It was part of a Hamas pressure campaign to open the Rafah Crossing in contravention of agreements Egypt is a party to. The open border enables the terrorist organizations to smuggle operatives and weapons into the Gaza Strip.

Following the massive barrage of Hamas rockets fired at the western Negev towns and villages from the Gaza Strip, on January 17 Israeli Defense Minister Ehud Barak announced that the crossings between Israel and the Gaza Strip would be closed and that no merchandise or fuel would enter for a number of days.

The chemical is used in the homemade explosives industry. It was hidden in European Union sugar sacks and sent to terrorists in the Gaza Strip.
