October 17, 2016, Iraqi Prime Minister Haidar al-Abadi announced the beginning of a military operation to take over Mosul. The city of Mosul, ISIS's main stronghold where Abu Bakr al-Baghdadi announced the establishment of the Islamic Caliphate (June 4, 2014), is of symbolic value. The operation is led by the Iraqi army and the Kurdish Peshmerga forces, with the assistance of Shiite militias (under Iranian influence) and Sunni tribesmen. The attacking forces receive air support from the United States and the coalition countries. The attack on Mosul was carried out from the south and the east, and subsequently also from the north.

The Syrian onslaught against rebel organizations in Aleppo continues, with massive Russian air support. The Syrian Army continues to gain achievements in the various battle zones in the city. At the same time, the humanitarian situation in Aleppo continues to deteriorate: there are many losses among the residents trapped in combat zones, and the civilian infrastructure, including hospitals, is sustaining heavy damage. In light of the events in Aleppo, tension between the US and Russia increased this week.

After the collapse of the ceasefire in Syria, the Syrian air force, with Russian support, launched an intensive air attack on rebel-held residential areas in the eastern part of Aleppo. According to Syrian state TV, the Syrian army took control of the al-Farafirah neighborhood in the Old City (near the citadel). The rebel organizations, on the other hand, claimed the Syrian regime had exaggerated its achievements and that they had successfully halted the Syrian army's advance.

The US-Russia arrangement on cessation of hostilities has collapsed, having floundered for a week. During the seven days the ceasefire lasted (September 12-19 2016), hostilities persisted and the attempts to get humanitarian aid into the besieged areas, especially eastern Aleppo, failed. The “Joint Implementation Center” (JIC), which was mentioned in the Kerry-Lavrov communique, did not get set up due to the collapse of the ceasefire, the failure to deliver the humanitarian aid, the disputes, and the deep mutual Russian-American suspicion.

On September 9, 2016, United States Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov announced that they had achieved an arrangement for the cessation of hostilities in Syria. The arrangement came into effect on September 12 (the start of the Moslem festival of Eid al-Adha) at 19:00. Even if the agreement leads to a break in the fighting, and the entry of humanitarian aid into Aleppo and elsewhere, in the ITIC’s assessment, it is very doubtful whether it will lead to a stable and sustainable ceasefire able to serve as a basis for political negotiations. On September 10, several rebel organizations operating in the Syrian Golan Heights, including the Fateh al-Sham Front, announced the opening of a major military campaign against the Syrian Army in the rural area of Quneitra.
