This document is the sixth in a series of publications of the Intelligence and Terrorism Information Center (ITIC), as part of a project examining the names of the Palestinians killed in Operation Protective Edge. The project’s goal is to determine which of the fatalities are terrorist operatives and which are non-involved civilians, and to examine the ratio between them.

Israel's south remains quiet. Rioting continues in Jerusalem, Judea and Samaria. In Hebron, two of the terrorist operatives who abducted and murdered the three Israeli youths in June were killed in an exchange of fire with IDF forces. On September 24, 2014, indirect negotiations between Israel and the Palestinians were renewed in Cairo. Mahmoud Abbas, chairman of the Palestinian Authority (PA), gave a speech before the UN General Assembly.

Hamas-affiliated media report: the Izz al-Din al-Qassam Brigades has begun establishing a "popular army" for the next confrontation with Israel.

The Hamas-affiliated media recently reported that the Izz al-Din al-Qassam Brigades was planning to establish what it called a "popular army." According to the reports, the Izz al-Din al-Qassam Brigades was recruiting as many civilian volunteers as possible, regardless of age.

The War of Casualties: During Operation Protective Edge children and teenagers were exploited by terrorists as auxiliaries and operatives. The extent of the phenomenon is still unclear.

An examination of about a third of the names of Palestinians killed in Operation Protective Edge revealed several instances of children and teenagers serving as military operatives in the terrorist organizations.

The cease-fire achieved at the conclusion of operation Protective Edge is being maintained. A Fact-Finding Assessment is looking into exceptional incidents by the IDF during the recent fighting. Jerusalem continues to be the focal point of violent attacks. The operation to rehabilitate the Gaza Strip is under way, albeit slowly, partly due to the rivalry between Fatah and Hamas. Hamas finally admits that they launched rockets close to schools and hospitals.
