Ibrahim Khamour, detained in Israel since August 26, 2022 (Shehab, January 16, 2023). His body was wrapped for burial in a PFLP flag and he wore a PFLP headband (Wafa, January 16, 2023).

- In the Balata refugee camp in Nablus: the AAMB reported that Ahmed Amer Abu Juneid, 21 years old, one of its operatives, was killed in an exchange of fire in the refugee camp (AAMB Telegram channel, January 11, 2023). The Lion’s Den network issued a mourning notice for him stating he lived in the Balata refugee camp and was an AAMB operative (Lion’s Den Telegram channel, January 11, 2023). The Shabiba, Fatah’s student movement, at the Nablus branch of the al-Quds Open University, issued a mourning notice for him stating he was an operative in its ranks (Ahmed Haskour’s Facebook page, January 11, 2023)

- The Qalandia refugee camp: the ministry of health in Ramallah reported the death of Samir Awni Harabi Aslan, 41 years old. According to reports, he was shot while trying to free his son, Ramzi Aslan, who had been detained by Israeli security forces (Wafa, January 12, 2023). Fatah’s media information and cultural commission issued a mourning notice for him stating he was a Fatah activist (commission Facebook page, January 12, 2023). - Qabatiya: the Palestinian media reported the death of Habib Muhammad Abd al-Rahman Kamil, 25 years old, killed in a clash with Israeli security forces (Wafa, January 12, 2023). The director of the al-Razi Hospital in Jenin reported the death of Abd al-Hadi Fakhri Nizal, 19 years old, who died after having been wounded during a riot (Wafa, January 12, 2023). A former prisoner, detained at the age of 15 in 2020, he was incarcerated in an Israeli jail for two years and released in 2022 (Facebook page of the Palestinian prisoners’ club in the Jerusalem district and Palinfo, January 13, 2023). He was an operative in the Qabatiya squads of the Jenin Battalion (Daffa_media Telegram channel, January 13, 2023). The PIJ issued a mourning notice for him stating he was an organization operative (PIJ website, January 13, 2023). His body was wrapped for burial in a PIJ flag.

- On January 14, 2023, the death of Yazen Samer al-Jabari, 19 years old, from al-Yamoun, was reported. He died after having been wounded in a riot during the demolition of terrorists’ houses in the Kafr Dan (Wafa, January 14, 2023). The AAMB issued a mourning notice for him stating he was one of its operatives in al-Yamoun (AAMB Telegram channel, January 14, 2023). The al-Yamoun branch of the Fatah movement also issued a mourning notice for him, calling him a Fatah shaheed (Facebook page of the Fatah movement in al-Yamoun, January 14, 2023).

Building the border security fence near Tulkarm
- On January 12, 2023, the Palestinian media reported Israel was constructing a border security fence in the Fuqin region north of Tulkarm. According to reports, Israel was placing concrete slabs nine meters tall, part of a 45-kilometer (about 28 miles) wall equipped with electronic devices. The Palestinians claimed the wall would create a barrier between Palestinians and their fields, making it impossible for them to work the land.
- The construction is the first stage of a project to complete the border security fence. It was announced by former Israeli Defense Minister Benny Gantz in November 2022, as a response to the wave of terrorist attacks that started at the beginning of the year. The project, when finished, will be a fence 100 kilometers (60 miles) long in northern Judea and Samaria.

Palestinian and foreign tourists attacked near Jericho
- On January 13, 2023, Jewish settlers attacked a group of Palestinians and foreign tourists in the al-Marjat area near Jericho. Three tourists were wounded (Israeli media, January 13, 2023). PA Prime Minister Muhammad Shtayyeh condemned the attacked and warned of the dire consequences of “Zionist aggression” against groups of Palestinians and foreign tourists. He claimed such aggression was potentially very dangerous because it was a “translation into practice of the extremist threats of Israel’s government.” He called on the UN, the United States and the EU, whose citizens are potential victims of “the aggression,” for urgent intervention to stop the activities of Israel and the settlers against the Palestinians (Wafa, January 13, 2023).

Representatives of the Palestinian organizations meet with the Iranian foreign minister
- Hossein Amir Abdollahian, the Iranian foreign minister, paid an official visit to Lebanon and Syria on January 13 and 14, 2023. While there he met with representatives of the Palestinian organizations. In Lebanon he met with PIJ leader Ziyad al-Nakhalah, and in Syria with Palestinian representatives including a Hamas delegation headed by Usama Hamedan. At the meetings Abdollahian stressed Iran’s support for the Palestinian people and the “resistance” [Palestinian terrorism] (PIJ website, January 13, 2023; al-Watan, January 14, 2023).

The Hamas leadership meets with Tor Wennesland
- On January 12, 2023, Isma’il Haniyeh, head of Hamas’ political bureau, and a delegation of the Hamas leadership, met with Tor Wennesland, special UN envoy to the Middle East peace process, and some of his aides. They discussed developments in the Palestinian cause, especially in light of the formation of Israel’s new government. The Hamas delegation reviewed the challenges facing the new government, everything connected to Jerusalem and al-Aqsa, the Palestinian prisoners, Israel’s attitude towards the Gaza Strip and Israel’s [alleged] “measures against Israeli Arabs” [sic] (Hamas website, January 12, 2023).
Hamas condemned the UAE for including the Holocaust in its school curriculums
- Hamas spokesman Hazem Qassem condemned the announcement made by the UAE ambassador to Washington, who said the country would include material about the Holocaust in its state curriculums. According to Hazem Qassem, it would be a form of cultural normalization [of relations with Israel] and provide support for the “Zionist narrative.” He added it was particularly surprising, given the formation of the right-wing government in Israel “which uses the Nazis’ racist logic [sic] against the Palestinians, their holy sites, lands and Palestinian Arab identity” (Shehab, January 10, 2023).

- On January 16, 2023, Hamas’ military-terrorist wing issued a video purporting to show Avera Mengistu, an Israeli held by Hamas in the Gaza Strip since September 2014. The video lasts for 11 seconds and was issued on the day Israel appointed a new IDF Chief of Staff. Hamas used the video to assign responsibility for the failure of a prisoner exchange deal to Major General Aviv Kokhavi, the outgoing Chief of Staff, and leaving the problem for the incoming Chief of Staff, Major General Herzi Halevi (Izz al-Din Qassam Brigades Twitter account, January 16, 2023; Shehab Twitter account, January 17, 2023). Hamas spokesman Hazem Qassem said the picture was taken a few weeks ago (al-Shams Radio, January 16, 2023). The IDF spokesman said it the authenticity of the picture can neither be confirmed nor denied (IDF Radio, January 16, 2023).

Tripartite summit meeting in Cairo chaired by the Egyptian president
- On January 16, 2023, Mahmoud Abbas arrived in Cairo at the invitation Egyptian President Abdel Fattah el-Sisi to participate in an Egyptian-Jordanian-Palestinian summit meeting, along with Abdallah II, King of Jordan. Diab al-Luh, the PA representative in Egypt, said the objective of the meeting was to coordinate the three leaders’ positions on political, regional and international challenges. Mahmoud Abbas was accompanied by Hussein al-Sheik, secretary general of the PLO’s Executive Committee, Palestinian foreign minister Riyad al-Maliki, Majdi Faraj, head of Palestinian general intelligence and Majdi al-Khaldi, Mahmoud Abbas’ advisor for diplomatic matters (Wafa, January 16, 2023).
Palestinian diplomatic activity
- On January 12, 2023, Hussein al-Sheikh, secretary general of the PLO’s Executive Committee, met with Hady Amr, deputy assistant secretary for Israeli and Palestinian affairs in the American State Department’s Bureau of Near Eastern Affairs. They discussed United States-Palestinian relations and regional political developments following the formation of the new Israeli government. Al-Sheikh stressed the need to find a political horizon that would preserve the two-state solution and stop Israel’s [alleged] unilateral measures “against” the Palestinians, which he claimed destroyed every road to a solution and created an atmosphere which had a negative influence on security and stability (Hussein al-Sheikh’s Twitter account, January 12, 2023).
- Muhammad Shtayyeh met with Hady Amr and said the American administration had to stop Israel’s measures and threats, which were causing the collapse of the PA and ending to the possibility of the establishment of a Palestinian state. He also called on the United States to exert pressure on the Israeli government to release the Palestinian tax funds it holds and stop Israel from deducting money from them. He claimed the Palestinians and the PA leadership would not accept the situation any longer and were marching towards a popular, political, diplomatic and legal “struggle” [libel and slander propaganda campaign] against Israel (Wafa, January 12, 2023).

- Muhammad Shtayyeh also met with Tareq Ahmed, the British secretary for Middle East affairs. They discussed the PA’s financial crisis [allegedly] caused by the Israeli government Cabinet. Shtayyeh called on Britain to exert pressure on Israel to adhere to signed agreements and stop deducting from funds owed to the Palestinians. Shtayyeh also claimed that given the political vacuum and the measures taken by Israel which were harmful to both countries, Britain had to recognize a Palestinian state [sic] (Wafa, January 12, 2023).
Statements made by Riyad al-Maliki
- This past week Palestinian foreign minister Riyad al-Maliki gave a series of interviews to the Palestinian and foreign media where he elaborated on the measures the Palestinians were planning to take to counter Israel:
- Interviewed by the Voice of Palestine Radio he said they were examining legal and political ways to respond to the measures taken by the government of Israel after the PA appealed to the ICC in The Hague. He added they would demand that foreign ministries around the world take a clear position regarding Israel’s actions. He said the Palestinians would continue to recruit international public opinion against Israel and its [allegedly] “racist regime” (PA foreign ministry website, January 8, 2023).
- Interviewed by the Chinese News Agency, he said Israel’s deduction of more PA money would seriously influence the PA government’s ability to meet its commitments. He called on the Arab-Muslim countries to meet their financial commitments to the PA and provide a financial safety net, as had often been agreed on at Arab and Islamic summit meetings. Regarding the Palestinian move in the ICC, he said his ministry was in contact with Karim Khan, the ICC’s chief prosecutor, and there were exchanges of information and data. He claimed Karim Khan was supposed to visit the PA territories and Israel during the first quarter of 2023, and the visit would reflect the chief prosecutor’s attention and continuous monitoring of the situation in the territories (Chinese news agency Xinhua, January 11, 2023).
- Interviewed by Palestinian TV, he warned that Israel’s measures, especially the deduction of Palestinian funds, were only the beginning and the Palestinians had to be prepared for future difficult measures and challenges. He said Palestinian “diplomacy” would continue dealing with Israel in the international corridors [of power] and reap additional achievements. He also claimed the UN Security Council would hold a meeting to discuss the Palestinian situation on January 18, 2023, and the PA representative would focus on the unilateral steps taken by Israel in violation of international laws (Palestinian TV YouTube channel, January 11, 2023).
Palestinian reaction to the decision to prevent the display of Palestinian flags
- On January 8, 2023, Itamar Ben-Gvir, the minister of national security, issued instructions to the Israeli police force to enforce the ban on displaying PLO flags in public places in Israel and to stop any event with anti-Israeli incitement (Itamar Ben-Gvir’s Twitter account, January 8, 2023).
- The instructions were met by the Palestinians with harsh criticism, claiming Israel intended to eradicate Palestinian identity and the Palestinian cause. Some argued it was only the beginning:
- Hamas spokesman Abd al-Latif al-Qanua claimed the demand to prevent the display of the Palestinian flag was racist and a lame attempt which would fail, like all of Israel’s attempts to hide symbols of Palestinian national identity (Hamas website, January 9, 2023).
- Da’ud Shehab, head of the PIJ’s “information” bureau, claimed Israel’s “war” against the display of the Palestinian flag reflected its distress and “proved” it had not successfully represented itself as a natural regional component. He said the Palestinians would not surrender to Israel’s “oppression and intimidation” (Daily Sabah website, January 9, 2023).
- Rima Kutana Nizal[2] wrote in al-Ayam that clearly, the hidden agenda of Netanyahu’s new government was based on settling the conflict by eradicating the Palestinians and removing the Palestinian cause from the map (al-Ayam, January 15, 2023).
- Rami Haider, spokesman for Amnesty, claimed Ben-Gvir’s instructions were racist-based collective punishment. He claimed they were certain it was only the first in a series of measures the new Israeli government would undertake to give legitimacy to its racist discrimination (Wafa, January 10, 2023).

Demonstration in Nablus for the release of operatives detained by the PA
- On January 10 and 11, 2023, the PA security services used force to disperse demonstrations in Nablus demanding the release of Musab Ashtiya, an Izz al-Din Qassam Brigades operative detained by the PA security services in September 2022; and Amid Tabila and Musa Atallah, Lion’s Den terrorist operatives wanted by Israel and detained by the PA security services. The demonstrators chanted slogans praising the Lion’s Den network, and demanding the end of security coordination with Israel and political detentions. According to reports, operatives of the PA security services attacked the demonstrators on January 10, 2023, with tear gas, shock grenades and live gunfire. Reportedly, security service operatives also attacked a number of journalists to keep them from reporting the oppressive measures used (Palinfo and Shehab, January 10, 2023). The events were later strongly condemned by Hamas (Shehab, January 10, 2023).

Rocks, Molotov cocktails and other attacks
- In Judea, Samaria and east Jerusalem Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The more prominent events were the following:[3]
- January 15, 2023: Rocks were thrown at an Israeli vehicle between Avnei Hefetz and the Te’enim Crossing (south of Tulkarm) No casualties were reported; the vehicle was damaged.
- January 15, 2023: Rocks were thrown at an Israeli vehicle near Bayt Ummar (north of Hebron). No casualties were reported; the vehicle was damaged.
- January 15, 2023: Rocks were thrown at an Israeli bus carrying soldiers near Mevo Dotan (southwest of Jenin). No casualties were reported; the bus was damaged.
- January 15, 2023: Rocks were thrown at an Israeli vehicle between Ariel and Tapuah (northeast of Salfit). No casualties were reported; the vehicle was damaged.
- January 14, 2023: Rocks were thrown at an Israeli vehicle in Hawwara (south of Nablus). No casualties were reported; the vehicle was damaged.
- January 13, 2023: Rocks were thrown at an Israeli vehicle in Arab Teqoa (southeast of Bethlehem). No casualties were reported; the vehicle was damaged.
- January 11, 2023: Rocks were thrown at an Israeli vehicle between the al-Khader Junction and Beitar (west of Bethlehem). No casualties were reported; the vehicle was damaged.
- January 10, 2023: Rocks were thrown at an Israeli bus near the Ma’aleh Shomron Junction (east of Qalqilya) No casualties were reported; the windshield of the bus was damaged.
