IDF forces continued operations within the Yellow Line in the Gaza Strip, destroying terrorist infrastructure and eliminating terrorists who posed a threat, including those involved in the October 7, 2023 attack and massacre. The son of the Khalil al-Hayya, head of Hamas' political bureau in the Gaza Strip, was killed in an attack in Gaza City; Hamas continued to accuse Israel of preventing the transition to the second stage of the ceasefire agreement while refusing to comply with the demand to disarm. Hamas downplayed the importance of Israeli threats to renew the fighting, but said the Palestinians would "defend themselves" if attacked; Reportedly, 5,000 Palestinian policemen will undergo Israeli security screening and deploy under the supervision of the committee for managing the Gaza Strip; There has reportedly been a sharp decline in the flow of international aid to the Gaza Strip since the halt of the war against Iran; Hamas continued strengthening its civilian rule in the Strip, with increased "security" activity against "collaborators" and militias supported by Israel; According to reports, another international flotilla which was supposed to leave Turkey for the Gaza Strip was postponed after a request from the United States because of concern over a violent confrontation; Hamas is preparing to select the new head of the political bureau in a contest between Khalil al-Hayya and Khaled Mashal; The Israeli security forces continued counterterrorism activity in Judea and Samaria. A terrorist was shot and killed after shooting at the forces in the Qalandia refugee camp; there were no casualties; A court in Ramallah overturned the decision of the Palestinian minister of finance to stop payments to a Palestinian prisoner incarcerated in Israel.

Spotlight on Terrorism and the Israeli-Palestinian Conflict (April 28 – May 5, 2026)

IDF forces continued operating within the Yellow Line and eliminated terrorists who posed a threat, among them the head of the operations department in Hamas' military intelligence headquarters who helped orchestrate the October 7, 2023, terrorist attack and massacre; The mediators delivered to Israel and Hamas a 15-part document proposing a phased implementation of the second stage of the ceasefire agreement. It included disarming under the supervision of a national and international committee, a gradual Israeli withdrawal from the Gaza Strip and the reconstruction of areas which had been disarmed. Hamas and the other Palestinian terrorist organizations demanded full implementation of the first stage by Israel and the dismantling of militias supported by Israel before moving to the second stage. Gazans called on Hamas to consider the proposal for disarmament lest the war be renewed; Hamas continued to claim damage to the public health system in the Gaza Strip, high levels of unemployment, poverty and almost complete dependence on humanitarian aid. A commander of an Israeli-supported militia claimed that they had taken control of 11% of the areas held by Hamas; The IDF halted more than 20 boats which participated in the Global Resilience Flotilla to the Gaza Strip, and two of the organizers were brought to Israel on suspicion of ties with Hamas. Hamas and the Palestinian Islamic Jihad claimed it was "piracy on the high seas" targeting "solidarity activists."; Hamas renewed the election for a new head of the movement's political bureau in a race between Khalil al-Hayya and Khaled Mashaal; Israeli security forces continued counterterrorism activity in Judea and Samaria and located weapons, ready-to-use explosive devices and drones. Two soldiers were stabנed and wounded in the village of Silwad, one terrorist was killed.

Spotlight on Terrorism and the Israeli-Palestinian Conflict (April 14 – 28, 2026)

IDF forces continued operations to locate terrorist operatives and destroy weapons and terrorist infrastructure within the Yellow Line in the Gaza Strip. Operatives who violated the ceasefire and planned terrorist attacks were eliminated, including those involved in the October 7, 2023 attack and massacre; Direct talks were held between Hamas representatives and representatives of the American administration for the first time since the ceasefire. The Board of Peace high commissioner, Nikolai Mladenov, said an agreement could be reached for disarming Hamas, but warned that swift understandings were required to maintain momentum; Hamas rejected statements by the IDF and the American vice president regarding an increase in aid to the Strip, and alleged that Israel still restricted the entry of food, medicine and fuel; A slate affiliated with Fatah won the local elections in Deir al-Balah, the first time since 2006. Hamas police and hundreds of Hamas government officials were involved in organizing and securing the voting; Clashes took place between Hamas security forces and opposing militias; There were two stabbing attacks in Judea and Samaria; no casualties were reported. Israeli security forces located a cache of explosive devices in a school in the Hebron area; Settler terrorism continued in Judea and Samaria.

Spotlight on Terrorism and the Israeli-Palestinian Conflict (March 30 – April 14, 2026)

The IDF forces continued operations to locate terrorists and destroy weapons and infrastructure within the Yellow Line in the Gaza Strip. Terrorists who violated the ceasefire and planned terrorist attacks were eliminated, among them an al-Jazeera correspondent who belonged to Hamas' military wing and operatives involved in the October 7, 2023 terrorist attack and massacre. Hamas accused Israel of targeting police checkpoints and security forces; A Hamas delegation held meetings in Cairo with the mediators, the Palestinian terrorist organizations and the Board of Peace high commissioner, Nikolay Mladenov. Hamas opposed beginning disarmament before Israel met all its commitments in the first phase of the ceasefire agreement. Ahead of the talks in Egypt, Hamas held meetings in Turkey with President Erdogan and other officials; A dispute arose between Hamas and commissioner Mladenov over the number of aid trucks entering the Gaza Strip. The Hamas administration continues spreading propaganda claiming humanitarian distress; Hamas' security forces and armed militias receiving Israeli support clashed, and there were reports of clashes between operatives of militias opposed to Hamas; The organizers of the Global Resilience Flotilla announced the departure of a new international flotilla from the Port of Barcelona to the Gaza Strip; Incidents of Jewish terrorism against Palestinians in Judea and Samaria continue. A Palestinian was killed in clashes near an illegal outpost; The Palestinian Authority leadership welcomed the ceasefire between the United States and Iran, adding that any regional arrangement had to include the Palestinian issue.

IDF forces continued operations to locate terrorists and destroy weapons, infrastructure and assets within the Yellow Line in the Gaza Strip and eliminated terrorist operatives who violated the ceasefire and planned attacks; The Board of Peace's high commissioner, Nikolay Mladenov, said that the first stage of the United States' 20-point plan had largely been completed, adding that the disarmament of Hamas was the only way to move forward toward reconstruction and an Israeli military withdrawal. Hamas and other armed terrorist organizations criticized the Board of Peace's disarmament plan; The Hamas security forces continued attacking "collaborators" and members of Israeli-supported militias; Hamas continued to promote propaganda of humanitarian distress despite the entry of enormous quantities of goods into the Strip; Settler terrorism continued in Judea and Samaria, and reportedly one person was killed by settler gunfire near an illegal outpost; The representative of the Palestinian Authority in France submitted her credentials to President Macron as ambassador of the "State of Palestine."

The spokesperson for the Hamas military wing praised the Iranian missile attacks on Israel, while the Palestinian Islamic Jihad (PIJ) tried to downplay the significance of reports about an Israeli attempt to target its senior figures in Tehran; Despite the deadlock in implementing the second phase of the ceasefire agreement in the Gaza Strip, the mediators continue to try to persuade Hamas to disarm. The movement still refuses complete disarmament and is waiting for the end of the war in Iran; IDF forces continued operating within the Yellow Line in the Gaza Strip to locate terrorists and destroy weapons and terrorist infrastructure and assets, and eliminated Hamas and PIJ terrorist commanders; The Rafah Crossing was reopened for the passage of Gazans. Despite the entry of humanitarian aid, Hamas continued to promote its "hunger" propaganda; Hamas continued to exploit the delay in implementing the second phase of the ceasefire agreement to tighten civilian and "security" governance in areas under its control; According to reports, because of "regional developments" Hamas will postpone the election for head of its political bureau to the end of the year; The vehicular ramming incident in which an 18-year-old Israeli was killed near Homesh is being investigated as a terrorist attack. Four residents of Umm al-Fahm were detained on suspicion of planning to carry out shooting attacks; This past week attacks by Jewish settlers on Palestinians in Judea and Samaria escalated.
