The electricity crisis in the Gaza Strip brought masses of protesters into the streets (one held in the Jabalia refugee camp had thousands of demonstrators). The crisis illustrates Hamas' difficulty in coping with the challenges of governance in the Gaza Strip. Senior Palestinian figures have initiated a campaign threatening mainly the United States, in the wake of the possibility that America will relocate its embassy to Jerusalem.

At the focus of terrorist events this past week was a vehicular attack on the promenade in Armon Hanatziv in Jerusalem, carried out with a truck. Four IDF officers were killed. The terrorist was shot and killed. The Palestinian Authority and Fatah, which support the "popular resistance," of which vehicular attacks are considered a legitimate part, avoided condemning the attack or responding to it.

Information received from a Hamas operative who crossed the border to Israel indicates once again that Hamas uses Gaza Strip hospitals for military purposes

On November 27, 2016, Bilal al-Razayna, 24, resident of the Gaza Strip, was detained after crossing the security fence into Israeli territory. Al-Razayna, who belongs to the Izz al-Qassam Brigades, Hamas’s military-terrorist wing, was involved in various military activities such as sniper training, digging tunnels, and securing facilities.

This past week popular terrorism continued with an attempted stabbing attack at the Qalandia crossing, near Ramallah. The Israeli security forces exposed a terrorist squad of Israeli Arabs who planned to attack IDF soldiers in the Negev. The Palestinian Authority (PA) is planning use UN Security Council Resolution 2334 to initiate measures against Israel.

On December 23, 2016, a majority vote in the UN Security Council passed Resolution 2334 (in accordance with Chapter VI of the UN Charter). The resolution deals mainly with the Israeli settlements, over which there is a broad international consensus.

How UN Security Council Resolution 2334 Relates to Palestinian Terrorism

On December 23, 2016, the UN Security Council passed Resolution 2334, with 14 countries voting in favor. The United States abstained allowing the resolution to pass. Resolution 2334 deals mostly with the Israeli settlements in Judea, Samaria and east Jerusalem, over which there is broad international consensus. The issue of terrorism is included in the resolution but its weight is slight (as opposed to extensive dealing with the settlements, which are represented as the main obstacle to peace).
