Northern Arena, Israeli Casualties, Rocket Fire

Overview[1]
  • The combat arena: The IDF forces continued to expand their activities in the southern and northern Gaza Strip. A senior IDF officer said that in recent days they had detected signs of cracks in the Hamas façade and problems in command and control, especially in the northern Gaza Strip, where mainly small groups of terrorist operatives were fighting without senior command. Cracks were also appearing in the civilian population’s solidarity with Hamas. Palestinian sources reported intense fighting mainly in the Khan Yunis area and in refugee camps in the central Gaza Strip.
  • Meanwhile, the Palestinian terrorist organizations continue attacking Israel with rocket fire, although at a relatively low rate and mainly targeting the cities, towns and villages surrounding the Gaza Strip. On the afternoon of December 11, 2023, at noon, a barrage was launched towards central Israel and the plains west of Jerusalem; buildings and cars were damaged in Holon.
  • According to an unofficial estimate, since October 7 approximately 1,200 Israeli civilians and security personnel have been killed, 433 of them soldiers and officers; 138 civilian and military hostages are still being held by the terrorist organizations in the Gaza Strip, 17 of them women and children; 113 hostages have been returned to Israel.
  • The issue of the hostages: Senior Hamas terrorists continue to stress that the hostages will be released only according to the organization’s terms and Israel will submit to Hamas pressure.
  • The Gaza Strip: Palestinian sources reported that relatively few trucks carrying humanitarian aid and fuel were arriving in the Gaza Strip and their numbers were insufficient.
  • The northern arena: Hezbollah continued attacking Israel. On the morning of December 11, 2023, a large barrage of rockets was launched towards the cities, towns and villages in the Galilee. Hamas claimed responsibility for attacking two posts in the Western Galilee. Meanwhile, Hamas continues developing the “pioneers of Operation al-Aqsa Storm” in Lebanon, whose establishment it announced a few days ago.
  • Judea and Samaria: The Israeli security forces continued their counterterrorism activities.
  • Solidarity with the Gaza Strip: There were strikes in solidarity with the Gaza Strip held in the Palestinian Authority (PA) and Jordan, Lebanon and Turkey.
  • Iran: Senior Iranians continue to call for pressure to be exerted on Israel to stop its attacks in the Gaza Strip, and claim that the Palestinians have the upper hand. The Iranian foreign ministry said Israeli strikes on Iranian targets and forces in Syria would not go unanswered.
The Combat Arena
IDF activity on the ground
  • The IDF forces continued to expand their activities in the Hamas epicenters in the southern and northern Gaza Strip. The IDF identified a pattern of terrorist operations: after preparatory aerial attacks, including heavy attacks before a ground attack on a target, terrorists who survive emerge from the shafts to place IEDs in the tunnels while Hamas surveillance identifies approaching soldiers and activates IEDs near them.
  • A senior IDF officer stated that in recent days they had detected signs of cracks in the Hamas façade and problems in command and control, especially in the northern Gaza Strip, where mostly small squads of terrorist operatives were fighting without senior command. There are also signs that cracks were appearing in the civilian population’s solidarity with Hamas (Israeli  media, December 11, 2023).

  • Among the centers of activity in the Gaza Strip:
    • Khan Yunis: IDF forces are advancing and encountering strong resistance from the operatives of Hamas military-terrorist wing. Ibrahim Qanan, a correspondent for the al-Ghad TV, reported that during the night and morning, IDF forces continued to fire artillery at the eastern Khan Yunis district, including towards Bani Suheila, Abasan, and al-Khiza’a, as well as towards the neighborhood of al-Katiba (north of Khan Yunis), the al-Amal neighborhood (west of Khan Younis) and the center of the city. He reported heavy exchanges of fire between the IDF forces and the “resistance” [terrorist] operatives. The Israeli Air Force continued attacking targets in eastern Khan Yunis. He said IDF tanks were in al-Katiba and al-Mahta (northeast of the city) and it was impossible to enter al-Jalal Street in the center of the city due to exchanges of fire (al-Ghad TV, December 11, 2023).

    • The refugee camps in the central Gaza Strip: According to the correspondent for al-Ghad TV, During the night, Israeli Air Force planes attacked the Nuseirat and al-Maghazi refugee camps in the central Gaza Strip. According to reports dozens of injured people arrived at Shuhadaa al-Aqsa Hospital in Deir Al-Balah (al-Ghad TV, December 11, 2023).
    • The Jabaliya refugee camp: IDF forces located IEDs , Kalashnikov assault rifles and RPGs hidden in UNRWA sacks and bags inside a civilian residence. A truck loaded with long-range rockets was also located near a school. During scans to clear the area of shafts and explosives, the forces located a lathe for the production of weapons and a rocket launch site where about fifty launchers were found, some of which were ready for operation (IDF spokesperson, December 11, 2023). Al-Arabi TV reported on ongoing exchanges of fire in Jabalia as well as IDF attacks in Beit Hanoun and Beit Lahia, using flares to assist its forces in the fighting in this area (al-Arabi YouTube channel, December 11, 2023).

    • Shejaiya: The IDF, guided by intelligence, used fighter jets to eliminate Imad Qariqa, who was recently appointed commander of the Izz al-Din Qassam Brigades’ Shejaiya Battalion after his predecessor was killed in the fighting. He was deputy commander of the Shejaiya Battalion from 2019, and had previously trained anti-tank missile operators in the Gaza City Brigade (IDF spokesperson, December 10, 2023). On the morning of December 11, 2023, IDF forces identified terrorists armed with RPGs. The terrorists were eliminated in an aerial attack (IDF spokesperson, December 11, 2023).

  • Aerial activity: It was reported that since the resumption of hostilities, the Israeli Air Force had attacked more than 3,500 targets in the Gaza Strip, including immediate targets identified by the fighters in the field. Since the beginning of the fighting, more than 22,000 targets have been attacked in the Gaza Strip (IDF spokesperson, December 10, 2023).

  • Rocket fire attacks against Israel continue at a relatively low rate and mainly targets the cities, towns and villages surrounding the Gaza Strip. On the afternoon of December 11, 2023, a barrage was launched towards the center of the country and the plain west of Jerusalem. Buildings and vehicles were damaged in the city of Holon.

Reactions to the fighting
  • Senior terrorist Ghazi Hamad, a member of Hamas’ political bureau in the Gaza Strip, claimed Israel lied about the number of its dead and that unlike Israel, they back up their achievements with videos so that no one had any doubts about them. He claimed the IDF was suffering “very large losses” every day and events on the ground were “a clear and shameful reality for Israel, which has entered a morass from which it will not exit.” He claimed that Hamas and all the Palestinian forces did not know the word “surrender,” but only “resistance” [terrorism], standing firm and victory. He claimed events on the ground “proved” the IDF was losing. He also claimed the United States was complicit in the crime of killing the civilians in the Gaza Strip since it provides weapons to Israel (al-Jazeera Mubasher website, December 11, 2023).

  • According to an unofficial estimate, since October 7 approximately 1,200 Israeli civilians and security personnel have been killed, 433 of them soldiers and officers (105 since the beginning of the ground maneuver on October 27, 2023); 138 civilian and military hostages are still being held by the terrorist organizations in the Gaza Strip, 17 of them women and children; 113 hostages have been returned.
  • The issue of the hostages: In a recorded speech, for the first time since November 23, 2023, senior terrorist Abu Obeida, spokesman for Hamas’ military-terrorist wing, related to the temporary ceasefire between Israel and Hamas. He claimed it proved proved that none of the Israeli hostages had been or would be released except through a prisoner exchange deal, [falsely] adding that they had “proved the good treatment” the hostages received, in contrast to the “sadism” that the Palestinian prisoners experience in Israeli prisons. He said that the government of Israel and the United States (“the Zionists in the White House”) would not be able to release any soldier who was in the hands of Hamas’ military[-terrorist] wing of Hamas, as the failed operation to free the Israeli hostage had proved this (al-Jazeera, December 10, 2023).
  • According to senior Hamas terrorist Ghazi Hamad, Israel says that it will not release this or that group of prisoners, but in the end it surrenders, as was the case with the Gilad Shalit exchange deal. He claimed Israel had set the conditions for the temporary ceasefire, but due to the “determination of the Palestinians,” in that case as well, it had made concessions (al-Jazeera Mubasher website, December 11, 2023).
  • Senior terrorist Zaher Jabarin, who holds the prisoner portfolio in Hamas, said the Israeli hostages held by the “resistance” [Palestinian terrorist organizations] will not be released unless the “aggression” stopped and the Palestinians gained their “freedom and dignity,” guarded the holy sites, and the Palestinian prisoners were released from Israeli jails. He claimed that Israel would not be able to release them by force, only through indirect negotiations with the “resistance” and by surrendering to its demands, which were known to the mediators and were clear and comprehensive (TRT Arab YouTube channel, December 11, 2023).

  • Dr. Ashraf al-Qidra, spokesman for Hamas-controlled the ministry of health in the Gaza Strip reported that as of 3 p.m., December 11, 2027, the number of dead since the beginning of the war stood at more than 18,2050 and the number of wounded at more than 49,645 (al-Arabi YouTube channel, December 11, 2023).

The situation in the Gaza Strip
  • According to reports, due to the expansion of the IDF’s ground activity, residents of the Khan Yunis area continue evacuating to the Rafah area. Aid to the Gaza Strip
  • The Palestinian media reported that despite the worsening humanitarian situation in the Gaza Strip, the number of aid trucks entering through the Rafah crossing was small (Wafa YouTube channel, December 10, 2023).

  • A correspondent from al-Ghad TV reported the activity on the Egyptian side of the Rafah crossing. He said the crossing continued operating around the clock and the Egyptians currently had no intention of stopping its activities. He noted that since November 1, 2023, 700 wounded Palestinians had left the Strip. He said that so far over 3,000 tons of medical equipment and food and over 2,000 liters of fuel have been brought into the Strip through the crossing (al-Ghad TV, December 10, 2023).

The Northern Arena
Hezbollah attacks
  • During the past day, Hezbollah continued attacking IDF positions, concentrations of forces on the northern border and civilian targets, claiming responsibility for seven attacks. Hezbollah claimed to have fired artillery and launched Burkan rockets (Hezbollah’s combat information wing Telegram channel, December 10, 2023).
  • Hamas’ military-terrorist wing claimed responsibility for rocket attacks targeting IDF military posts at Liman and Khirbet Maar in the western Galilee (Izz al-Din Qassam Brigades Telegram channel, December 10, 2023).
  • On the morning of December 11, 2023, more than ten rocket launches from Lebanese territory attacked the Galilee, six of which were successfully intercepted by the air defense fighters. IDF forces responded with artillery fire targeting the sources of the launches (IDF spokesperson, December 11, 2023).
  • In response to Hezbollah’s attacks, IDF tanks and fighter jets attacked Hezbollah terrorist facilities in south Lebanon. Among the targets were was Hezbollah’s military headquarters, the organization’s launchers and military compounds. IDF forces also attacked squads about to launch anti-tank missiles (IDF spokesperson, December 10, 2023).

  • According to reports, a residence on the outskirts of Aitaroun in south Lebanon was hit in an Israeli attack and two people were injured (al-Akhbar X account, December 10, 2023) The Lebanese News Agency stated that the Israeli airstrike destroyed an entire neighborhood in the town of Aitaroun (Lebanese News Agency, December 10, 2023 ).
  • Al-Akhbar, which is affiliated with Hezbollah, stated that Hezbollah considers any movement, whether civilian or military, up to three kilometers inside Israel, as a legitimate target for attack [sic]. That was Hezbollah’s response to a message UNIFIL officials conveyed from Israel to Hezbollah, according to which Israel considers any movement in the border area, up to three kilometers deep in Lebanon, whether civilian or military, to be a legitimate target for its forces (al-Akhbar, December 11, 2023).

  • Hassan Ali Dakdouk, one of the dead whose death was reported by Hezbollah on December 9, 2023, was killed in an Israeli attack on vehicles in the al-Quneitra area in Syria on December 8, 2023. He was the son of a senior Hezbollah terrorist Musa Ali Dakdouk (IMLebanon, December 9, 2023). Terrorist operatives Ali Idris Salman and Hossein Assam Tahe were killed along with him.

  • Hassan Fadlallah, a member of the Hezbollah faction in the Lebanese parliament, came to Aita al-Sha’ab to attend Ali Dakdouk’s funeral. He said that Israel’s only solution was to stop the “aggression” against the Gaza Strip. He claimed all Israel’s threats would not affect Lebanon’s will. He also claimed that Israel would achieve nothing in the Gaza Strip and it would not succeed in implementing its plans in Lebanon (NN Agency, December 10, 2023).
Hezbollah
  • According to reports on December 9, 2023, at 5 a.m. an IED attached to the gate of the house of Hassan Ahmed Muhsen was detonated, killing him. He lived in the town of ‘Aitit, about nine kilometers southeast of Tyre. According to the Lebanese state security, he was wanted and arrest warrants had been issued for him on charges of shooting and throwing hand grenades at a security force patrol. Two security personnel were injured in the explosion. Muhsen, a former Hezbollah operative, published dozens of videos in which he attacked Hezbollah and burned pictures of Hezbollah secretary general Hassan Nasrallah, as well as of Ali Khamenei, the supreme leader of Iran, because his rights as a wounded operative had been denied after he had fought in the ranks of the organization (Janoubia, December 9, 2023).

UNIFIL
  • After UNIFIL’s declaration that a control tower of the force located in the al-Hiyam area where the Spanish battalion is deployed, was hit and damaged, UNIFIL issued a statement saying that any attack against UNIFIL posts and any attack emanating from the post areas beyond the border was unacceptable to them. It was also stated that attacks against civilians and UN personnel violated international law and that all sides had to protect the peacekeepers and refrain from harming those working to restore stability, as the objective of the force was to prevent escalation and protect the lives of civilians (UNIFIL Telegram channel, December 10, 2023).
Hamas in Lebanon
  • Palestinian sources reported that Hamas had taken the second step in establishing the “Pioneers of Operation al-Aqsa Storm” organization, which it announced on December 4, 2023: for four consecutive days (December 7-10, 2023), it registered volunteers for the organization at three centers in the Ein al-Hilweh refugee camp for two hours every day (al-Nashra website, December 10, 2023; mrym_aljr X account, December 7, 2023).

The Lebanese government
  • Lebanese Foreign Minister Abdallah Bou Habib said the French delegation that visited Lebanon had informed the Lebanese government that the circumstances today were not the same as they were before October 7, and stressed that Resolution 1701 had to be implemented. According to him, they stressed Lebanon’s willingness to commit to the resolution. Bou Habib also noted that they were prepared to increase the number of Lebanese army soldiers stationed in south Lebanon, but the presence of international forces would not change and might even be reduced (al-Jadeed, December 10, 2023).
Syria
  • According to a Syrian military source, on December 10, 2023, at around 11:05 p.m., Israel carried out a missile attack from the direction of the Golan Heights towards the Damascus area. The Syrian air defense systems reportedly responded to the missile fire and shot down some of them, with only material damage being caused (SANA, December 10, 2023). It was reported that the Israeli attack was against positions near al-Sayyida Zaynab, south of Damascus, and that five military personnel and three civilians had been wounded. It was also reported that missiles had been fired at a post on the outskirts of Khader (about 4 kilometers east of Majdal Shams) (Syrian Observatory for Human Rights, December 11, 2023).

Judea and Samaria
Preventive and counterterrorism activities
  • The Israeli security forces continued their counterterrorism activities throughout Judea and Samaria. During the past day, 18 wanted Palestinians were detained, five of them Hamas operatives. Since the beginning of the war in the Gaza Strip, about 2,200 wanted Palestinians have been detained, about 1,190 of them Hamas operatives (IDF spokesperson’s Telegram channel, December 11, 2023).
  • On December 11, 2023, IDF forces operated in the Hebron area. In the village of Beit Ula (northwest of Hebron), the forces sealed a building belonging to a charitable association affiliated with Hamas and seized funds intended to finance terrorist activity. In Dura, the forces found and seized a gun. In Tarqumiyah, an improvised Carlo machine gun was found and seized (IDF spokesperson’s Telegram channel, December 11, 2023).
  • Operating in the Balata refugee camp in Nablus, IDF forces and heavy engineering vehicles removed roadblocks and IEDs. Two wanted Palestinians were detained, and weapons parts and ammunition were found (IDF spokesperson’s Telegram channel, December 11, 2023).

Support for the Gaza Strip
  • Following Palestinian calls for a comprehensive strike in support and solidarity with the Palestinians and opposition to “Israel’s crimes,” a strike began in the PA territories, including the shutdown of universities, banks, shops, factories and public transportation (Wafa, December 11, 2023).

Palestinian Authority (PA)
  • PA Prime Minister Muhammad Shtayyeh met on the sidelines of the Doha Forum with Mohammed bin Abdulrahman Al Thani, Qatar’s prime minister and foreign minister. Shtayyeh expressed his great appreciation for Qatar’s humanitarian aid to the Gaza Strip, called for an end to the war, international action to find a political solution and establish a Palestinian state. He also thanked his counterpart for Qatar’s willingness to take in 1,500 wounded from the Gaza Strip and hospitalize them in Qatar. During his stay in Qatar, Shtayyeh visited wounded Gazans hospitalized there (Wafa, December 10, 2023).

Iran
  • Hossein Amir Abdollahian, Iranian foreign minister, sent a communiqué to EU foreign policy chief Josep Borrell, calling on him to take more effective steps to stop Israel’s attacks on Gaza and end the occupation. He stressed the need for EU support for a ceasefire in the Gaza Strip and thanked Borrell for his statements regarding the need for a ceasefire and condemning “acts of violence by Zionist settlers in the West Bank.” Abdollahian also spoke by phone with Isiaka Abdulqadir Imam, secretary-general of the D-8 Organization for Economic Cooperation between Developing Countries. He thanked him for the organization’s support for the rights of the Palestinian people and the people of Gaza, and called on the organization to exert pressure on Israel to stop its attacks in Gaza (Mehr, December 10, 2023).
  • Nasser Kanani, spokesman for the Iranian foreign ministry, said at his weekly press conference that Israel’s attacks on Iranian targets and forces in Syria would not go unanswered. He also condemned the American veto in the UN Security Council on the ceasefire in the Gaza Strip, saying that it proved the United States’ complicity in the “crimes of the Zionist regime” and the failure of the Security Council to fulfill its responsibility in maintaining international peace and security. He noted that Iran continued its diplomatic efforts to promote a ceasefire in the Gaza Strip (Tasnim, December 11, 2023). 
  • Mohammad Baqer Qalibaf, speaker of the Iranian parliament (Majles), said at the opening of the Majles session that the main cause of the “genocide in Gaza” was the military, media, and diplomatic support of the United States for the “Zionist regime.” He noted that the events of recent days had proved that the residents of the Gaza Strip were the real victors on the battlefield and that no action could cover up Israel’s great defeat on October 7. He added that Muslims and freedom seekers around the world expected their governments not to allow unjust institutions such as the UN Security Council to allow Israel to continue its genocide. He called on the government to ensure the implementation of the law supporting the Palestinians, which prohibited the import of goods from companies affiliated with Israel (Mehr, December 11, 2023).
  • Habibollah Sayyari, deputy chief of the Iranian army for coordination, said in an interview that Israel’s activity in the Gaza Strip showed its weakness, decay and disintegration. He said that if Israel wanted to fight hard, it would not fight against women, children and hospitals. He added that without the support of the United States and European countries, the “Zionist regime” would not exist today (Mehr News Agency, December 11, 2023).
Yemen
  • According to a source in the Houthis’ political bureau, they forced a ship en route to Israel to turn back and prevented it from crossing the Red Sea. He also said the ship had been warned and a UAV had been launched in its direction until it was forced to turn back (the Houthi political bureau Telegram channel, December 11, 2023).
  • American Secretary of State Antony Blinken said in an interview that although the Houthis claimed that their attacks were directed against Israel, in practice, many ships of other countries were vulnerable. He noted that sanctions had been imposed to undermine the funding received by the Houthis, and did not rule out future military action against them (ABC, December 10, 2023).
The Arab Arena
Qatar
  • The spokesman for the Qatari foreign ministry met with an American delegation in Doha, which included several former American officials as well as thinkers and experts, to discuss Qatari mediation between Israel and Hamas and other regional issues (Qatari foreign ministry X account, December 11, 2023).
  • Russian Foreign Minister Sergei Lavrov said during the Doha Forum that the Hamas attack on Israel did not happen in a vacuum. He also said it was unacceptable to use the terrorist campaign against Israel to justify collective punishment of the Palestinians. He further noted that they had been telling Israel for many years that that the single dangerous factor in the Middle East was the unresolved status of the Palestinian state (Reuters, December 10, 2023).
  • Mohammed bin Abdulrahman, Qatari prime minister and foreign minister, held meetings on the sidelines of the Doha Forum with Muhammad Shtayyeh, PA prime minister, with Bisher al-Khasawneh, prime minister of Jordan, and with Philippe Lazzarini, UNRWA Commissioner-General, to discuss bilateral relations and the latest developments in the Gaza Strip and the Palestinian territories, as well as ways to de-escalate the situation and reach a ceasefire. He stressed that Qatar continued to work together with other elements to reach a truce that would lead to a permanent ceasefire (Abdulrahman’s X account, December 10, 2023).
Solidarity strike in the Gaza Strip
  • Many businesses in Jordan reportedly declared a strike as part of an international campaign calling for an immediate ceasefire in the Gaza Strip (Jordanian al-Mamlaka TV, December 11, 2023). Some of the businesses in Turkey were also reportedly closed (Esralshikh X account, December 11, 2023).

  • Mahmoud Mekkiya, secretary general of Lebanon’s council of ministers, announced that Najib Mikati, the interim prime minister, had decided to shut down all public administration bodies, public institutions and municipalities today. This was in response to the global call for the Gaza Strip and in solidarity with the Palestinian people and families in the Gaza Strip and villages along the Lebanese border (al-Nashra, December 11, 2023).
The International Arena
European Union
  • The foreign ministers of Italy, France and Germany sent a communiqué to Josep Borrell, EU foreign minister, calling for special sanctions on Hamas and its supporters, to send a strong message reflecting the EU’s commitment to act against Hamas as well as solidarity with Israel (Reuters, December 11, 2023).
