The text:

Greetings of the homeland,

I would like to thank you for the tremendous effort you have put forth today [in] keeping the schools safe and preventing subversive warmongers from taking advantage of the situation by sending school students and infants to their deaths in exchange for certain benefits .

You must carry on with your endeavors [while exhibiting] a certain (?) measure (?) of (?) manhood, assertiveness, and resolve until Thursday (?) in order to thwart any attempt made by any criminal or subversive elements [to take advantage of the situation]. You must show no mercy to those who break the law or assault policemen, and prosecute the offenders to the full extent of the procedure [in force] and the law. Accordingly, [we] ought to act with full seriousness and determination. Commanders [in the field] must personally supervise [the implementation of these guidelines] and report to me [on a regular basis].
