The signature of Arafat , who is described as the president of the �State of Palestinian,� Chairman of the Executive Committee of the Palestine Liberation Organization (PLO) and head of the Palestinian National Authority. It appeared on the condolence telegram sent to the family of � Amir Mansur al-Hadiri , a Hamas military operative who was held in high esteem in the Tulkarm area. He was active in planning suicide bombing attacks, involved in the preparations which led to the suicide bombing of the Passover Seder {Footnote about what the Seder is} at the Park Hotel in Netanya in March, 2002 and was eventually slain in an Israeli targeted killing. The telegram was recently found among documents captured during a search of the Tulkarm branch of Al-Ihsan Charitable Society, which operates under the aegis of the Palestinian Islamic Jihad. Indeed, during the current violent confrontation, Arafat has often used religious Islamic terminology to encourage the suicide bombers .
