Events of the third Friday of the "great return march" were less intense and there were fewer casualties than on the two previous Fridays. Judea and Samaria were relatively quiet. The commission for detainees and ex-detainees affairs held a press conference to launch Palestinian Prisoners' Day, 2018 (held every year on March 17). The Arab League held a summit meeting in Saudi Arabia. Mahmoud Abbas gave a speech in which he claimed that east Jerusalem "has been and will eternally remain the capital of the state of Palestine

On March 30, 2018, Gazans began the events of the "great return march." In Judea, Samaria and Jerusalem there were limited protests and riots despite Land Day and the "great return march." In popular terrorism as well there was no exceptional escalation caused by the events in the Gaza Strip

Terror funding by the Palestinian Authority: Mahmoud Abbas recently approved the budget for 2018, about 7% of which is devoted to assisting prisoners, released terrorists, and families of shahids

In its 2018 budget, the PA allocated around NIS 1.28 billion (around USD 360 million), approximately 7% of the budget, to two institutions that assist terrorists imprisoned in Israel, released terrorists, and families of shahids.

Mahmoud Abbas and senior Fatah figures held a reception for a Fatah terrorist operative released after serving 20 years in prison for killing an Israeli on Hagai Street in the Old City of Jerusalem

On March 14, 2018, a few days before the lethal stabbing attack carried out on Hagai Street in the Old City of Jerusalem (see Appendix), Mahmoud Abbas hosted a festive reception in his office in Ramallah for Rajaa'i Abd al-Karim Hadad. Hadad is a Fatah operative who served a twenty-year prison term in Israel for his participation in a shooting attack carried out on Hagai Street in 1997.

News of Terrorism and the Israeli-Palestinian Conflict (March 21 – 27, 2018)

Palestinians in the Gaza Strip are carrying out intensive preparations for the "great return march." During preparations for the "great return march" Hamas has allowed a controlled increase in tension with Israel. On March 25-26, 2018 Hamas' military wing held a broad exercise in the Gaza Strip. In ITIC assessment, the exercise was held to send a message of deterrence to Israel, saying that Hamas was prepared for escalation that might occur during the "great return march."

This past week two deadly terrorist attacks were carried out killing a civilian and two IDF soldiers. In the northern Gaza Strip a number of IEDs exploded near the border security fence. Preparations continue for the "great return march.
