On August 19, 2014, the Israeli-Hamas ceasefire collapsed following the firing of three rockets into Israel. Since then the fighting has continued, with both sides intensifying their attacks. Hamas has fired massive rocket and mortar shell barrages at Israel, especially targeting the communities near the Gaza Strip. The IDF has intensified its response and attacked more than 300 terrorist targets since the ceasefire collapsed Meanwhile, efforts continue to arrange an end to the fighting and the renewal of negotiations. Cairo is the focal point for the negotiations, but there is activity in the UN for a Security Council Resolution. So far, Hamas' position has been intransigent and refuses to agree to the Egyptian initiative.

Cement is a vital commodity, and was needed by Hamas in the Gaza Strip and the Gazan civilian population after Operation Cast Lead to build new buildings and rebuild those that had been damaged during the operation. However, ITIC information at the time indicated that Hamas made wide use of the cement that reached the Gaza Strip or was manufactured there to rebuild its military infrastructure damaged in Operation Cast Lead, and to construct new military-terrorist facilities.

At 2254 hours on the night of August 5, 2014, the ministry of the interior in the Gaza Strip issued an announcement warning the Palestinians not to divulge information about terrorist operatives ("resistance" casualties) killed during Operation Protective Edge. That was because, claimed the announcement, the "occupation" (i.e., Israel) was collecting all the information and reports (about casualties) and would use them as evidence to "justify its crimes against (Palestinian) civilians."

On August 1, 2014, at 0800 hours a 72-hour humanitarian ceasefire went into effect. Israel and Hamas agreed to a ceasefire in response to an appeal from American Secretary of State John Kerry and UN Secretary General Ban-ki Moon. At the same time an Israeli delegation and a Palestinian delegation (composed of representatives from the Palestinian Authority, Hamas and other terrorist organizations) were supposed to go to Cairo to negotiate a long-term, Egyptian-mediated ceasefire.

It is therefore interesting to note remarks made by Khaled Mashaal, chairman of Hamas' political bureau, about a year after Operation Cast Lead (when the civilian rebuilding of the Gaza Strip was also on the agenda).
