The southern sector: Israeli Air Force airstrikes continued; about 250 Hamas terrorist targets in the Gaza Strip were attacked. In preparation for the next stages of combat, the IDF forces carried out targeted activity in the north of the Gaza Strip. After the mission, the troops left the area. Rocket fire attacks on Israel continue. Houses in the center of the country were damaged and six people were injured. The deputy chairman of the Hamas political bureau claimed Hamas was ready for the IDF’s ground entry into the Gaza Strip and would inflict “a bitter defeat” on Israel. -
So far, more than 1,400 civilian and soldier deaths have been reported; 224 civilian and soldier abductees are still being held by the Palestinian terrorist organizations in the Gaza Strip. -
The Gaza Strip: According to reports from the Gaza Strip, the humanitarian situation continues to deteriorate. Trucks continue to enter through the Rafah Crossing bringing humanitarian aid, called by UNRWA “a drop in the ocean.” -
The northern sector: In Lebanon, sporadic shooting at IDF posts and Israeli cities, towns and villages continues. The decrease in attacks may be the result of the IDF’s intensive activity to eliminate rocket-launching squads. The IDF also continued attacking Hezbollah targets in Lebanese territory. Voices have been heard in Lebanon, mainly from Christians, to stop Hezbollah’s attacks, which harm the country. -
Judea and Samaria: The IDF continued counterterrorism activities throughout Judea and Samaria, detaining Palestinians suspected of terrorist activity, mainly Hamas operatives. The Palestinians reported 102 fatalities since the beginning of the war. Protest demonstrations were held in Judea and Samaria. The Palestinian Authority (PA) foreign minister is working with the International Criminal Court and the International Court of Justice in order to speed up their investigations against Israel. -
Iran: The Iranian foreign minister arrived in New York to participate in an emergency meeting of the UN General Assembly to discuss developments in the war in Israel. He criticized the support of Israel by the United States and some European countries. -
Another discussion in the UN Security Council ended without a resolution.
The Combat Arena
IDF activity
- Aerial activity: Israeli Air Force attacks on terrorist targets in the Gaza Strip continued. During the past day more than 250 Hamas targets were attacked. Among them were terrorist facilities, military headquarters, terrorist tunnel shafts and rocket launchers, some of them situated in civilian residential areas (IDF spokesman’s website, October 26, 2023).
- Hamas condemned an attack which it claimed targeted the home of al-Jazeera correspondent Wa’el al-Dahdouh, and called on the international media to condemn Israel’s aggression towards journalists and media personnel “who are being punished for ‘revealing the truth’ ” (Hamas Telegram channel, October 25, 2023 ). The Palestinian Islamic Jihad (PIJ) also condemned the attack and alleged it was an attempt to prevent journalists “from reporting and revealing the ‘truth’ ” (PIJ Telegram channel, October 25, 2023).

- Ground activity: On the night of October 25, 2023, in preparation for the next stages of combat, IDF forces carried out a targeted tank raid in the northern Gaza Strip. The forces located and attacked terrorists, destroyed terrorist facilities and anti-tank positions, and prepared the area. Once the mission was completed the forces left the area (IDF spokesman, October 26, 2023).

- Naval activity: The Israeli navy attacked a Hamas surface-to-air missile launching position located near a mosque and a kindergarten in the Khan Yunis area (IDF website, October 26, 2023).
- Hamas’ military-terrorist wing claimed responsibility for attacking an IDF helicopter with a SAM 7 surface-to-air missile in the al-Bureij refugee camp area, claiming the helicopter had been damaged (Izz al-Din Qassam Brigades Telegram channel, October 26, 2023).
Rocket fire
- During the past day rocket fire targeting Israeli continued. In the evening, a barrage was launched towards the center of the country. Houses were damaged in Rishon LeTzion and Kfar Sirkin. Six people were injured.
- More than 7,500 rockets and mortar shells have been fired at Israel since the beginning of the war. About 10% of them were failed launches that landed in the Gaza Strip.

Israeli casualties
- So far, more than 1,400 civilian and soldier deaths have been reported; 224 civilian and soldier abductees are still being held by the terrorist organizations in Gaza Strip. About 30 of the abducted are children and teenagers younger than 18 and about 20 of them are elderly. Four hostages were released.
The Gaza Strip
Palestinian casualties
- The Hamas-controlled ministry of health in Gaza reported that as of 3:45 p.m., the number of dead in the Gaza Strip stood at 7,028 and the number of wounded at 18,482 (ministry of health in Gaza Facebook page, October 26, 2023).[1]
The evacuation of residents of the Gaza Strip
- A conversation held between the IDF forces and a resident of the Gaza Strip was made public. The resident described the actions taken by Hamas to prevent residents from crossing to the southern Gaza Strip. He stated that roadblocks had been erected using vehicles, and Hamas operatives were present at the crossing points to the southern Gaza Strip and were shooting at Gazans trying to evacuate to the south (IDF spokesman, October 26, 2023).
The situation in the Gaza Strip
- According to UNRWA, so far, the humanitarian aid that entered the Gaza Strip through the Rafah Crossing was a “drop in the ocean” compared to what was required. According to the agency, due to a lack of gas and water, residents could not cook food (Ma’an, October 25, 2023).
- Given the claims of a lack of medical equipment and the collapse of the hospitals, below are pictures from a video published by the Wafa News Agency showing UNRWA employees in a logistics warehouse in Deir al-Balah arranging boxes of medical aid and loading them onto trucks for distribution to hospitals in the Gaza Strip (Wafa YouTube channel, October 25, 2023).

The Rafah Crossing
- According to reports in the Arab media, during the afternoon, the Palestinian Red Crescent received 12 trucks of humanitarian aid from the Egyptian Red Crescent at the Rafah Crossing (al-Ghad TV, October 26, 2023).
Hamas
- Isma’il Haniyeh, head of Hamas’ political bureau, met in Qatar with the Turkish foreign minister, Hakan Fidan. Haniyeh praised Turkish President Erdoğan’s speech, and Turkey’s regional and international efforts. He claimed that the international community had to bear responsibility for the “war crimes of the occupation and the heinous acts of revenge against the civilian population.” Fidan emphasized Turkey’s support for the Palestinian issue and condemned Israel’s actions in the Gaza Strip. He warned of the risks of escalating the conflict and the international consequences of the campaign (Hamas Telegram channel, October 25, 2023.
- During an interview, Saleh al-‘Arouri, deputy head of Hamas’ political bureau, related to the subject of Israel’s ground entry into the Gaza Strip. He claimed they were always prepared for worst-case scenarios, including a ground attack. He claimed that even if Israel had air superiority, it knew that if it conducted a ground incursion, “a new and glorious page will be written for the ‘resistance’ and the Palestinians.” Moreover, he claimed the “resistance” fighters [terrorist operatives] were prepared for it “to be the last page in the campaign, in which Israel would have an unprecedented defeat in the history of the conflict.” He added that the Palestinians’ desire to “resist” in the West Bank territories would also come into play, and called on them to escalate the “resistance” by all means (al-Manar TV website, October 25, 2023; al-Manar Telegram channel, October 25, 2023; Radio Nur website, October 25, 2023).
- Saleh al-‘Arouri praised the Yemeni people, and said they always stood by the Palestinians and had launched missiles and unmanned aerial vehicles to attack Israel; he called on them to continue. He also claimed that attacking American bases in Iraq and Syria was part of the campaign, since the United States was complicit in the “crimes” committed by Israel. Furthermore, he said, Iran also stood with “Palestine” in word and deed (al-Manar TV website, October 25, 2023; al-Manar TV Telegram channel, October 25 2023; Radio Nur website, October 25, 2023).
- Hamas called on the Palestinians, the Arab and Islamic nations and “the free people of the world” to increase their protests in the coming days and to participate actively and intensively this coming Friday and Sunday in events whose themes would be “Open the Rafah crossing” and “Stop the war of extermination against Gaza” (Hamas Telegram channel, October 26, 2023).
Fatwa permitting the killing of soldiers and civilians
- Beginning on the second day of the war, October 8, 2023, while fighting continued inside Israeli territory against the operatives, Hamas’ military-terrorist wing, senior figures in the Association of Religious Sages in Palestine[2] issued a fatwa calling for the killing of all Israeli soldiers and civilians. The fatwa, issued in the name of the religious sages of the entire Muslim nation, stated that the religious sages made it unequivocally clear that every soldier and every “Zionist settler” could be killed wherever they were in all the Muslim countries, inside “Palestine” and outside of it (website bokra.net, October 8, 2023).
- Meanwhile, Dr. Saleh al-Raqab, senior figure in the Association and former minister of endowments in the Hamas government, published an article called “Oh, Jihad fighters in Palestine,” which read, “Allah, grant victory to the Jihad fighters in Palestine, direct their blows and aim the fire of their guns at the necks of the Jews, steady the feet of the warriors and bring their stabbing blade into [the Jews’] hearts. Allah, put them in the hands of your soldiers and allow them to kill the Jewish army, destroy the Jewish weapons, capture Jewish soldiers and destroy the Jews. Allah, paralyze their limbs and freeze the blood in their veins, inflict a cruel defeat on them. Allah is the greatest and victory is for Islam. Praise be to Allah, the Lord of the worlds.” In order to carry out their barbaric massacre in Israeli territory, the operatives of Hamas’ military-terrorist wing apparently drew inspiration and legitimization from publications issued by sources of Hamas-affiliated religious authorities (alomah.net website, October 8, 2023).
The Northern Arena
Lebanon
The situation on the ground
- On October 25, 2023, terrorist operatives in south Lebanon continued sporadic rocket fire targeting IDF border posts. The decrease in activity may be due to the IDF’s intensive activity, which eliminated five terrorist squads during the night (IDF spokesperson, October 26, 2023). Meanwhile, during the past day, Hezbollah claimed responsibility for several guided missile attacks targeting the Hanita post, the Rosh HaNikra post, and an Israeli tank in the Avivim camp (Hezbollah’s combat information Telegram channel, October 25, 2023).
- During the afternoon of October 25, 2023, four rockets were fired at Israel and sirens were sounded in the Kiryat Shemonah area. The rockets fell in an open area; No casualties or damage were reported (IDF spokesman, October 25, 2023).
- During the late evening on October 25, 2023, IDF forces intercepted a surface-to-air missile launched from Lebanon at an IDF remote-controlled aircraft. Aircraft fired at the source of the missile launch in Lebanese territory (IDF website, October 26, 2023).
- The IDF forces continued their activity to eliminate rocket-firing squads, attacking terrorists in the Dovev and Arab al-Aramsheh areas; the squad that launched an anti-tank missile at the Avivim area was also attacked. Meanwhile, Israeli Air Force aircraft attacked Hezbollah military-terrorist targets in Lebanon, destroying a military compound and an observation post (IDF spokesman, October 26, 2023).
Hezbollah fatalities
- Hezbollah reported that three operatives had been killed as “martyrs on the way to Jerusalem.” Hezbollah’s announcement did not specify dates or locations (Hezbollah’s combat information Telegram channel, October 25-26, 2023):
- Mahmoud Ahmed Darwish, aka Abu Ahmed, from Beirut.[3]
- Hossein Muhammad Ali Hariri, aka Salman, from the city of al-Nabatiyeh in south Lebanon.
- Ali Ibrahim Javad, aka Damaa’, from the town of Libaya in the Lebanon Valley.

- On October 25, 2023, Hezbollah published a video with the names and pictures of 44 organization operatives who had been killed in events on the Lebanese border. Of them, 42 were Hezbollah operatives, and two were operatives of “ the organization of Lebanese battalions for resistance to the Israeli occupation,” which is affiliated with Hezbollah, and works alongside it. The deaths of at least seven Palestinian terrorist operatives are known: four PIJ operatives (two from Syria and two from south Lebanon) and three from Hamas. As of October 26, 2023, the total death toll of the terrorist organizations on the Lebanese border is at least 53 operatives.
Opposition to Hezbollah’s activity
- There was criticism of Hezbollah’s activities in south Lebanon among Lebanese Christians:
- Samy Gemayel, the leader of the Phalange Party, stated that Hezbollah’s activities were motivated by Iranian interests. He called for exerting pressure on Iran to free Lebanon from its hegemony, stressing that the role of the international community was to stand with Lebanon’s sovereignty and exert pressure on Iran to stop it from sending money and weapons [to Hezbollah] (Nahar.net, October 25, 2023).
- Samir Geagea, the leader of the Lebanese Forces Party, noted that Nabih Berri, the speaker of the Lebanese Parliament, and Najib Mikati, prime minister of Lebanon’s interim government, had stated several times that Lebanon respected the resolutions of the United Nations and in particular Resolution 1701.[4] Therefore, if they were serious, they should demand that the Lebanese army be deployed in the area of UNIFIL activity and should call on all armed men, whether Lebanese or Palestinian, to withdraw from the area (al-Nahar, October 25, 2023).
- Several cartoons criticizing Hezbollah’s activities were posted on social networks. One of them showed Hassan Nasrallah, the Hezbollah secretary general, draped in an Iranian flag, calling “Death to the tower.” The crowd in front of him chants the call and in the background is the communication tower of an IDF post on the Lebanese border; the towers are regularly attacked by Hezbollah (account Twitter @Bilal_aljaber18, October 25, 2023).

Hamas
- During an interview, Saleh al-‘Arouri, deputy chairman of Hamas’ political bureau, related to Hamas’ cooperation with Hezbollah. He said they held meetings, were in ongoing contact and coordination with all “the resistance forces and with the brothers in Hezbollah, headed by Hassan Nasrallah.” He said Hezbollah was involved in the campaign at all levels, military and political, and was an integral part of it. He added that there were daily clashes in which Hezbollah had incurred fatalities, as did the military wings of Hamas and the PIJ. He stressed it was Hezbollah’s campaign just as it was the campaign of Hamas and the entire Arab and Islamic nation. He added that not all meetings with Hezbollah were public and they were held at all levels. He also noted that they had met with Hassan Nasrallah on the first day of the campaign (al-Manar TV website, October 25, 2023; al-Manar TV Telegram channel, October 25, 2023; Nur Radio website, October 25, 2023).
Lebanese government
- Abdallah Bou Habib, Lebanese foreign minister, met with nine ambassadors to Beirut and told them that Israel had to stop threatening Lebanon. He said a ceasefire was the first step to reduce regional tension and prevent the conflict from spreading (Twitter account of the Lebanese foreign ministry, October 26, 2023).
Syria
- A “Syrian military source” reported an Israeli attack on Aleppo Airport on October 25, 2023, at around 1:25 p.m. The attack was carried out from the Mediterranean Sea west of Latakia. The runways sustained significant damage and the airport was put out of commission (SANA, October 25, 2023). A few hours later, it was reported that activity at the airport resumed after the maintenance crews had finished repairing the damage (al-Madinah radio station, October 26, 2023).
Judea, Samaria, and the Palestinian Authority
Events on the ground
- On the night of October 25, 2023, Israeli security forces carried out counterterrorism activities throughout Judea and Samaria. They detained 68 wanted Palestinians suspected of involvement in terrorist activity, 58 of them Hamas operatives. The detainees included two senior Hamas operatives. Since the beginning of the war in the Gaza Strip, about 1,000 wanted Palestinians have been detained, including 660 Hamas operatives (IDF spokesman, October 26, 2023). The ministry of health in Ramallah reported 102 fatalities in Judea and Samaria since the beginning of the war (Facebook page of the Palestinian ministry of health, October 25, 2023).

- Mass marches and demonstrations were held throughout Judea and Samaria, initiated by the organizations, headed by Fatah. Demonstrators protested the Israeli “aggression” in the Gaza Strip and the detentions in Judea and Samaria. The activities were attended and addressed by district governors or their proxies, secretaries of Fatah branches and members of the PLO’s Executive Committee and Fatah’s Central Committee (Wafa, October 25, 2023).

Palestinian Authority
- Riyadh al-Maliki, PA foreign minister, visited The Hague, where he met with senior officials of the International Criminal Court (ICC), including Karim Khan, the ICC’s chief prosecutor (ICC Twitter account, October 25, 2023). Al-Maliki asked the international institutions to act rapidly “to end the aggression.” He also stressed the need for the ICC to complete its criminal investigation and prosecute the “Israeli war criminals” (Telegram channel of the PA foreign ministry, October 25, 2023).

- During his visit, al-Maliki submitted a second document “regarding the occupation” to the International Court of Justice (ICJ), stressing the importance of the legal process, especially in circumstances in which Israel “violates international law.” He said that according to a memorandum the PA received from the court, the plea phase was scheduled to begin on February 19, 2024. He said representatives of the PA would appear before the court on the specified date (PA foreign ministry Telegram channel, October 25, 2023).
- Muhammad Shalaldeh, PA minister of justice, claimed Israel was violating international human rights agreements and resolutions. He said Israel had imposed a blockade on Gaza, displaced residents and used prohibited weapons during the war in Gaza. He also accused the United States of support for Israel and using its veto in the UN Security Council. He called on the UN to expel Israel because of its actions against the Palestinians (al-Mashhad TV, October 25, 2023).

Iran
- Iranian Foreign Minister Hossein-Amir Abdollahian arrived in New York to participate in the emergency session of the UN General Assembly about developments in the war (Tasnim, October 26, 2023). Upon his arrival in New York, he said that the blind support of the United States and some European countries for Israel was concerning, and that the situation in the region could spiral out of control. He said Iran demanded an immediate end to Israel’s “war crimes and genocide” and the transfer of extensive humanitarian aid to the Gaza Strip. He claimed that in accordance with international law, Hamas had the “right” to fight against the “occupation” (Mehr, October 26, 2023).
- In a speech given in the city of Mashhad, Hossein Salami, commander of the IRGC, warned that if the Israelis entered the Gaza Strip, “they would be swallowed up.” He said that if Israel believed that the Muslims would sit idly by while the “crimes” continued, they were completely mistaken (Tasnim, April 26, 2023).
- In a speech, IRGC spokesman Ramadan Sharif said that the “Zionists” had been defeated by the Palestinians and after 75 years of occupying the land of Palestine, the Palestinian people had achieved a historic victory over its enemies. He congratulated the Palestinians on their success in “breaking the fake Zionist regime” and defeating it with a thousand Palestinian fighters, who managed to advance 40 kilometers deep inside Israeli territory despite the new engineering and technological capabilities installed in the wall Israel built around Gaza. He said Israel relied on three elements in its struggle against the Arabs and Muslims: the security apparatus, which was intended to prevent surprise ,but failed in the Hamas attack; the Israeli army, which was humiliated; and support from the Americans and the British, who now controlled Israel’s war room. He said none of them attached importance to the American aircraft carriers that arrived in the Mediterranean. Sharif addressed Israel’s leaders, saying, “Rest assured that the Palestinian Muslim people will bring you to your knees and persecute you until you are completely annihilated.” He said that even if Israel bombed the entire Gaza Strip, it would not regain its military and security prestige, and if it launched a ground offensive, it would suffer even greater humiliation at the hands of the “resistance” (Tasnim, October 25, 2023).
- On October 25, 2023, The Wall Street Journal reported that hundreds of Hamas fighters had undergone training in Iran in the weeks before the surprise attack on Israel, during which they acquired “special combat skills”. According to the report, based on “sources familiar with intelligence related to the attack,” about 500 Hamas and PIJ operatives participated in the training, which was led by Qods Force officers and in the presence of the commander of the force, Esmail Qaani. According to the report, the training of the terrorists took place in September 2023. American officials told the newspaper that there was no information that Iran held the training camp in specific preparation for the Hamas terrorist attack.
- On October 25, 2023, the Nour News Agency, affiliated with Iran’s Supreme National Security Council, issued a denial of the report in The Wall Street Journal, stating that it was false and had been published to divert attention from the defeat of the “Zionist regime.” It was also noted that the Palestinian resistance was an independent movement supported by the people and had proven its capabilities during the years of struggle against the “Zionist criminals.”
Activity of pro-Iranian militias
- Additional attacks were carried out against United States bases in Syria and Iraq. The Islamic Resistance in Iraq network (a codename for the pro-Iranian militias in Iraq) claimed responsibility for the attacks, including the following (the network’s Telegram channel, October 25 and 26, 2023):
- A UAV attack on the Ain al-Assad base in Iraq.
- Rocket fire at the Kharab al-Jir airbase in Abu Khadr in northeastern Syria.
- The United States Embassy in Kuwait announced that in light of threats by the Alwiyat Al-Waad al-Haq militia, one of the pro-Iranian militias, on October 24, 2023, activity at American bases in the country was reduced to “essential and official events only.” The embassy advised American citizens in Kuwait to “remain vigilant” (Facebook page of the United States Embassy in Kuwait, October 25, 2023).
The Arab Arena
Egypt
- Egyptian President Abdel Fattah el-Sisi held a press conference with French President Emmanuel Macron, where he stressed the importance of acting to stop any ground incursion into the Gaza Strip. He said Egypt was working to ensure the release of the abductees. He also said that Macron understood the danger of uprooting the Palestinians from the Gaza Strip to Egypt, and they agreed that it was something they would not allow. Macron reported that a French aircraft carrying aid for the Gaza Strip would arrive in Egypt and he would send a ship to the coast of the Strip to provide support for civilian hospitals. He also said they would continue to work to restore electricity to hospitals. According to Macron, 31 French citizens have been killed since the beginning of the war (Reuters, October 25, 2023).
Iraq
- According to senior Iraqi government officials, the government initiated contacts with several countries to purchase air defense systems. They claim they are doing so after the United States postponed the supply of air defense systems to Iraq. A “source” in Iraq said that the country feared Israeli attacks on its territory if the current conflict spread and did not want to be a “new version” of Syria when it came to repeated unanswered Israeli strikes. An Iraqi MP confirmed the officials’ statements and said Iraq wanted assistance from Russia and China (al-Araby al-Jadeed, October 25, 2023).
Yemen
- Mahdi al-Mashat, chairman of the Houthi Supreme Political Council, stressed Yemen’s support for the Palestinian issue and the Islamic “resistance” movements. He said “crossing the red lines” required Yemen to fulfill its religious and fundamental duty. He noted they were monitoring the situation closely and would not stand idly by. The council called on all Arab and Islamic countries to unite, take a stand and support the Palestinian people with weapons and money (Telegram channel of the Yemeni presidential office, October 25, 2023).
The International Arena
United Nations Security Council
- The UN Security Council convened to discuss the war in the Gaza Strip. Russia and China vetoed a United States proposal calling for “humanitarian suspensions” and the safe passage of aid into Gaza. Russia’s proposal to reach a “humanitarian ceasefire” also failed after nine countries voted against it (Reuters, October 26, 2023).
- Ismail Haniyeh head of Hamas’ political bureau, issued an announcement praising Russia’s and China’s decision to veto the American proposal. Haniyeh also expressed his appreciation for all the countries that demanded an end to the “aggression in Gaza” (Hamas Telegram channel, October 26, 2023).
United States
- American President Joe Biden noted that there was no returning to the status quo ante between Israel and the Palestinians, and Israel needed to protect its citizens, as well as the residents of Gaza who were victims of the conflict between Israel and Hamas. Biden reiterated his doubt regarding Hamas’ figure for casualties in the explosion at the hospital in the Gaza Strip, stressing that Israel had to abide by international law and extremist settlers who attacked Palestinians had to be arrested.
