- On March 28, 2024, ISIS’ al-Furqan Media Foundation released a recording of ISIS spokesman Abu Hudhaifa al-Ansari, entitled “Allah will complete that,”[1] in which he praises the terrorist attack carried out by ISIS in Moscow on march 22, 2024.[2] He calls on Muslims around the world to carry out lone-wolf attacks against Christians and Jews, especially in the United States, Europe , and Israel, with an emphasis on Jerusalem and inside Israel (within the 1948 borders) (Telegram, March 28, 2024).

- The war in the Gaza Strip: The spokesman addresses Muslims everywhere, noting that what is happening today to Muslims in the Gaza Strip has happened dozens of times worse in Syria and Iraq, Libya, Sinai, and Yemen, and continues to happen in Burma, India, China and elsewhere. According to him, all the tragedies experienced by Muslims in the world are common to all Muslims, constituting one wound of the entire Islamic nation. He notes that the solution to the problems of all Muslims is through fighting the infidels and unity under the banner of Islam, one leader, and Islamic law (Sharia). - Marking the 10th anniversary of the establishment of ISIS’ Caliphate in Syria and Iraq and its consequences: The spokesman notes that ISIS’ Islamic Caliphate, declared a decade ago in the month of Ramadan (June 2014), was a notable moment in implementing the religion of Allah and fighting the infidels. The Caliphate led to hostility and an all-out global war against it, in which Europeans, Persians, Russians, and Jews united against it. It changed the world order led by infidel regimes, and the international coalition did not achieve what it wanted, since during the fighting, it was greatly weakened and reached the point where it was suffering from an “intra-Crusader war” (referring to the war in Ukraine and the tensions between the United States and Russia), exhausted and defeated, while ISIS’ influence spread throughout the world.
- Words of encouragement and praise for the organization’s operatives around the world: The spokesman praises the organization’s operatives and supporters all over the world. He notes that the greatest commandment during the month of Ramadan is jihad. He calls on the operatives to be patient and maintain their faith in Allah, be united, and obey their commanders. He calls on ISIS operatives in Africa in the provinces of Mozambique, Central Africa, West Africa, and the Sahel to continue targeting Christians and spreading Islamic preaching among the local populations. In addition, he praises the organization’s operatives in Afghanistan for attacking Americans, Russians, Shiites (Hazara in Afghanistan and Shiites in Iran), Sikhs and Hindus, and congratulates the perpetrators of the attack in Kerman, Iran (January 3, 2024),[4] and the perpetrators of the attack in Russia (March 22, 2024). He also congratulates ISIS operatives in the Philippines for turning the southern Philippines into a center of attacks against the central government. He also commends ISIS operatives in Somalia, Syria, and Iraq.
- Call on young Muslims around the world to emigrate and join the various arenas of jihad: Young Muslims must emigrate to the various arenas of jihad to help their Muslim brothers and establish Islamic sovereignty. He notes it is a religious obligation during the current times and the order of the day, “so that you will have a part in assisting your religion and restoring the honor of your nation since there is neither glory nor sovereignty for Muslims without jihad.”
- Conveying messages from ISIS’ leader: Finally, Abu Hudhaifa al-Ansari conveys messages on behalf of the organization’s leader, Abu Hafs al-Hashimi al-Qurashi, including statements of support for the organization’s prisoners and a call on the organization’s operatives and supporters to release the prisoners in fighting against the al-Hol camp, controlled by the Kurds in northeastern Syria. He sends a message to the Christians, Jews, and “infidels everywhere,” and especially to the United States, saying they have achieved nothing in their war against the organization, but have been exhausted and weakened by it, and that the next war will be a face-to-face war between Muslims and infidels until the victory of Islam, as promised to the Muslims by Allah.
[1] Taken from an Islamic tradition (hadith) according to which the first Muslims turned to the Prophet of Islam, Muhammad, and complained about the suffering that the infidel sons of Quraysh were causing them. After hearing their complaints, Muhammad prayed to Allah to complete the spread of faith in Him.
[2] Terrorist attack at the Crocus City Hall concert complex in Krasnogorsk, Moscow Region. At least 147 people were killed in the attack and about 200 were wounded. At the end of an extensive manhunt for the terrorists, 11 suspects were detained, four of whom allegedly carried out the attack by shooting, stabbing with a knife, detonating IEDs and setting the place on fire.
