Hamas’s military wing uses foreign aid funds sent to the Gaza Strip: The case of the head of the Gaza Strip office of the Turkish aid organization TIKA

In February 2017, the Israeli security forces arrested Muhammad Faruq Sha’aban Murtaja, a resident of the Gaza Strip, the head of TIKA’s Gaza office. TIKA is a humanitarian aid organization operating on behalf of the Turkish government throughout the world, including in Judea, Samaria and the Gaza Strip.

In Judea and Samaria, popular terrorism continues. A Palestinian woman carried out a vehicular attack at the Gush Etzion Junction. Two rockets were fired into Israeli territory from the Gaza Strip. The Israel Security Agency revealed that in February 2017 Israeli security forces had detained Muhammad Murtaja, head of the Gaza Strip branch of the Turkish TIKA organization. His interrogation revealed that he = had been an operative in Hamas' military wing. He defrauded the Turkish government and transferred humanitarian aid funds to Hamas' military wing.

In February 2017 elections were held for Hamas' new political bureau in the Gaza Strip, its highest leadership body in Gaza. Of the 15 members elected, two were senior UNRWA employees: Dr. Suhail al-Hindi, chairman of the UNRWA staff union in Gaza and principal of an UNRWA school; and an engineer named Muhammad al-Jamassi, head of UNRWA's engineering department for the refugee camps in the central Gaza Strip.

Terrorist attacks and preparations for terrorist attacks continue in Judea and Samaria. In the Gaza Strip a rocket was fired into Israeli territory, Palestinians in the northern Gaza Strip shot at an Israeli tractor, and IEDs were placed near the border security fence. Hamas spokesmen and Hamas-affiliated media threatened Hamas would change its policy and react strongly to future Israeli attacks.

Information on Hamas
Hamas is a fundamentalist Sunni Muslim organization founded in the Gaza Strip in 1987 by members of the Muslim Brotherhood. It seeks to establish an Islamic state on the entire territory of the State of Israel and does not recognize Israel's right to exist.
The Hamas leadership has two branches: the internal leadership, which controls the de-facto Hamas administration in the Gaza Strip, responsible for the day-to-day activities of governing the Gaza Strip population; and the external leadership, Hamas' political bureau, located beyond the borders of the Gaza Strip (primarily in Syria). The external leadership maintains relations with various countries and bodies, and deals mainly with raising money and finding other resources for Hamas.
According to the Hamas charter, the document on which its policies and propaganda are based, the only way the movement can achieve its ends, i.e., the establishment of a fundamentalist Islamic state, is through an armed terrorist campaign to achieve the destruction Israel. Hamas' military-terrorist wing, the Izz al-Din al-Qassam Brigades, carries out terrorist attacks against Israel, including rocket, mortar and suicide bombing attacks.
Hamas has been designated as a terrorist organization by the United States and the European Union.
Over the years Hamas has challenged the PLO and the Palestinian Authority, causing conflicts between the sides, culminating in June 2007 with Hamas' violent takeover of the Gaza Strip and the suppression of Fatah and the Palestinian Authority.
