Spotlight on Terrorism and the Israeli-Palestinian Conflict (August 2-8, 2023)

This past week Palestinians carried out four terrorist attacks: three shootings (in Tel Aviv, at the Hamra Junction in the Jordan Valley and in Ma'ale Adumim) and a stabbing south of Hebron. A municipal security patrol officer was killed in the shooting in Tel Aviv. Israeli security forces continued their counterterrorism activities, focusing on the Nur al-Shams refugee camp in Tulkarm and the Jenin area. The Gaza Strip remains relatively quiet. Thanks to funding from Qatar, this past week the fourth turbine was activated at the power plant that supplies electricity, increasing the hours of electricity in several areas. Mahmoud Abbas arrived in Jordan at the head of a delegation of senior Palestinian Authority (PA) figures and met with King Abdallah of Jordan.

Spotlight on Terrorism and the Israeli-Palestinian Conflict (July 26 – August 1, 2023)

This past week Palestinians carried out two terrorist attacks: a vehicular ramming and a shooting, both targeting IDF forces. On July 27, 2023, the Hamas-affiliated [Yahya] al-Ayash Battalion announced it had fired a rocket at Ram-Ohn, a moshav south of the northern city of Afula. Israeli security forces and demolitions experts searched the area and located the remains of an improvised rocket which landed in Palestinian territory. It was the sixth time since May 2023 the al-Ayash Battalion has launched rockets at Israel and the fifth time rocket remains have been found.[1] Two Palestinians were killed in clashes with Israeli security forces.The Palestinian Authority's (PA) security forces continued their countermeasures and prevention activities, mainly in the Jenin area.The Gaza Strip remained relatively calm. ael.A summit meeting of the Palestinian organizations' leadership, initiated by Mahmoud Abbas, was held in el-Alamein, in northern Egypt; the PIJ was not represented.

Israel’s legal reforms continue to be of interest to the Palestinians, Hezbollah and Iran, who perceive the country as weakened

The Palestinians and Hezbollah continue to monitor and extensively report on the protests in Israel following the ongoing promotion of legal reforms in Israel and the reversal of the "reasonableness doctrine . In Iran and Arab world there has been a recent decline in interest in events in Israel. Special attention has been paid to the declarations of reserve soldiers. In Arab-Muslim perception, the events indicate that Israel is militarily weak, has lost its deterrence and the rift in Israeli society is widening, all giving them an opportunity to attack Israel. Some of the reports were based on Israeli media coverage. Others related to the possibility that Israel was liable to take advantage of the situation vis-à-vis the Palestinians and toughen its policy towards them, or initiate military action against its opponents to unite the Israeli public and end the protests.

Israel attacked by rockets fired from Judea and Samaria: analysis and significance

On July 27, 2023 the Telegram channel of the Hamas-affiliated al-Ayash Battalion announced its operatives had fired a Qassam 1 rocket from the Jenin area at Ram-Ohn, an Israeli moshav 8 km (5 miles) south of the northern Israeli city of Afula. Following the publication of the video, Israeli security forces and demolitions experts searched the area and located the remains of an improvised rocket which had fallen in Palestinian territory Since May 2023, it was the sixth al-Ayash Battalion claim of responsibility for firing rockets at Israel and the fifth time rocket remains have been found. So far the rockets have not caused damage and the attacks have been used to make propaganda capital. For many years, the terrorist organizations, especially Hamas and the Palestinian Islamic Jihad (PIJ), have been trying to copy Gaza's tactics in Judea and Samaria, aspiring to establish similar rocket capabilities. So far, the improvised rockets appear relatively primitive and have limited capabilities.

Spotlight on Terrorism and the Israeli-Palestinian Conflict (July 19-25, 2023)

This past week Palestinians carried out five terrorist attacks: two shooting attacks; two stabbing attacks and a vehicular ramming attack. A stabbing attack was prevented near Kiryat Arba. IDF forces continued counterterrorism activities, focusing mainly on the Nur al-Shams refugee camp in Tulkarm, where IEDs ready for detonation were seized. Two Palestinians were killed in clashes with Israeli security forces.In preparation for Tisha b'Av, Hamas called on the Palestinian public to "resist" the plan of Jewish worshipers to enter the Temple Mount.The Gaza Strip remains relatively quiet. The Palestinians terrorist organizations continued improving their rocket capabilities. Preparations continued for the meeting of the leadership of the Palestinian organizations expected in Cairo at the end of July 2023. Mahmoud Abbas arrived in Turkey for an official visit, heading a delegation of senior PA officials, for meetings with the Turkish and other government officials.

The Palestinian Authority attempts to restore its system of governance

The Israeli most recent security force activity in Jenin at the beginning of July 2023 was a major operation conducted to prevent the continuation of the anti-Israel terrorism which began in March-April 2022, when Jenin and its refugee camp became a focus for terrorist attacks carried out in Judea, Samaria and even inside Israel. About two weeks after the operation, as part of the efforts to restore governance PA chairman Mahmoud Abbas paid an official, media-covered visit to the city and its refugee camp, the first in 12 years. In the meantime, the PA's security forces were deployed to the area and began detaining wanted, armed Palestinians. One of the most critical tests currently facing the PA is restoring its governance to the Jenin region. For the time being, the security forces operate in the city, but the real test will be when they try to enter the refugee camp to disarm terrorist operatives.
