Judea and Samaria: This past week Palestinians continued throwing rocks and Molotov cocktails, mainly at Israeli vehicles driving on the roads. Israeli President Isaac Herzog visited the Jewish settlement in Hebron. Gaza Strip: For the first time since Operation Guardian of the Walls in May 2021, an arrangement has been reached and it will now be possible to use the funds donated by Qatar to pay Hamas employees in the Gaza Strip. Hamas' military-terrorist wing outlawed in Britain: The British Parliament designated Hamas' political bureau as a terrorist organization. The Palestinian Authority (PA): Mahmoud Abbas visited several countries where he met with heads of state.

Hamas encouragement for terrorist attacks in Judea and Samaria

On November 21, 2021, Fadi Abu Shekhidam, a lone wolf terrorist known as a Hamas activist, carried out a shooting attack near the Temple Mount, killing one Israeli and wounding four. Hamas rushed to praise him and even claimed he was a high-ranking operative in the organization. Hamas also claimed the 16 year-old Palestinian from Issawiya in east Jerusalem who carried out stabbing attack in Jerusalem was a Hamas operative. However, Hamas did not claim responsibility for either attack.

News of Terrorism and the Israeli-Palestinian Conflict (Novemeber 17-23, 2021)

Terrorist attacks in Judea and Samaria: This past week there were three terrorist attacks, two in the Old City of Jerusalem near the Temple Mount and one in Jaffa. Hamas network in Judea and Samaria: The Israeli security forces exposed a large network of Hamas terrorist operatives in Judea and Samaria planning to carry out attacks, including attacks inside Israeli territory. Britain moves to outlaw Hamas: British Home Secretary Priti Patel proposed outlawing Hamas' political bureau, leading to a wave of angry Palestinian reactions, mainly from Hamas, which criticized British foreign policy and said the organization would continue its "resistance" activities [i.e., violence and terrorism], including armed "resistance."

Judea and Samaria: This past week Palestinians continued throwing rocks and Molotov cocktails at Israeli vehicles driving on the roads. The Palestinian Authority (PA): In preparation for the Ad Hoc Liaison Committee (AHLC) meeting to be held in Oslo on November 17, 2021, the PA government repeatedly complained about the financial hardships threatening to stop its continued functioning unless it receives international aid. The Gaza Strip: Hamas marked the 9th anniversary of Operation Pillar of Defense, which was initiated by the targeted killing of Ahmed Jaabari, commander of its military-terrorist wing. The coronavirus: The number of active cases continues declining in Judea, Samaria and the Gaza Strip.

News of Terrorism and the Israeli-Palestinian Conflict (November 3 – 9, 2021)

Judea and Samaria: This past week there were several attempted terrorist attacks. The most serious was a shooting attack targeting an IDF post near Ramallah on November 5, 2021. The shooter escaped. The Gaza Strip: The IDF's aerial defense unit intercepted a UAV launched by Hamas which approached the Gaza maritime zone. The Palestinian Authority (PA): The commander of the IDF Central Command signed an order outlawing five of the six Palestinian NGOs designated by Israeli Defense Minister Benny Gantz as terrorist organizations. The coronavirus: The number of active coronavirus cases continues to decline in Judea, Samaria and the Gaza Strip.

Palestinian reactions to Israel’s decision to outlaw organizations affiliated with the Popular Front for the Liberation of Palestine (PFLP)

On October 22, 2021, Israeli Defense Minister Benny Gantz issued an order designating six Palestinian social-civilian organizations (NGOs) as terrorist organizations. The order permits the legal confiscation of the organizations' assets and the legal sanctions to be imposed on anyone participating in their activities.
