Appendix 1
Iran’s involvement in terror attacks against overseas
Israeli and Jewish targets
The following is a list
of terror attacks directed against overseas Israeli and Jewish targets, guided
by Iran or with its direct involvement:
On February 4, 1990, a bomb exploded in an Israeli tour bus on its way from Ismailiyah to Cairo, killing nine people and injuring 19. The attack was carried out by one of the factions of the Palestinian Islamic Jihad (the Muhanna faction), with the knowledge and assistance of Iran’s Revolutionary Guards in Lebanon.
On February 14, 1991, an RPG rocket was fired at David Golan, an Israeli diplomat posted in Istanbul. There were no casualties. The perpetrators were a group of local militants operated by Iran.
On March 7, 1992, a bomb blew up the car of and killed Ehud Sadan, Chief Security Officer at the Israeli embassy in Ankara, Turkey. The attack was presumably carried out by local militants under Iranian guidance, in retaliation for the elimination of Hezbollah Secretary General Abbas Musawi by Israeli forces.
On March 17, 1992, a car bomb driven by a suicide terrorist blew up near the Israeli Embassy in Buenos Aires, killing 29 people and wounding more than 220. The building was destroyed. The bombing was carried out by Hezbollah, following an Iranian decision and with Iranian assistance.
On January 28, 1993, local militants under Iranian guidance attempted to kill Jacques Kimche, a wealthy member and one of the leaders of the Jewish community in Turkey. The attempt was carried out by means of a rocket fired against Kimche’s car.
On July 18, 1994, the Jewish Community Center in Buenos Aires (the AMIA building) was destroyed by a car bomb; 86 people were killed and some 250 were injured. The bombing was carried out by Hezbollah, following an Iranian decision and with Iranian assistance.
Even
after the terror attacks of September 11, 2001 against the United States,
Iran pursues its goal of sponsoring and expanding its overseas operational apparatuses.
One such apparatus was identified in 2002 in Uganda.
It was set up on the basis of local graduates from Islamic
religious colleges in Iran, who had been instructed to gather intelligence
information on Israeli and American targets on the
local scene.
Iran continues building
up its overseas operational network and gathering intelligence information
on Israeli and Jewish targets. It is believed to maintain a “pipeline
portfolio” on Israeli and Jewish targets, for implementation
“when the time is ripe”. This network may also be activated
against American, Western, Arab, and any other targets, as the Iranian regime
sees fit.

We convey to your Excellency the news that has reached us
regarding a meeting held between representatives of Hamas, the [Islamic] Jihad
and the Iranian Embassy [typed in bold in the original]. The news refers
to a meeting that took place at the Iranian Embassy in Damascus
on May 19, 2000. In attendance were: the
Iranian Ambassador Hossein Sheikh-ol-Eslam; Hisham Safi al-Din [Chair
of Hezbollah’s Executive Council]; Dr.
Ramadan Shalah [Islamic Jihad’s Secretary General]; and Mussa
Abu Marzouk [Vice President of the Political Bureau of Hamas].
In the course of the meeting, the Iranian Ambassador demanded
of the abovementioned gentlemen that they carry out military operations inside
Palestine without claiming responsibility for these operations. The
purpose of this demand is to cause the State of Israel to accuse the Palestinian
Authority of carrying out these operations.
Hamas has attributed the discontinuation of military operations to the arrest
of Muhammad Def and some others among its operatives by the [Palestinian] Authority.
[Hamas] has assured that it intends, along with the [Islamic] Jihad,
to carry out military operations during the forthcoming 10 days.
They [the attendants at the meeting] further discussed the situation in the
refugee camps in southern Lebanon, and the way to remove the presence of President
Yasser Arafat’s group from the Ein al-Hilweh refugee camp.

Blessings for our homeland.
The leadership of Hamas in Damascus has met with the Iranian leadership (Khatami) [parentheses in the original] during his [Khatami’s] stay in Damascus. The purpose was to receive direct support from Iran in the same manner as Hezbollah. The Hamas leadership is concerned about the era after [the death of Hafez] Assad, and the possibility that we shall exert pressure on Syria and Lebanon in order to get rid of the Palestinian factions [the Palestinian organizations in Damascus and backed by Iran and Syria].
The Hamas leadership addresses the Palestinian apparatus [in the Palestinian territories] on various issues: schools, universities, trade, public services for women, and the emerging young generation for its recruitment. [This includes] also preschools, in order to train an entire generation of supporters [of Hamas] in the clubs and community centers.
The Hamas leadership has spoken [with the Iranian leadership] about the pamphlets circulated in the West Bank and the Gaza Strip. The purpose of these was incitement and [spreading of] rumors regarding the situation in the [Palestinian] Authority, its activities, and the problems facing it.
During a meeting [between Hamas and the Iranian leadership], mention was made of the fact that armed clashes are expected to occur on the Palestinian streets, along with calls to the people to defend their rights, dignity, and faith. It was also mentioned that a decision must be reached on the situation against the Authority and against the Fatah movement (using insulting terms) [sic]. It was also said that the Palestinian street and its various sectors – the Legislative Council, the National Council and the businesspeople – ought to oppose the Authority and its leaders, and that meetings are taking place in Amman between leaders and delegates of the factions residing in Damascus and these people.

The talks
were attended by Hamas, the Islamic Jihad, the [Popular Front] General
Command, al-Sa’eqa, the “rebels” [Fatah / Abu Musa faction],
the [Palestinian] Communist Party – Orabi Awad [faction], the Popular
Struggle Front, the [Popular] Liberation Front, the Abu Nidal group and Hezbollah
in Palestine.
It was agreed to start
carrying out operations with the purpose of escalating military
activity inside Jerusalem by using tactics of guerilla warfare, suicide attacks,
car bombings, sniper shooting, mine planting, hostage-taking, and kidnapping
of soldiers.
The material
and logistic resources have been arranged in order to start operating
inside Jerusalem during the forthcoming weeks.
It was
agreed that no organization would claim responsibility for the operations
to be carried out in the forthcoming period, that these would be carried out
so as not to violate the law within the [Palestinian] Authority’s territories,
and that organizations and groups would be fabricated to assume the responsibility
for the operations.

Re: The wanted members of the Hamas movement
According to primary information received from one of our agents, there is
a group of wanted people currently in touch with the Hamas leadership in Jordan,
[waiting] to receive instructions for carrying out suicide operations.
Three names of wanted people were mentioned [two of which are]:
1. Adnan Ali Khalifa
2. Awad Khaled
The above have undergone a training course in Lebanon in a
camp called Yahfufa [south of Baalbek in Lebanon’s Bekaa, a Hezbollah-controlled
region]. This [was done] under the supervision of an instructor
from Iran by the name of Abu Khaled. They were
trained for three months in Lebanon and returned to Palestine.
The source pointed out that they positioned themselves in places close to Israeli settlements, and more specifically near the settlement in the region of Tekoa, Wadi Abu Ayash. They are preparing to carry out suicide attacks and are in touch [with] the high echelon of the Hamas leadership - the military wing.
Regarding the factory [in the original: al-Masnaa], the source mentioned that there is an additional wanted person who enjoys support and protection from outside. Awaiting your instructions. [The third wanted person] acts as coordinator with the military leadership [“outside”], and his name is Shadi Fawaz Qassem Shadid. He is the owner of ID card no 902320308, [he is] from the village of ‘Alar [in the region of] Tulkarm, and resides in the same region.
