On November 17, 2020, Hussein al-Sheikh, head of the PA General Authority of Civil Affairs and member of Fatah's Central Committee, as well as a close associate of Mahmoud Abbas, announced the resumption of ties between the PA and Israel in their previous format. From the PA’s perspective, one of the key issues in the resumption of ties with Israel is the renewal of the transfer of the tax revenue funds that Israel collects for the Palestinian Authority.

Renewal of Israel-Palestinian Authority Civilian and Security Coordination

On November 17, 2020, Hussein al-Sheikh, a close associate of Mahmoud Abbas, announced that relations between the Palestinian Authority (PA) and Israel would return to the status quo ante, i.e., the renewal of civilian and security coordination with Israel before May 19, 2020 (when Mahmoud Abbas announced the cessation of coordination). During a television interview he called the renewal of relations a victory for the Palestinian people because Israel, he claimed, recognized agreements signed with the PLO, meaning that [the Trump] "deal of the century" was no longer on the agenda.

In the Gaza Strip the sharp rise in Covid-19 cases continues. In Judea and Samaria as well, the sharp rise in Covid-19 cases continues, with 7,843 active cases. This past week two rockets were fired at the southern Israeli coastal city of Ashqelon. In Judea and Samaria Palestinians continued throwing stones and Molotov cocktails at Israeli vehicles. The most prominent political event this past week was the announcement made by Hussein al-Sheikh, a close associate of Mahmoud Abbas, of the Palestinian Authority's renewal of civilian and security coordination with Israel, returning to the status quo ante of May 19, 2020.

The Spread of Covid-19 in Judea and Samaria (Updated to November 23, 2020)

In the Gaza Strip the sharp rise in the number of active Covid-19 cases continues. The Hamas administration continues to combat the spread of the virus by increasing the severity of preventive measures and escalating punishments. Hamas spokesmen blame Israel for making it difficult to deliver medical equipment and drugs to the Gaza Strip. In Judea and Samaria as well the sharp rise in the number of active Covid-19 cases continues. Despite the sharp rise in coronavirus infection and the increasing severity of preventive measures, the mass violations of health orders continue.

Sharp rise of Covid-19 cases in Judea and Samaria increases risk of mutual Israeli Arab-Palestinian population infection

In Judea and Samaria cases of Covid-19 have recently spiked. According to the Palestinian ministry of health in Ramallah, the number of active cases currently stands at 4,897 (November 16, 2020). However, according to Mai al-Kayla, Palestinian Authority (PA) minister of health, the actual number is three times higher than what is reported in the media. The extent of infection in Judea and Samaria and the lack of the effective enforcement of public health guidelines increase the risk of the mutual infection between Israeli Arabs (whose rate of infection is relatively higher than other sectors of the Israeli population) and the Palestinian population.

In the Gaza Strip, Judea and Samaria the number of Covid-19 cases continues to rise. On November 15, 2020, two rockets were fired from the Gaza Strip. Sirens were sounded in the southern Israeli city of Ashdod and along the coastal plain. In Judea and Samaria no significant terrorist attacks were carried out this past week. In Gaza a ceremony was held to mark the anniversaries of the deaths of Bahaa Abu al-Atta and Iyad Sawalha, both senior Palestinian Islamic Jihad (PIJ) terrorist operatives
